Project No. AZ NPS PP 2016(7)

Project Pavement Preservation Arizona

# General Technical Question Answer Date

1 X

Will there be an environmental component to this solicitation? NEPA compliance, Storm water

(SWPPP permitting and inspections), endangered species / habitat monitoring, etc.? I worked as the

Kingman District Environmental Coordinator for

ADOT for 9 years and am very familiar with FHWA processes and NEPA requirements.

“This is a pavement preservation project consisting of minor patching and application of surface treatments on existing paved surfaces. NEPA

Compliance is documented with a Categorical

Exclusion, issued 9/15/2016 . There are no permits required for this project. Environmental commitments are clearly identified in the Contract

Documents, specifically Standard Specifications for

Construction of Roads and Bridges on Federal

Highway Projects, FP‐14 and Special Contract

Requirements to be included in the contract for advertisement.”

Section 108.01(b) Limit construction operations to two (2) park sites at a time and complete all site work at active park(s) before commencing work at another site. Final sweeping operations can overlap with construction activities at more than two park sites. There are six (6) park sites in the contract: Question: Please clarify “all site work”?

Does this reference all site work required per the contract at each park (crack seal, patching, micro surfacing, chip seal, fog seal, paint, etc.) or work scheduled per the critical path project schedule (all of the crack seal completed in specified park prior to starting next scheduled park)? Examples: Type 2 patching occurring at park 2 and crack seal occurring at park 1. Does the crack seal need to be completed in park 1 prior to the patching starting in park 3. Or, will we need to have the patching, crack seal, micro surfacing, chip seal, fog seal, paint and symbols completed in park 1 prior to any work being completed in park 3?

The contract defines the “sites” in Section 108.01 as follows:

There are six (6) park sites in the contract:

• Pipe Spring National Monument and Glen Canyon National Recreation Area

• Navajo National Monument

• Canyon de Chelly National Monument &Hubbell Trading Post National Historic Site

• Wupatki & Sunset Crater Volcano National Monuments

• Walnut Canyon National Monument

• Tuzigoot & Montezuma Castle National Monuments.

The contract defines “work” in Section 101.04 as follows:

Work — The furnishing of labor, material, equipment, and other incidentals necessary to complete the project according to the contract.

Section 108.01 requires the following (emphasis added):

(b) Limit construction operations to two (2) park sites at a time and complete all site work at active park(s) before commencing work at another site .

We interpret this to mean that work can only be performed at two sites concurrently (except for final sweeping) and that no work can commence at the next site until it is completed at the current site.

152.05 Survey and Staking Requirements. Add the

following:

(m) Pavement preservation roadway width verification. Prior to placement of surface treatment on roadway surfaces, measure the existing pavement surface width at 500 foot (150 meters) stationing intervals on tangent, and at 100 foot intervals on curves. Use white spray paint to mark the pavement with the station of measurement on each side of the roadway. Take additional measurements between the above required intervals if the width varies more than one foot from the plan pavement surface width. Provide a record of width measurements and corresponding station locations to the CO for approval prior to beginning surfacing operations. Make additional measurements, at no additional cost to the Government, when requested by the CO. The revised approved surface roadway widths will become the new surfacing width unless otherwise directed by the CO.

152.07 Delete the text of this Subsection and

substitute the following:

Do not measure construction survey and staking for payment.

Question: How will the construction survey and staking be paid?

See Subsection 109.05. No direct payment is provided for this work. Payment for Construction

Survey and Staking work is indirectly included under other pay items listed in the bid schedule.

Section 108. – Prosecution and Progress

(1) Tuzigoot National Monument:

(3) Tuziggot National Monument: Work on Route

010 Tuzigoot Entrance Road, within

300 feet of either end of the Verde River bridge, to be completed prior to May 15.

Question: All work on Route 010 needs to be complete by May 15. Will the 300 feet on either side of the bridge need completed at a later date?

The work within 300’ of the bridge needs to be complete, prior to May 15 – work on the remainder of the route may extend beyond that timeframe, if necessary.

Note: If work is not complete on the area within

300’ of the bridge, that work (approximately 700

lf) may be removed from the contract via contract modification.
