AK FS CNF 1015(1)
Russian River Campground Access, Phase 1
# General Technical Question Answer Date 1 X Can you please confirm that electrical contractors are responsible to add cost of engineer to produce stamped electrical design drawings.
We interpret this question to relate to Pay Item 64605‐1000, Kiosk (Entrance Station).
We cannot confirm responsibility for this cost. The prime contractor is responsible for determining how to subcontract work, notwithstanding the requirements of Subsection 108.02 Subcontracting. We can confirm that the electrical design needs to be performed by a state of Alaska licensed electrical engineer. See Subsection 646.19.
See also Subsection 109.05. Compensation provided by the pay items included in the bid schedule is full payment for performing contract work in a complete and acceptable manner.
10/19/17 x Can the Contractor dispose of the Clearing and Grubbing debris material in the old gravel pit just to the south and east of the existing Contact Station? If not, can we dispose of this material in the MP35 pit?
There are no government provided waste sites designated in the contract. See Subsection 203.05 regarding disposing of material, and Subsection 105.02(c)
10/20/17 x If the Roadway Excavation is suitable material and meets the gradation for use as Unclassified or Select Borrow does it have to be certified Weed Free? No.
10/20/17
Check General or Technical x FAR 52.211‐10 states the project must be complete by June 8, 2018. Is this the correct completion date? The completion date is correct.
10/20/17 x
If, by chance, the completion date is June 8, 2019 can the Contractor close the project from August 20, 2018 to June 8, 2019?
No. Regardless of completion date, accommodate public traffic according to Subsection 156.04 and limit construction operations according to Subsection 156.07.
10/20/17 x Section 723.03: Are we to use vertical siding or horizontal?
See plan sheet J.4 and J.5. 1” x 12” Cedar (horizontal) siding is shown.
10/20/17 x If horizontal what is the joint covered with? Submit shop drawings and install finish carpentry according to Subsection 646.07.
10/20/17 x There is no traffic control bid item. How is traffic supervisor paid?
The first three digits of the pay item number in the bid schedule identify the Section under which the work is performed. Section 635 work is paid for under Pay Items numbered 635XX‐XXXX in the bid schedule. Payment for Traffic Control Supervisor will be addressed in a forthcoming Amendment.
10/20/17 x There is no bid for erosion control or erosion control administration. How is this paid?
Section 157 work is paid for under Pay Items numbered 157XX‐XXXX in the bid schedule. No direct payment is provided for Erosion Control Supervisor. See Subsection 109.05.
10/20/17 x Section 713.05: Mulch is deleted. What is the coverage specification for wood chips?
Although there is a material specification, there is no wood chip mulch installation required for this project.

X Can you please provide information of the purpose of "in‐ground" electrical junction box shown just outside of booth. See drawing # J‐ 14, "Entrance Station electrical plan & Gate Arm Assembly Schematic". It's the In‐ground?
electrical junction box at opposite corner than the gate arm. It's only identified as electrical junction box. Same on other sheet J‐13. Don't know what purpose this junction serves. There's no information as to reason or use.
It is the underground electrical feed to the contact station.
10/23/2017
X I'm unable to find any reference to this junction box. Nor am I able to locate any drawing with a reference to a contact station. There's only the Entrance Station. Can you please supply information for this junction box. The only feed I know of is the service pole overhead to utility and a underground feed to Entrance Station panel.
Correction. There is no “contact station.”
Sheets J.4 – J.14 provide “Entrance Station Details.” The j‐box is the underground electrical feed for Pay Item 64605‐1000 Fixture, Kiosk (Entrance Station).

X
Is there any geotechnical information for this project and the government‐provided optional material sources?
No. See FAR Clause 52.246‐4 Physical Data. There is no geotechnical information for the project or for the government‐provided optional material source.
10/24/2017
X I reviewed the drawings (all) especially J sheets a few times but there is no note or detail about this in‐ground junction box nor it's purpose that I'm able locate. The only mention is the note identifying it as a junction box. Though not it's purpose, use or type. That's the only issue I'm trying to identify.
Chugach Electric has installed a new underground electrical feed to the Entrance Station. Install a j‐box as shown in the plans. Design and install the electrical system according to Subsection 646.19

X
There is 5,412 feet of 4 inch double yellow line which would total 10, 824 feet of single yellow line correct?
No. See FP‐14 Subsection 634.12 and SCR’s. Measure line quantities based on a 4‐ inch wide line. The bid quantity has already been adjusted to reflect the double application plus an allowance over and above the plan quantity.
10/25/2017
X “Doubled for two coats” Does this mean I paint the centerline once then paint it a second time?
Yes. See Subsection 634.05. On new asphalt pavements or new asphalt surface treatments, apply two coats.
10/25/2017
X
If so are we putting traffic beads on once or twice?
Twice. See Subsection 634.05. Apply Type 1 glass beads on the paint at a rate of 6 to 8 pounds per gallon of paint.
10/25/2017
X is their 13,025 feet of solid white line, or 6,562.5 feet of solid white line?
Neither. If you are referring to Type B, Solid White, there is also some solid white 8‐inch line. The bid schedule quantities are adjusted to reflect the double application plus an allowance over and above the plan quantity.
10/25/2017
X Doubled for two coats” Does this mean I paint the white line once then paint it a second time? Yes. See Subsection 634.05.
10/25/2017
X If so are we putting traffic beads on once or twice? Twice. See Subsection 634.05 10/25/2017
X ?268 feet of 8 inch line correct? No. See Subsection 634.12. The bid schedule quantities are adjusted to reflect the double application plus an allowance over and above the plan quantity.
10/25/2017
X
Painted twice.? Yes. See subsection 634.05 10/25/2017
X 400 feet of 8 inch line or 200 feet? See Sheet I.1 Footnote 4. The bid schedule quantities are adjusted to reflect the double application plus an allowance over and above the plan quantity.
10/25/2017
X You are using DOT traffic paint correct and Dot traffic beads. When we paint the parking lot usually you do not use beads correct ?
Not correct. See Subsection 634.01.
Pavement markings Type A through Type I are designated as “with beads”.
10/25/2017
X
Also p. 1.1 does not match quantities on bid schedule some times. I am using bid schedule to bid from I am concerned about 63401‐300 mostly.
The Bid Schedule quantities on Sheets B.1 through B.3 include an “allowance” that is not reflected in the Quantity Tabulations on the individual plan sheets. Bid the Quantities in the Bid Schedule.
10/25/2017
X I have a question about bid item 20701‐0300 Separation‐Stabilization Geotextile, Class 1, Type C. The specs call out an 8 OZ. Non‐Woven geotextile and if you go to the federal specification manual on table 714 it says do not use a woven geotextile. On sheet number C.2 of the drawings on typical sections A & B it states that this separation‐stablization geotextile should be woven. Can you clarify what type of geotextile is needed for this project?
This will be addressed in a forthcoming amendment.
