E-7 TX FTNP PAIS 10(1)

Main Park Road

NPS PMIS No. : 130117 Submit samples of materials for quality verification testing for materials required to conform to Sections 703, 704, and 705.

Materials containing petroleum-based solvents such as cutback asphalts and traffic paints may be restricted from use by local laws or ordinances in certain geographic areas. Upon presenting proof of such restrictions, alternate materials considered acceptable to the CO may be substituted for the materials specified in the contract.

105.02 Material Sources

(b) Contractor-located sources. Add the following to the end of the first paragraph:

For Contractor-located, non-commercial sources, secure environmental clearances according to Subsection 107.10.

(c) Government-listed sources.

Water may be available for purchase from the NPS. The Contractor is required to provide and install a meter to measure the water quantity used, an approved backflow device, and piping if necessary to access and extract water from the provided source. Track water use. Allow the CO to verify the meter reading on a monthly basis. Coordinate the cost, reporting of the water quantity used, and payment with the CO and the NPS.

105.04 Storing and Handling Material. Add the following after the third sentence of the second paragraph:

For Contractor-located, non-commercial staging, storing, and material handling areas, secure environmental clearances according to Subsection 107.10.

Add the following:

The Contractor may use the obliterated section of the water tank road and a portion of the Malaquite visitor center parking lot for staging and storage areas. Coordinate with CO for exact area to be used at the Malaquite Visitor Center parking lot prior to use.

Section 106. - ACCEPTANCE OF WORK

106.01 Conformity with Contract Requirements. Delete the text and substitute the following:

Follow the requirements of FAR Clause 52.246-12 Inspection of Construction.

References to standard test methods of AASHTO, ASTM, GSA, and other recognized standard authorities refer to the methods in effect on the date of solicitation for bids.

A002

E-8 TX FTNP PAIS 10(1)

NPS PMIS No. : 130117 Perform all work to the lines, grades, cross-sections, dimensions, and processes or material requirements shown on the plans or specified in the contract.

Incorporate manufactured materials into the work according to the manufacturer’s recommendations or to these specifications, whichever is more strict.

Plan dimensions and contract specification values are the values to be strived for and complied with as the design values from which any deviations are allowed. Perform work and provide material that is uniform in character and reasonably close to the prescribed value or within the specified tolerance range. The purpose of a tolerance range is to accommodate occasional minor variations from the median zone that are unavoidable for practical reasons.

When standard manufactured items are specified (such as fence, wire, plates, rolled shapes, pipe conduits, etc., that are identified by gauge, unit mass, section dimensions, etc.), the identification will be considered to be nominal masses or dimensions. Unless specific contract tolerances are noted, established manufacturing tolerances will be accepted.

The Government may inspect, sample, or test all work at any time before final acceptance of the project. When the Government tests work, copies of test reports are furnished to the Contractor upon request. Government tests may or may not be performed at the work site. If Contractor testing and inspection is verified by the Government, the Contractor’s results may be used by the Government to evaluate work for acceptance. Do not rely on the availability of Government test results for process control.

The number of significant figures used in the calculations will be according to ASTM E 29, absolute method.

Acceptable work conforming to the contract will be paid for at the contract unit bid price. Four methods of determining conformity and accepting work are described in Subsections 106.02 to

106.05 inclusive. The primary method of acceptance is specified in each Section of work.

However, work may be rejected at any time it is found by any of the methods not to comply with the contract.

Remove and replace work that does not conform to the contract, or to prevailing industry standards where no specific contract requirements are noted, at no cost to the Government.

(a) Disputing Government test results. If the accuracy of Government test results is disputed, promptly inform the CO. If the dispute is unresolved after reasonable steps are taken to resolve the dispute, further evaluation may be obtained by written request. Include a narrative describing the dispute and a proposed resolution protocol that addresses the following:

(1) Sampling method

(2) Number of samples

(3) Sample transport

(4) Test procedures

E-9 TX FTNP PAIS 10(1)

NPS PMIS No. : 130117

(5) Testing laboratories

(6) Reporting

(7) Estimated time and costs

(8) Validation process

(b) Alternatives to removing and replacing non-conforming work. As an alternative to removal and replacement, the Contractor may submit a written request to:

(1) Have the work accepted at a reduced price; or

(2) Be given permission to perform corrective measures to bring the work into conformity.

The request must contain supporting rationale and documentation. Include references or data justifying the proposal based on an evaluation of test results, effect on service life, value of material or work, quality, aesthetics, and other tangible engineering basis. The CO will determine disposition of the nonconforming work.

Where sample/testing procedures make reference to AASHTO, ASTM, or other standards (designated as FLH T), the procedure as modified in the Materials Manual shall govern. Where the specifications make reference to AASHTO Test T11, “Procedure B - Washing Using a Wetting Agent” shall be the procedure followed.

Where the specifications make reference to AASHTO Test T310, “Direct Transmission Method of In-Place Nuclear Density and Moisture Content” shall be the procedure followed.

Reference to the Materials Manual means the Federal Lands Highway “Field Materials Manual, U.S. Department of Transportation, Federal Highway Administration,” dated October 2008, and all amendments and supplements thereto. Copies are available upon request by e-mail to cflcontracts@dot.gov, or fax to (720) 963-3360 and located on our website at http://www.cflhd.gov/materials.

106.03 Certification. Add the following after the second paragraph:

See Table 106-3 for schedule for full or partial acceptance by material certification. Submit certification and sample of material for testing as required.

106.05 Statistical Evaluation of Work and Determination of Pay Factor (Value of Work).

(b) Acceptance. Delete the last sentence of the second paragraph and substitute the following:

If a lot is concluded or terminated with fewer than three samples, the samples will be combined with those of an adjacent lot. In the event there is no adjacent lot, the material will be accepted according to Subsection 106.04.

(c) Statistical evaluation. Delete the second paragraph and substitute the following:

On the first day of production, stabilize a 1000-ft (300-meter) test strip, one-lane wide, at the designated lift thickness and mix design proportions. Construct the test strip on the project at an approved location.

Construct the test strip using construction procedures intended for the entire project.

Take nuclear density readings behind each roller pass to determine the roller pattern necessary to achieve the specification requirements in 303.10. Cease production after construction of the test strip until the stabilized base layer and the test strip are evaluated for acceptance.

Repeat the test strip process until an acceptable test strip is produced. See Subsection

106.01 for the disposition of material in unacceptable test strips. Accepted test strips may remain in place and will be accepted and measured as a part of the completed base.

When a test strip is accepted, full production may begin.

Use these start-up procedures when changing construction procedures, beginning of a new construction season or when resuming production after a termination of production due to unsatisfactory quality according to Subsection 106.04.

303.06 Adding Crushed Aggregate. If required, add crushed aggregate at no additional cost to the government to bring the finished surface to the established line, grade, and cross section.

303.07 Pulverizing. Furnish a road reclaimer that is:

(a) Self-propelled;

(b) Specifically manufactured for in-place reclamation;

(c) Capable of reducing the existing material to the required size;

(d) Equipped with at least an 8-foot (2.4-meter) cutting width;

E-57 TX FTNP PAIS 10(1)

NPS PMIS No.: 130117

(e) Equipped with standard automatic depth controls adjustable in increments of ½ inch (10 millimeters); and

(f) Equipped with sufficient horsepower to constantly pulverize to the required depth in a single pass.

Use the reclaimer to pulverize the existing roadway material, in-place until 100 percent passes the 2-inch (50-millimeter) sieve. Reprocess or remove larger particles and dispose of them according to Subsection 203.05.

303.08 Applying Fly Ash or Cement. Do not add fly ash or cement when the underlying surface is frozen, muddy, or when conditions allow for excessive loss to washing or blowing.

Begin fly ash or cement application when the air temperature is above 40 °F (5 °C) and is expected to stay above 40 °F (5 °C) for 48 hours. Apply fly ash or cement by one of the following methods:

(a) Dry method. Use a metered mechanical spreader to uniformly apply the fly ash or cement. Use canvas (or similar) skirts around the spreader box to minimize dust.

(b) Reclaimer method. Meter the fly ash or cement and water directly into the mixing chamber of a reclaimer conforming to Subsection 310.05.

303.09 Mixing. Begin mixing within 30 minutes after fly ash or cement application. Use a reclaimer conforming to Subsection 310.05. Add water as necessary to adjust the moisture content of the mixture to within 2% of optimum as indicated in the approved mix design.

Continue mixing until the fly ash or cement is uniformly distributed within the in-situ material creating a homogeneous full depth layer. Complete mixing within 1 hour of the fly ash or cement application.

303.10 Compacting and Finishing. Compact the processed material uniformly to a minimum of 95 percent of maximum density as determined from AASHTO T 134. Furnish rollers sized and configured to achieve the required compaction and finishing. Operate rollers according to the manufacturer's recommendations. Compact the processed material full width by rolling from the sides to the center, parallel to the centerline of the road. Along curbs, headers, walls, and all places not accessible to the roller, compact the material with approved tampers or compactors.

Determine the in-place density and moisture content according to AASHTO T 310 or other approved test procedures.

During compaction and final grading maintain the moisture content of the mixture to within 2 percent of optimum. Do not leave areas of stabilized material uncompacted or undisturbed for more than 30 minutes. Complete compaction within 2 hours from the start of mixing.

E-58 TX FTNP PAIS 10(1)

NPS PMIS No.: 130117

Finish the compacted surface according to Subsection 301.06 to produce a surface that is smooth, dense, and free of compaction planes, ridges, or loose material. Clean the compacted surface of all loose material, dirt, or other deleterious substances by approved methods.

Complete all finishing operations within 4 hours from the start of mixing including corrections to irregularities in the surface.

303.11 Construction Joints. When fly ash or cement application operations are delayed or stopped for more than 2 hours, make a transverse construction joint by cutting back into the completed work to form an approximately vertical face. Tie new work into the completed work by remixing approximately 2 feet (0.6 meters) of the completed course.

303.12 Curing. Keep the fly ash stabilized layer continuously moist until the next course is placed by one of the methods below.

(a) Water method. Keep the surface continuously moist by applying water under pressure through a spray bar equipped with nozzles producing a fine, uniform spray. During the first 24 hours of curing, use a water truck with side spray to avoid driving on the newly stabilized layer.

(b) Prime coat. Seal the surface by placing an inverted prime coat according to Subsection 411.06(b). Provide and maintain a continuous film over the surface.

303.13 Maintenance. Maintain the fly ash stabilized layer to the correct line, grade, and cross section until placing fly ash or cement of the next course. If the fly ash stabilized layer loses stability, density, or finish before placement of the next course, reprocess, recompact, and add fly ash or cement as necessary to restore the strength of the damaged material.

Overlay the recycled base within 14 days after reclaiming.

303.14 Acceptance. See Table 303-2 for sampling, testing, and acceptance requirements.
