MAIN PARK ROAD
08/08/2016
Question #1: Bid Item Line A0460 SUPERPAVE PAVEMENT calls for Liquid asphalt PG70-10 to be used in the mix. PG70-10 is not available in the area of the project. TxDOT specifies PG64-22 and PG70-22.
Would the engineer consider changing asphalt type?
Response: Yes, the asphalt binder should be a PG 70-22. Refer to Amendment 1 for updated information.
Questions #2: What are the liquidated damages for the project?
Response: Please refer to FP-03, 108.04 Failure to Complete Work on Time.
08/19/2016
Question #3: Appendix D contains a sample Subcontracting Plan with blanks for % of total planned subcontracting dollars to various types of concerns: (SB, SDB, WOSB, HUB,VET/SDVET, LB)
Does the contract establish any goal for subcontracting with these types of subcontractors?
Response: No, they are tracked goals.
Question #4: It is noted that Section 623 of the specifications has modified General Labor to include two additional classifications. There is a pay item for the Surveying Services, but not for Office Technical Services. Are we are required to provide a Design Engineer by this specification, and if so how will it be paid?
Response: A pay item to include technical services will be included in a forthcoming Amendment 1.
Question #5: Is a field office or residential housing; described under Section 637 of the FP-03 specifications, required for this project?
Response: This does not apply. There is no 637 pay item.
Question#6: Is a field office or residential housing; described under Section 637 of the FP-03 specifications, required for this project?
Response: This does not apply. There is no 637 pay item.
Question #7: For the Subexcavation Item, the detail on sheet F1 of the plans indicates to ‘Backfill with material according to Section 204.’ However section 204 has many different kinds of materials shown under the materials list. What material exactly is intended for use in the backfill for the Subexcavation?
Response: Any material that meets requirements in FP-03 Section 703.06 may be used for this item.
Also minor hot asphalt concrete meeting FP-03 Section 404 may be used.
Question #8: We have a calibrated inertial profiler. What type of roughness index is required, 3 or 4?
Response: It is a Type III and V according the SCRs under Section 401.01
Question #9: Field density @1 ½” lift will be difficult to achieve with a 75 gyration requirement in the super pave mix. Can the gyration requirement be lowered to 50 gyrations in the super pave mix?
Response: No, the Superpave mix shall be a 75 gyration requirement.
Question #10: If 75 gyrations is still required may we lay a single 3” lift instead of 2 – 1 ½” lifts?
Response: No, 2-1 ½” will be required.

Question #11: Our Micro Surfacing subcontractor has some concerns. Concerning Bid Item 41002-2000 Micro Surfacing, Type 2, 53,000 syd. The aggregate gradation that is required is not made in Texas that we know of. The mix design that is attached is the closest gradation that we know of and has been used on nearly every municipality project in the area. Please review the attached mix design. Will this design be acceptable?
Response: The specifications will be modified to include local gradation requirements for Microsurfacing. Please see the table below for the addition of the Type II (Modified) gradation.
Addition of Type II (modified):

Question #12: It is noted that for bid Item 30310-0000, Class C Fly Ash is specified. Last winter this material was not being produced by the suppliers in South Texas. We have inquired about availability of this material, and have been informed that it is currently available, but they are not able to guarantee supply to us for this winter either. If Class C Fly Ash is unavailable, what alternatives would be accepted? Can you provide us a quantity of cement that would be considered equivalent to the 7% Fly Ash mix design?
Response: The plans and specifications will be amended to include the use of cement or fly ash. The percentage for fly ash will remain 7% and the percentage for using the cement will be 3%. With this change, the cement or fly used will be subsidiary to the Pulverizing, 5-Inch Depth bid item.
Question #13: When we pulverize and overlay around the camera posts, won’t we be creating a pond ?
Response: Yes we will be creating a pond in this island. We are aware of that but are not allowed to modify the camera locations.
Question #14: Plan sheet 1 of 2 of TYPICAL SECTIONS MAINLINE. Detail B shows to shoulder up with aggregate base to both left side and right side. There is no pay item. Is this work subsidiary to another item?
Response: The aggregate base show in Detail B under the Typical Sections Mainline will be paid for as Roadway Aggregate, Method 2. This quantity has already been calculated under Surfacing summary table on Sheet B8.
Question #15: There are several fire hydrants scattered throughout the project. Will the contractor have access to the water supply. Also will we be able to tap into the water source at different locations?
Response: The contractor will be able to access water from Padre Island National Seashore. All water obtained from the Park will need to be metered and the Park will be reimbursed for the water used.
The specifications will be modified to include this language.
Question #16: If contractor furnished laboratory facilities are used, must the lab be located on the project site, or can it be located in Corpus Christi in an existing permanent lab?
Response: Either location is acceptable. The contractor may use a mobile laboratory at the project site or they may use an existing laboratory facility in Corpus Christi.
Question #17: For hot mix testing, may the production and the field sampled testing be done at a facility located at the hot mix plant (off site)?
Response: Please see Table 153-1 for Asphalt Concrete Pavement sampling locations.
Question #18: For the Micro Surfacing aggregate per Spec section 703.11 Type II, there is not a local supplier that produces an ISSA Type II gradation. They do supply a “Type II Modified)” as follows:
Aggregate - PTSi sample number AGA1c-0280 as supplied by: Ergon A&E

Can the spec be modified to include this aggregate which has been used in Microsurfacing mixes throughout Texas?
Response: See response to Question #11.
Question #19: Our plant mixes the lime into the dust system and introduces the lime near the asphalt injection point. Not a slurry. Is our system acceptable?
Response: No. The three acceptable systems are well defined in section 401.09 of the SCRs.
Question #20: 401.11 “Provide access ports or holes for checking temperature,,,,”
Are we required to drill holes or ports in all truck beds for temperature sampling or is it ok to check temperature when material dumps out of the truck?
Response: No. The temperatures can be taken when the material dumps out of the truck
Question #21: 401.12 (b) (2) Compaction “Take nuclear density readings,,,,,”
Is it ok to use Non-nuclear gauge?
Response: No.
