About this file
This Excel file is a draft Performance Standards document for Solid Waste Services at Fort Hood, Texas, detailing service levels and collection frequencies for non-hazardous solid waste. The document provides a color-coded matrix (Green, Amber, Red, Black) specifying service requirements such as dumpster/container collection intervals, cleaning frequencies, and response times for unscheduled collection events.
Key performance standards include collecting dumpsters when they are 65-95% full (depending on color designation), with cleaning frequencies ranging from annually to multiple times per year. Specific notes emphasize that food waste containers must be picked up at least weekly, with schedules adjustable based on volume and to prevent vector attraction. The standards reference federal regulations including 40 CFR Part 243 and align with the pre-solicitation notice for a Solid Waste Management Services contract at Fort Hood, which is a 100% small business set-aside with an anticipated Firm Fixed Price contract type.

Solid Waste Task Notes:
1. Food Waste containers shall be picked up at a minimum weekly and adjusted to a frequency determined by the contractor approved by the COR based volume and to inhibit the propagation or attraction of vectors and the creation of nuisances to include objectionable odors, pests, and insects. Schedules shall be adjusted as needed throughout the contract for volume control and to further inhibit the propagation or attraction of vectors and the creation of nuisances to include objectionable odors, pests, and insects.
2. Refuse and returnables shall be removed from the premises at a frequency that will minimize the development of objectionable odors and other conditions that attract or harbor insects and rodents
3. It is recommended that the costs associated with the collection and disposal of solid waste should be driven, completely or in part, by the quantity (volume (and weight for reporting) of waste generated and disposed/diverted. Avoid situations where the cost are based entirely on an annual fee or cost per container pickup.
