PROPOSAL PREPARATION INSTRUCTIONS

PROPOSAL CONTENTS

DESCRIPTION

Fermi Research Alliance, LLC (FRA) expects to select one subcontractor to perform construction services as required by the Long Baseline Neutrino Facility, Deep Underground Neutrino Experiment (LBNF/DUNE-US) Project, Near Site Conventional Facilities (NSCF) at Fermi National Accelerator Laboratory (Fermilab) under a firm-fixed price (FFP) Subcontract. The project delivery method will be Design-Bid-Build. Please submit Technical and Price Proposals for the Beamline Complex construction.

The proposals received from this Request for Proposal (RFP) will be evaluated to determine the firm that provides the best value to meet the requirements. FRA plans for full and open competition for this subcontract.

BACKGROUND

FRA will provide facilities to enable a world-class program in neutrino physics that can measure the fundamental physical parameters, explore physics beyond the Standard Model, and better elucidate the nature of matter and anti-matter. Specifically, the LBNF/DUNE-US Project will involve building a new high-intensity neutrino beam at Fermilab aimed at the Sanford Underground Research Facility (SURF), located 1,300 km away in South Dakota, where the international community will build neutrino detectors.

The LBNF Project will be optimized for precision measurement of neutrino oscillations with the goal of searching for charge parity-violation in the neutrino sector, as well as making other precision oscillation measurements.

The LBNF Project will construct the NSCF at Fermilab. The NSCF Beamline Complex Construction scope includes the buildings, enclosures, and site infrastructure that will house and support the LBNF Beamline, including the Pre-Target beamline facilities, Target Complex, Absorber Complex, Decay Region, and project-wide Site Work to support the facility and experiment.

GENERAL

The proposal should consist of a Technical Proposal, a separate Price Proposal, and all required forms listed in the RFP Letter under Enclosures. The proposal should be submitted with a cover letter identifying the Offeror’s name and address, solicitation number and title, the name(s), title(s), email addresses, and telephone number(s) of the individuals in the Offeror’s organization who have commitment authority on behalf of the Offeror and will be responsible for contractual negotiations and administration of any resultant Subcontract.

SELECTION AND AWARD

FRA shall make a selection for the award based on the principles of best value, trade-off. The best value is represented by the most advantageous offer with price and other technical factors considered. Such offers may not necessarily be the proposals offering the lowest price or receiving the highest technical rating. All evaluation factors other than price, when combined, are less important than price.

LBNF NSCF Beamline Complex Construction 2 Batavia, Illinois

Part I - Technical Proposal Evaluation FRA will evaluate each technical proposal to ensure that it meets the Mandatory Requirements as identified in the Mandatory Technical Requirements, below. Offerors will be required to provide evidence (along with their proposal) indicating the Mandatory Requirements identified below have been met. Those proposals not meeting the Mandatory Requirements shall be eliminated from further consideration for award of a subcontract. Proposals that meet all the Mandatory Requirements in the solicitation will be further evaluated based on the evaluation criteria stated in Overall Relative Importance of Proposal Parts, below.

LBNF NSCF Beamline Complex Construction 6 Batavia, Illinois

Subfactor 3: Value Engineering Provide a narrative that describes the proposing team’s value engineering ideas including the cost and/or schedule savings impacts. (Note: this will not be part of the evaluated Price Proposal.)

Part II - Price Proposal Review:

The Offeror’s Price Proposal shall be submitted on the Price Proposal Form. The Price Proposal shall offer the total Firm Fixed Price for the Scope of Work including the Base Bid Price and Alternate Prices.

The Offeror shall also indicate their proposed OH&P percentage rates for:

1. Change Order work performed with the Subcontractor’s forces (maximum 10%);

2. Material provided by the Subcontractor (maximum 10%);

3. Third party rentals provided by the Subcontractor (maximum 10%).

4. Work performed by the Subcontractor’s sub-subcontractors (maximum 5%).

For the purpose of determining the percentages above, assume change order work will constitute a value of 10% of the Base Proposal Total. This is not intended as a ceiling on the value of total change order work and is only an estimate in order to assist Offeror in establishing OH&P rates above.

The total FFP shall include all applicable federal, state, and local taxes, duties, and all other Subcontractor obligations under the resulting Subcontract. In addition, unit prices that are all-inclusive (i.e., shall include costs for labor, supervision, material, equipment, bond, overhead, profit, etc.) for Change Order work shall be submitted on the Unit Price Proposal Form.

The Price Proposal will initially be evaluated by determining the aggregate amount for the Base Proposal Price and any additive or deductive alternates as shown on the Price Proposal Form. Price Proposals will then be ranked in order of total award value. FRA may reject a proposal as nonresponsive if the prices bid are materially unbalanced. A proposal is materially unbalanced when it is based on prices significantly less than the cost for some work and prices that are significantly overstated in relation to the cost for other work, and if there is a reasonable doubt that the proposal will result in the lowest overall price to FRA even though it may be the low evaluated proposal, or it is so unbalanced as to be tantamount to allowing an advanced payment.

FRA shall place more emphasis on the Price Proposal when compared to the Technical Proposal as part of this evaluation. While the Technical Proposal may not be the controlling factor for award, it will be a significant part of FRA’s selection decision. In accordance with FRA’s Source Selection Plan, price proposals will be reviewed after evaluations of the technical proposals are complete.

Oral Presentations

FRA may elect to hold oral presentations. Offerors determined to be in the competitive range shall be invited. Evaluators may use presentations to refine or revise their technical scores of the proposals.

Offerors may be asked to submit a revised proposal based on the information presented during the oral presentations and the subsequent evaluation.

The terms and conditions have been approved by the DOE, and it is not FRA’s intent to make significant changes to them.

ISSUANCE OF RFP AND AWARD PROCESS

FRA may award a Subcontract on the basis of the proposal initially submitted, without discussion, clarification, or modification, or on the basis of negotiation with the Offeror.

SUBCONTRACT AWARD

Issuance of the RFP does not compel FRA to make an award. FRA reserves the right to accept or reject the Offeror’s proposal if that is determined to be in its best interest. A decision may be made without discussion; hence, your proposal should be submitted initially on the most favorable terms.

PROJECT AWARD DATE

For information purposes, FRA expects to make an award 8 months after the proposal due date.

Change Order Pricing

Please indicate the percentage values to be used on markups for potential change orders.

These percentages will be applicable for all change order work throughout the period of performance. The markup for any of the first three values (work performed by Subcontractor, material provided by Subcontractor, and third-party rentals provided by Subcontractor) below may not exceed 10%, and the last value (work performed by the Subcontractor’s sub-subcontractors) may not exceed 5%:

__% for OH&P in the case of Change Order work performed with the Subcontractor’s forces.

__% for OH&P in the case of material provided by the Subcontractor.

__% for OH&P in the case of third-party rentals provided by the Subcontractor.

__% for OH&P in the case of work performed by the Subcontractor’s sub-subcontractors.

For the purpose of determining the percentages above, assume change order work will constitute a value of 10% of the Base Proposal Total. This is not intended as a ceiling on the value of total change order work and is only an estimate in order to assist Offeror in establishing OH&P rates above.
