FRA RFP No. LBNF-BC-350919-BWQ Fermi National Accelerator Laboratory LBNF NSCF Beamline Complex Construction 1 Batavia, Illinois

RFP LETTER

June 5, 2024

Subject: Draft Request for Proposal (RFP) No. LBNF-BC-350919-BWQ Proposal Due Date: September 16, 2024

Fermi Research Alliance, LLC (FRA) requests a proposal for the Long-Baseline Neutrino Facility (LBNF) Near Site Conventional Facilities (NSCF) Beamline Complex Construction in accordance with this Request for Proposal (RFP) and the enclosed Proposal Preparation Instructions, Sample Subcontract, and other enclosures. There will be a mandatory Pre-Proposal Conference and site inspection (see the Proposal Preparation Instructions).

The draft RFP contains Instructions to Offerors, Drawings, Specifications, and the Sample Subcontract including applicable documents. Funding Availability and Subcontract Milestones will be provided prior to the Pre-Proposal Meeting.

SUMMARY OF SUBCONTRACT WORK

1. The work shall include all services, labor, material, tools, equipment, excavation, shoring, testing, inspection, and all necessary General Conditions Work that is required by or may be reasonably inferred from the Subcontract documents to provide general contractor construction work for the project. Refer to the Reference Drawings and Technical Specifications as further defined in this RFPfor more information.

2. The NSCF Beamline Complex Construction scope includes the buildings, enclosures, and site infrastructure that will house and support the LBNF Beamline, including the Pre-Target Beamline facilities, Target Complex, Absorber Complex, Decay Region, and project-wide Site Work to support the facility and experiment.

3. In order to safely construct the Extraction Enclosure scope, the Main Injector accelerator must be de-energized. To accommodate this construction, a “long shutdown” has been planned for CY2028-CY2029. Contract milestones have been established that constrain Subcontractor’s Extraction Enclosure construction efforts within this shutdown period.

SUBMITTAL OF PROPOSALS

Complete written proposals must be submitted electronically to the undersigned Procurement Specialist listed below no later than 3:00 PM Central Time on September 16, 2024.

Brian Quinn Email: bquinn@fnal.gov Phone: (630) 840-5777

LBNF NSCF Beamline Complex Construction 2 Batavia, Illinois

The proposals shall remain valid up to the anticipated award date. FRA reserves the right to reject any and all proposals, to waive any minor irregularities in any proposal as defined in FAR 14.405, or to cancel this RFP at any time prior to award without cost to FRA. FRA will not reimburse any firm for any preparation costs or any other costs related to the participation or preparation of this RFP.

EVALUATION AND SELECTION

FRA will evaluate each proposal to ensure that it meets the Mandatory Requirements as identified in the RFP. Contractors will be required to provide evidence (along with their proposal) indicating the Mandatory Requirements identified have been met. Those proposals not meeting the Mandatory Requirements shall be eliminated from further consideration for award of a subcontract. Proposals that meet all the Mandatory Requirements in the solicitation will be further evaluated based on the Technical Evaluation criteria stated in the RFP.

FRA will utilize the principles of best value, trade-off in evaluation of Proposals. Award shall be made to the Subcontractor who is deemed responsive and responsible; whose proposal conforms to the solicitation’s requirements; and is judged to represent the best value to FRA. The best value is represented by the most advantageous offer with price and other technical factors considered. Such offers may not necessarily be the proposals offering the lowest price or receiving the highest technical rating. All evaluation factors other than cost or price, when combined, are less important than cost or price.

More information about the selection criteria and process is provided in the Proposal Preparation Instructions document.

FUNDING AVAILABILITY

FRA’s obligation under this Subcontract is contingent upon the availability of appropriated funds from which payment for Subcontract purposes can be made. No legal liability on the part of FRA for any payment may arise until funds are made available to FRA for this Subcontract and until the Subcontractor receives notice of such availability, to be confirmed in writing by the Procurement Specialist.

The anticipated award date is 8 months from proposal due date.

Offerors shall use the following funding availability as the basis for their proposed schedule. Maximum funding of $________ is available for payment associated with this Subcontract from the date of award, an additional $________ is anticipated to be available from October 1, 2025, an additional $________ is anticipated to be available from October 1, 2026, an additional $________ is anticipated to be available from October 1, 2027, an additional $________ is anticipated to be available from October 1, 2028, an additional $________ is anticipated to be available from October 1, 2029 and the remaining balance is anticipated to be available after October 1, 2030. The funding amounts and availability dates are to be used for the schedule proposal preparation and are not FRA obligations. From the Batavia Rd. entrance: take Batavia Rd on-site following the signs to Wilson Hall. At the Eola Rd. stop sign, go straight onto Road D. The road will split: stay left to remain on Road D, again following signs to Wilson Hall. You will pass the bison field on your right, then CDF building 327 will be on your left side, blue building. The entrance is surrounded by a clustering of trees. If you make it to the stop sign at the CDF assembly hall (big orange building on your left), you've gone too far.

Responses to questions posed during the site visit are not binding. Offerors shall submit all questions in writing to the Procurement Specialist. All responses will be furnished promptly to all prospective Offerors as an amendment to the solicitation if that information is necessary in submitting proposals or if the lack of it would be prejudicial to other prospective Offerors.
