About this file

This is a Project Binder for a federal contract opportunity for domiciliary patient furnishings at Hampton VA Medical Center. The project involves furnishing a 148-bed residential rehabilitation program located at 100 Emancipation Drive, Hampton, VA 23667, Building 148 (Pods A, B, C, D). The requirement mandates a phased delivery and installation approach to avoid disrupting patient care. All existing furnishings must be removed and disposed of off-site. The project must comply with PG 18-12 Design Guide for Inpatient Mental Health & Residential Rehabilitation Treatment Program Facilities, ADA, ABAAS, NFPA 201, and VHA Directive 1162.02.

The furnishings scope includes behavioral health-friendly single and double patient bedrooms (20 single rooms and 74 double rooms total across all pods), kitchenettes with banquette seating and café furnishings, and four lounge configurations. Bedroom furnishings comprise patient beds, mattresses, nightstands, writing desks, guest side chairs, wardrobes with locking features and internal safes, and digital locks. Basis of Design products are specified for reference only and do not indicate manufacturer preference. The design emphasizes home-like, residential aesthetics using muted color palettes, natural materials, and safe construction appropriate for mental health settings. Detailed product breakdowns and specifications are provided for each room type, with references to a separate salient characteristics document containing comprehensive specifications and product requirements.

DESIGN OVERVIEW

These areas should incorporate materials and furnishings to make them feel home-like and comfortable yet sturdy and appropriate for a mental health setting.

Homelike is defined by each facility. The intention is to limit the institutional atmosphere for both staff and Veterans.

The average length of stay is longer in a MH RRTP facility than that of an IPMH (Inpatient Mental Health) facility, and supports freedom of access and a need to make the facility feel home-like.

Residential levels fully enshrine the notion of home-like surroundings compatible with safety, including use of muted colors, open space, light and access to the outdoors and fresh air.

It is VHA policy to provide residential treatment and rehabilitation services to Veterans who have complex mental health and substance use disorders, that these services are built around each Veteran’s treatment goals, and that those goals are reached through the provision of services designed to promote recovery by improving functional status; to sustain treatment and rehabilitation gains, and to encourage community integration.

Providing a safe, well-maintained, and appropriately furnished residential environment that is staffed to support and enhance the recovery efforts of the Veteran and addresses the unique environmental and safety needs of women Veterans, in accordance with VHA Directive 1850.05, VHA Interior Design Operations and Management Program.
