Question The government states that the dates of performance of the contract will be determined at a later date. This is an extraordinary departure from typical procurements. We realize that the currently planned contract award may be extended or delayed, but having no anticipated period of performance does not allow for proper planning in several areas. At least an estimated date of the expected contract period of performance is needed to determine staff availability for key personnel planned to be transferred to the center, inflation rates, applicable federal and state mandates, insurance rates, fringe benefits, etc. Can the government please list an expected period of performance in order for offerors to submit reasonable estimates in the areas mentioned?
Government Response
In addition to previous responses provided in Amendment 2, the estimated effective date of the contract is currently November 1, 2017. This date may be earlier or later depending upon many unforeseeable factors related to this procurement.

Question In one response the government clarifies that “one CD may contain all sections of the offeror’s proposal”. In another response, the government states that “multiple CDs will be acceptable.” Is it the option of the offeror as to whether one CD or multiples are submitted?
Please clarify.
Government Response
CDs are viewable here on the DOL computers. Depending upon the size of data contained within an offeror’s proposal, one CD may or may not accommodate their submission. Therefore, multiple CDs will be acceptable with regard to an offeror’s proposal submission.

Question The government states that “staff housing is not part of the Gary Job
Corps Center contract.” Does Amendment 2 therefore delete the below-referenced section of the RFP and should we accordingly assume that no income should be proposed as a reduction to costs as originally stated in the RFP?
RFP section C.3 E 12. States, “The contractor shall operate and manage staff housing associated with this center. The contractor shall ensure that rates are charged in accordance with OMB Circular A-45, which implements 5. U.S.C.
Section 5911 (1976). This regulation requires that basic rental rates be set at rates prevailing in the area for similar housing…The contractor shall submit a plan and schedule of rates pursuant to PL 88-459 for housing for non-students to the Contracting Officer’s Representative
(COR), no later than 30 days after contract award. Collection of rent shall become income to the contract and be reported as a reduction to costs on center financial reports.”
Government Response
The government’s response to this question will be forthcoming in a subsequent amendment to this RFP.
