MEMORANDUM TO PROSPECTIVE OFFERORS

SUBJECT: Q&As (RFP DOL121RP21504)

QUESTIONS & ANSWERS - CONSOLIDATED

Q1. The Workload Estimate in Appendix A of Amendment 2 specifies the “number of days of CMEP-related training for child labor elimination projects during Year 1” as 5.

Is that the total number of days for both workshops per country or the total number of days for each workshop (of which there are two)?

US DOL RESPONSE: 5 days is the total number of days required for the monitoring and evaluation-related training of OCFT staff. There is no specific 5-day requirement for the CMEP workshops for grantees, of which there will be 2 for each project. The number of days needed for these in-country workshops would be determined in collaboration with DOL. Each of the 2 required workshops are anticipated to last a maximum of 5 days.

Q2. The Workload Estimate in Appendix A of Amendment 2 states “Number of additional M&E-related trainings for OCFT staff in subsequent years (not per year but of course of IDIQ)” as 2. Does this also include additional training for OTLA staff that falls within the same Task 4?

US DOL RESPONSE: No, it does not include additional training for OTLA staff.

Q3. Concerning Task 3. In the PWS, section 1.2.7- Task 5, provides the countries in which the Government expects to carry out evaluations. However, Task 3, provides an extensive list of countries, making it unclear as to how we are to select the countries to price. It is recommended that the same degree of specificity provided for Task 5 be accorded to Task 3 as well.

USDOL RESPONSE: At the time of publication of the RFP, DOL could not yet disclose the names of some of these countries. However, this information is available to include: 1) Cambodia, 2) Tanzania, 3) Burkina Faso, 4) Liberia, and 5) Panama/Ecuador.

NOTE: USDOL intends to revise the PWS to incorporate these countries and hopes to post to www.fbo.gov on this date. However, we do not consider this to require an extension the solicitation. Therefore, the closing date will remain unchanged as 9/5/2012.

Q4 Table B.2 Rate Table has a row at the end labeled "Regional (3 countries)", for example, the Asia Region has a Regional row at the end listing (3 countries). Can we pick any three countries listed for this region?

US DOL RESPONSE: The specific countries within each region will be determined in subsequent years. For this table, Applicants may average costs across the region to determine a price.

Q5. Appendix A states that for Task 4 two (2) additional M&E related trainings for OCFT staff are required in subsequent years (not per year, but over the course of the IDIQ). However, Table B.1 states that the number of additional M&E-related trainings will total 4 (Option Year 1 = 1; Option Year 2 =1, Option Year 3=1, Option Year 4=1).

How many M&E-related trainings for OCFT staff are required?

US DOL RESPONSE: Two additional trainings may be required over the course of the IDIQ, as stated in Appendix A.

Q6. Development of training materials and the training plan for OTLA training on the project performance monitoring approach is listed as an activity under both Task 2 and Task 4 (references below). Can you please clarify if the development of training materials and the training plan for OTLA training on the project performance monitoring approach should be budgeted under Task 2 or Task 4?

USDOL RESPONSE: Please budget for the training materials and training plan for OTLA under Task 4

On page 4 of 27 in the Performance Work Statement (PWS), the fourth bullet under

1.2.4. Task 2 states: “Based on the new approach and in consultation with OTLA (and subject to OTLA approval), develop a training plan and training materials for education staff, implementers, and stakeholders on the improved/enhanced approach.”

On page 7 of 27 in the PWS, under 1.2.6. subpart 1.2.6.6. states: “Provision of Training Materials. The Contractor will submit the initial training materials to DOL at least 8 weeks prior to the scheduled training so DOL may ensure that materials cover all DOL needs. The Contractor shall submit the training materials (including but not limited to presentations, agenda, and exercises) 4 weeks ahead of the training session. These materials are subject to requested revisions by DOL.”

And page 8 of 27 of the PWS states: “1.2.6.10. Re-draft of training materials based on feedback received during and after training. Provide final version of training materials to

OTLA.”
