Memorandum for: All Prospective Offerors
Subject: Q&As #4 - SOL# DOL121RP21504
1. Will DOL grant an extension on the proposal due date given that answers to questions will be available a week before the proposal is due and the proposal needs to be hand delivered?
Response: Although several Q&As have been posted to FBO, they have not resulted in a change that necessitates extending the RFP closing. Therefore, no extension is being considered at this time.
2. Will DOL please provide a copy of the ILAB strategic plan mentioned in Task 1?
Response: The Contracting Officer does not have access to this information and it is not considered a requirement for this RFP. This information will be made available to the Awardee(s) as necessary to perform PWS task requirements.
3. For Task 3, how many CMEP are expected? The Pricing Table in the RFP mentions 5 (not clear if that is 5 in the first year or 5 every year) but the PSW, Appendix A states 5 CMEPs per year.
Response: Previously posted questions state that the quantities cited in the B.1 Table should be used in pricing ALL years (base + all options). These quantities are estimated and do not reflect “actual” or “known” quantities. The resultant award will be one or more ID-IQ ordering vehicles against which task orders will be issued from time to time during the performance period.
4. For Task 3 after delivering CMEPs, what level of effort and type of assistance is anticipated needed for the grantees (1.2.5.11)?
Response: This question appears to be out of scope of this RFP. The Contracting Officer cannot determine an “anticipated need.”
5. For Task 3, section 1.2.5.11, mentions “the Contractor will provide technical assistance to the projects as needed after the workshops to create and finalize high quality deliverables.” What deliverables does this mean?
Response: Deliverables prescribed in the PWS and associated Exhibits for each task identified.
6. What’s the difference between the training for OTLA described in Task 2 (1.2.4) and that described in Task 4 (1.2.6.7)? They appear to be similar, and if so should be priced onl
Response:
1.2.4 specifically requires the contractor to: Review/develop a project performance monitoring approach for OTLA’s workers’ rights program.
1.2.6.7 specifically requires the contractor to: provide training for OTLA Project Managers on the new performance monitoring system.
7. For Task 5, how many evaluations are expected? The RFP pricing table asks for over 140; the PWS on p. 8 states 11 in the first year; the PWS Appendix A says 7 in the first year and 20 per year after that.
Response: Please submit pricing in accordance with quantities identified in the price tables at B.1 and B.2 tables. Quantities are “estimated” and are not firm, known, or exact quantities.
Quantities cited in Appendix A are estimates and are provided for “informational purposes” only and do not constitute actual or known quantities.
8. For Task 5, do the mid-term and final evaluations for a single project count as one evaluation or as two evaluations?
Response: A mid-term evaluaion is one evaluation and a final evaluation is one evaluation. The Contracting Officer cannot provide specifics regarding a “project” count as individual task orders will provide specifics regarding evaluation requirements.
9. Is the $400,000 listed under RFP Maximum Orders (p.10) the maximum value of Task Order or can that be exceeded?
Response: If an order is issued to an Awardee that exceeds the limitations cited in the clause (p.
10), per the clause, the contractor is not obligated to honor it. Keep in mind the resultant award will be an “ordering vehicle” against which individual task orders will be issued from time to time during the performance period as the customer’s needs arise.
