TABLES B.1 AND B.2 NOTES:

NOTE 1: Prices in Table B.2 are exclusive of any cost associated with estimated travel expenses, reimbursable under ODC CLINs 0006, 1006, 2006, 3006, and 4006.

NOTE 2: Countries may be added or deleted from the above table via bilateral agreement between the contractual parties. The Government reserves the right to acquire evaluations for any one or more countries listed in the table below. Not all countries may require evaluations during any given performance period.

NOTE 3: Computations: Enter the lump sum evaluation price for each country per year. Sum these amounts to determine the total region price. Next, calculate the total lump sum estimated amount per region by multiplying the total price per region times 2 (mid-term and final evaluations per country).

NOTE 4: Individual task orders may require technical evaluations based on “region,” which may consists of up to five (5) countries per region. As reflected in Table B.1, CLINs 0005, 2005, and 4005 include regional quantities (i.e., includes evaluations for two or more countries (See also B.2 for specific regions).

1.2.7. Task 5: Evaluate technical assistance projects. In performing this service, the Contractor shall be responsible for providing qualified professional evaluators to conduct interim and final implementation evaluations of ILAB-funded technical cooperation projects, as well as thematic or synthesis evaluations, as needs arise. Evaluators shall have extensive experience evaluating international development projects and have subject-matter expertise related to the project’s activities or thematic area. The contractor shall also provide logistical and administrative support for the evaluations.

Implementation evaluations will take place in countries where ILAB-funded projects are being implemented and when those projects are due for an interim or final evaluation. These countries may be located in any of the following regions: Asia, Middle East and North Africa, Europe and Eurasia, North America, Central America and the Caribbean, South America, and Sub-Saharan Africa (see Appendix D for a breakdown of countries within each region). Evaluations will usually cover one country, but occasionally multi-country evaluations will be required when projects are regional in scope.

At the current time, we expect the following evaluations to be carried out in Year 1:

The contractor is responsible for proposing the appropriate hours and labor mix as well as materials to perform the requirements of this PWS.
