DATE: 21 August 2012
MEMORANDUM TO: PROSPECTIVE OFFERORS
SUBJECT: Questions & Answers #3 (DOL121RP21504)
Q1: Aside from key-staff services (manager, M&E specialist, trainers), performing the said contract will involve some recurrent indirect costs throughout project life (such as rent, administrative staff to handle logistics and accounting, communications costs, office equipment, insurance, stationery, legal costs, country taxes on revenue, etc.).
Given that there is no specific case for these costs in Section B (Price/ Cost Schedule) in the RFP form, I assume that these costs shall be included, pro-rata within the different lump sum-based items of the Price Table. Is this right?
CONTRACTING OFFICER RESPONSE: We anticipate competitive pricing under this solicitation.
As such, prices will be evaluated on a bottom-line basis. Costs elements will only be considered in the event only one proposal is received.
Q2. There is a typo regarding CLIN X011 (it is repeated twice in the form). Is this right?
CONTRACTING OFFICER RESPONSE: One of the X011 CLINs (Region: Sub-Saharan Africa) is actually a duplicate. As this is administrative and does not affect the requirement, this will be corrected in the award document.
Q3. Regarding other direct costs: I assume that, while all project info will remain available for DOL inspection at our office, travel expenses will be the only type of direct costs to be reported enclosing justificatory pieces for each reimbursement. Is this right?
CONTRACTING OFFICER RESPONSE: All expenses under the ODC will only be reimbursed at cost in accordance with the Federal Travel Regulation (FTR). Therefore, certain documents/receipts will be required for this purpose (e.g., air travel, lodging, rental car, and other expenses exceeding $75 per expenditure). It is recommended that receipts are maintained as any travel expense could be questioned.
Q4. ODC (CLIN X012): Does this line includes all travel-related costs incurred under all project CLIN (CLIN X001 to CLIN X011) or only for the evaluation component (Task 5, CLIN X005 to X011)?
CONTRACTING OFFICER RESPONSE: This CLIN identifies the entire not-to-exceed amount for all PWS tasks requirements. The Government reserves the right to add or remove funding from this line item as determined appropriate to ensure successful completion of contract requirements.
Q5. Table B.2: Says "Prices exclusive.... under ODC line item X004". Should say "...line item X012", right?
CONTRACTING OFFICER RESPONSE: That is correct. “X004” should read “X012.” As this is administrative and does not affect the requirement, this will be corrected in the award document.
Q6. Table B.1, CLIN X003. Cost of CMEP may be variable from one project/country to the other (3 in Africa, 2 in Asia, 1 in LA), depending of the trainer rate (we may be using different trainers per countries, and more than one in some projects). Would it be acceptable to propose an "average" (although fictive) unit cost by dividing the variable total cost of all CMEP by 5?
CONTRACTING OFFICER RESPONSE: I cannot advise in this regard except that offerors must ensure proposals reflect pricing as prescribed in the two tables.
Q7. The RFP asks for five (5) CMEPs to be carried out on Child Labor-related projects.
However, I see that DOL may be funding six (6) CL-related projects next FY: Liberia, Cambodia, Burkina Faso, Tanzania, Ecuador&Panama, and South Asia and/or South East Asia. Will the number of requested CMEPs remain the same?
CONTRACTING OFFICER RESPONSE: As the intent is to award one or more ID-IQ contracts, the quantities are “ESTIMATES” only. If after award, the government issues a task order for more than the estimated quantity, the awardee may accept or reject the order on that basis. We cannot determine the exact amount that will be ordered during any given performance period. For this reason, the quantities are estimates only and are not guarantee or exact (please refer to FAR 52.216-19, Ordering Limitations (pg 10 of 37).
