MEMORANDUM FOR: ALL PROSPECTIVE OFFERORS
SUBJECT : Questions_Answers (RFP DOL121RP21504)
Q1: Table B.1 CLIN #1 and CLIN # 2 asks for the lump sum price for those two task deliverables. We assume that they both are in year 1 and there should not be any entries for option years for those CLINs, correct?
Response: Please be specific regarding your question as I cannot respond to your question based on your assumption
Q2: Table B.1 CLIN # 3 asks for the price for each CMEP for 5 (Qty.). Is this only year 1 or all option years? In the PSW Appendix A, it states that there will be 5 CMEPs per year.
Response: Schedule B.1 is requiring pricing for each option year. All years (Base and Option) prices are to be based on the quantity specified in the quantities column. If the quantity is five, then each column should reflect pricing for the estimated quantity of 5 (regardless if it is the base year or any option). These are estimated quantities. The Government may order none or any quantity within the quantity specified in the qty column.
Q3: In Table B.1 CLIM # 4 asks for lump sum price for 2 trainings. Is this is one training for OCTF (performance monitoring approach) and one for OCTF (CMEP) and only in year 1?
Response: Table B.2 – insert lump sum prices for each country for each performance year (base + options). Then add all the lump sum amounts per country to determine the total region amount for each performance year (base + options). Then take that amount and insert it in table b.1 (base + all options).
Q4: Table B.1 CLIN # 5 asks for regional lump sum prices that come from Table B.2. Are the amounts to be entered in Table B.2 the cost to conduct one project evaluation per each country?

Q5: Since Tables B.1 and B.2 are in PDF, should the amounts/prices be entered manually or should the forms be recreated in Word or Excel formats and presented in the proposal?
Response: You may print the documents and pen/ink the amounts. Please do not recreate.
Q6: Since this is an IQC, will the awardees compete for task orders issued under the IQC by submitting proposals for each task order?
Response: Our objective is to provide fair opportunity to all awardees
Q7: Regarding submission of the proposal, do you prefer the proposal to be bound (using bindings) or unbound? How many hard copies should be submitted?
Response: Although there is a preference, if the solicitation is not specific in this regard, it is left up to the offeror to submit proposals in a manner that is easy to access, understand, and locate required documents.
