| # | Reference | Question | Response | Please note: These responses are related to the initial draft posted and are not part of the official soliciation package |
| 1 | B.3 - POP | Please confirm this contract is intended to have a two-year base period and three one- year option periods. |
-CLIN 00010 is 13.5 months, beginning on July 15, which includes the Transition period. Should this be only 12 months, beginning on September 1?
-CLIN 00020 is listed as "IDIQ Contract Year 2", but does not include "Base Period". Is this a two-year base period?
-Is CLIN 00030 the first Option period?
-The three option periods identified in B.3 differ from the four options periods in all sections of B.5. B.3 Update. CLIN 00010 of the IDIQ is for an ordering period of 13.5 months to include the transitition period. CLIN 00020 is updated to be IDIQ ORDERING YEAR 2. CLIN0010 and CLIN 00020 will be the make up the base period of the IDIQ award. CLIN 00030 will be the first option period for ordering under the IDIQ.
The option periods in B.3 are for the IDIQ ordering period. The CLINs and four option periods in B.5 are for the sample task order. While the IDIQ will have a 25.5 base ordering period via CLINs 00010 and 00020, the sample task ordering will only have one base period plus 4 one year options.
| 2 | B.4 ODCs | Please confirm that the MRO task order pricing does not need to include any ODCs, and that they will be reimbursed to the contractor separately? If ODCs should be included in | ||
| the MRO task order pricing, it would be helpful to have a definition of the type with examples (such as: consumables of a value less than $100 each). | Unfortunately, the existing TO for MRO does not separate labor from ODCs. Monthly status reports have tables for MRO- from non-MRO (ODC) items, but the data is high-level and sparse. Therefore, the Government intends to fund a separate MRO (Incidental ODC) CLIN. Pricing template revision made. | |||
| 3 | B.5.1 Sample Task Order Pricing | Reference to "provide the personnel, equipment, materials, supplies, and services". The solicitation identifies the Government as providing almost all but the "personnel" for the sample task order. Please clarify what should be priced on the sample task order if it is other than personnel. | Pricing template revision made, however, vendors should price what is necessary for their own technical approach. | |
| 4 | B.5.2 - Performance Incentives | How will the Service Level Agreements be evaluated as related to the monetary values? What are examples of the "non-monetary disincentives"? |
What are the historical incentive values?
What are the historical utilization percentages?
| How is utilization defined and how does it differ from the planned downtime required after a testing/training event that requires tank maintenance/cleaning? | To be updated | |||
| 5 | B.6 Service Contract Labor Standards and Davis Bacon Act I.3.6. FAR 52.222-42 | Recommend the following clauses be added: 52.222-30; 52.222-31; 52.222-32; and 52.222-44. | Concur, RFP will be updated. | |
| 6 | B.8 Maximum Value | Will the maximum be raised to $30,000,000, reflecting the updated SAM posting? | Yes, RFP will be updated. | |
| 7 | Section C Title | The title of this section as "IDIQ Description/Objectives/Constraints" is later referenced to varying forms of: "IDIQ Statement of Objectives (SOO)". Please deconflict. | Updated title to IDIQ Statement of Objectives (SOO) | |
| 8 | C.1.4 Routine Operations | Performance includes: custodial (janitorial) services, and cleaning, fire protection services, pest control, snow and ice removal, grounds care, environmental operations and record keeping, trash-recycle removal, physical security, service contracts, utility charges, insurance, and taxes. | ||
| Are costs for these all to be included in the MRO task price as FFP, or will the Government issue separate task orders to pay for these, as suggested in C.1; or, will they be provided as part of the MOU with the Navy? | SOO paragraph revisions made for clarity. Also, see sample bill from JCP&L (electricity service provider). | |||
| 9 | C.1.4.2 CMMS | Provide information about the number and types of licenses required for non-contractor personnel. | "Seats" by Affiliation are: |
Contractor personnel - total number remains at the Contractor's discretion but to minimize cost should only be those contractor personnel with routine and recurring need for official duties; one admin-type role and multiple non-admin type roles
Government personnel - 2 Government personnel total (the BSEE Ohmsett Liaison and BSEE Ohmsett Manager), non-admin type roles
| 10 | C.1.4.2 CMMS | Will there be connectivity to Government systems for cost data (SAP) applied to each task order? Would this be of value if not required? | No connectivity to Government systems; CMSS is related to the MRO Task Order only. |
| 11 | C.1.4.2 CMMS | What CMMS platform/software is currently being used and does the Government prefer to continue its use or have an alternate? | Existing CMSS is "Express Maintenance" brand software and it is NOT FEDRAMP compliant nor in process for compliance; this no longer qualifies for use. |
The Government encourages the use of FEDRAMP software available from the marketplace, https://marketplace.fedramp.gov/#!/products, visited on March 10, 2023.
| 12 | C.1.4.2 C.4.3 FedRAMP | Will BSEE sponsor and provide all FedRAMP hosting and server services for the contractor to place thier CMMS and Project management systems on, or will the contractor have to provide all funding and services directly for FedRAMP on the MRO Task Order? | BSEE understands the FEDRAMP marketplace CMMS solutions may be provided as "software-as-a-service" and do not require local hosting nor server services. |
| 13 | C.1.4.3 AutoCAD | Will the contractor be required to provide computer hardware and software for the AutoCAD requirements on the MRO Task Order? | Yes; provide computer hardware and software for all CADD/computer-aided drafting and design. CADD software brand solutions remain at the Contractor's discretion. The Government normally only requires exportable drawing file types and PDF file format deliverables. |
| 14 | C.1.4.4 Permitting | Will the costs of permitting be funded separately than the MRO task order? If not, please provide historical list of permits required and their costs. | Task Order MRO permit costs include the annual environmental permit from NJDEP (https://dep.nj.gov/, visited on March 13, 2023) currently valued at approximately $4,800. |
The Naval work permit per project is free but requires Contractor effort to submit and obtain a permit prior to starting work. Task Order MRO minor projects or non-MRO Task Orders for facility projects normally require a work permit. Reference Attachment C (GFI Documents), "Obtaining Work Permits of 22 Sep 2017".
Existing workflow suggests the following process, although is not all-inclusive: the permit request is normally a two-page form with supporting drawings depicting the limits of construction, salient design features, and description of work, sent via email to the Naval Weapons Station Earle, Public Works Department Earle, Facilities Management Division (FMD). FMD routes for signature and provides the work permit approval, although not in a timely manner.
15 C.1.4.6 Internet Services "commercial internet service on-site for official use with a minimum 300Mbps download speed"
"The incumbent vendor has obtained and maintained a Comcast Internet service and connects to their IT for official use, including "guest WiFi access" at the facility and the recompete winner must do the same or similar on their IT (per SOO). BSEE will reclaim and dispose of the two internet switches on August 31, 2023 (BSEE lends these two internet switches to the incumbent vendor because these are long-lead (months) and high-dollar items ($30,000))."
Should the service and replacement switches be priced in the MRO FFP task order? Will the switches be available for use by the contractor if they are servicable, rather than disposed of? YES - service and replacement switches should be priced in the MRO FFP task order.
NO - the switches are unavailable for use by the contractor regardless of servicability or diposal intent. The BSEE Technical Services Division requires final disposition of the existing switches due to DOI-level directives for cybersecurity beyond BSEE's control.
16 C.1.4.6 Commercial internet service Will the contractor be required to provide and service all networking hardware in support of providing this internet service as part of the MRO Task Order?
If yes:
| 1. | Need a MS Visio document of current networking infrastructure or a listing of all networking hardware and what buildings they are in. | |
| 2. | What hardware and systems are used to inter-connect buildings to the internet provider? | |
| 3. | What company is currently being used for the internet provider? | YES - the contractor must provide and service all networking hardware in support of providing internet service as part of the MRO. |
YES - 1) see MS Visio Diagram depicting the network infrastructure, 2) including hardware and systems with interconnectvity, and 3) Comcast Business Internet (Xfinity).
| 17 | C.1.4.8 LabView software | Is this software and licensing Government owned and funded or is this a contractor owned and funded application as part of the MRO Task Order? | YES - LabView is GFP per Order 140E0122F0064. | |
| 18 | C.1.6.4 Project Plans and LMS | Will the Contractor be required to provide the T&E and LMS software applications in this requirement on the MRO Task Order? | The Government presumes "T&E software applications" means LabView for example; if so, then yes as GFP. For "LMS software applications" see response below to Item #20. | |
| 19 | C.2.1.8 C.4.1 Laboratory Services | Can laboratory services be provided by GLP or ISO 17025 accredited laboratories other than the Ohmsett Facility Laboratory? | NO - BSEE does not require these accreditations as each likely introduces additional cost to the Government and external customers utilizing Ohmsett only for testing and evaluation events. The Ohmsett analysis laboratory only performs analyses in support of on-site T&E events and not for other purposes such as certifying operational stocks for offshore emergency response. | |
| 20 | C.3.4 Asset Management | 1. | What is the current system being used for the "government-furnished property management system"? | |
| 2. "establish" a government-furnished property management system, does this mean this is no current asset system being used? | Q1 response - BSEE Property Management at Sterling, VA offices utilize SAP (DOI "FBMS" Enterprise Portal including property control module) but it is NOT available to the Contractor. On-site at Ohmsett and legacy methods utilize Express Maintenance CMMS and likely MS Excel for on-site asset management. There is no other known nor perceived inventory-like system. |
Q2 response - Yes, the Contractor should implement an asset management application.
21 C.4.2.2 Additional Personnel Please provide workload data to identify historical trends necessitating additional staffing. SOO revision made to clarify "reach back" (non-key) personnel are permissible when necessary.
For example, in Summer 2022, use of two additional full-time technicians (normally off site) for one month perfomred selective demolition within the R-26 Control Tower and general grounds clean up for safety.
22 C.4.4 Telecommun ications Q1. Will the Government provide all cell phones and service plans as the required primary telecomm? If so, how many?
Or, are these provided by the contractor as part of the MRO task?
Q2. Will other communication devices be provided by the Government, such as walkie- talkies? Q1. No. The Contractor should utilize their enterprise telecommunications account for these capabilities.
Q2. Yes. Although not listed as GFP due to below-threshold reporting value, there are "walkie-talkies" available on site. The Government remains willing to replace or purchase more for operational necessity.
| 23 | C.4.13 Corrective Action Plan | Correction Action Plan and Procedure (CAP). “Coauthor a CAP”. Please clarify ‘coauthor’ responsibilities. | SOO revision made for clarity. Note, the Contractor CAP is an official response for record due to Government CAR. |
| 24 | C.5.1 Marketing | Does the Government fund promotional activities as part of the MRO task order, such as for the website and user accounts with social media? Or, are these part of separate task orders or paid directly by the Government? | YES - The Government funds the existing (legacy) promotional activities from the MRO Task Order. This includes Contractor effort to post event highlights on LinkedIn or YouTube, manage Ohmsett website content, and participate in events per Attachment E, Table 1. |
However, the Government intends to obtain third party marketing advisory services and enhance promotional activities (new marketing plan and campaign) for impact into 2030. If new activities significantly deviate from legacy activities, the Government will fund a separate Task Order for a new marketing effort.
25 C.5.2 CRM Q1. What CRM platform/software is currently being used and does the Government prefer to continue its use or have an alternate?
Q2. Is the cost for this software to be included in the MRO task order? If so, how many Government users will require access? Q1. Ohmsett CRM service providers include ACT!, Constant Contact, LinkedIn, and direct emails. CRM service providers remain at Contractor's discretion. Note, CRM is subject to the DOI Adaptive Privacy Impact Assessment (PIA) authorization including annual review.
Q2. Yes for cost, however, Government personnel do not require CRM access.
| 26 | C.5.4 Attachment E Official Events | Does travel to the events listed in Attachment E indicate travel costs will be funded through the separate CLIN for cost reimbursement, separate from the MRO task order? | NO. Task Order MRO will have one ODC (Travel) CLIN. From Item #24 above, a new marketing plan and campaign likely does not incur additional travel nor identify new events since these are well-established industry forums on a recurring schedule. |
| 27 | E.2.1 Inspection & Acceptance | Will these criteria determine the performance incentive/disincentive or liquidated damages in FAR 52.211-11? | Clause to be removed. |
| 28 | H.5.1 Key Personnel Requirements | The position identifed in this section, as the Program Manager/Facility Manager, differs from the required personnel in the Attachment 5, as the Operations Manager and Logistics Technincian (Senior). Please deconflict to confirm which LCATs are considered key personnel. | BSEE confirms the key personnel labor category official titles are "Operations Manager" and "Logistician". Revisions will be made throughout documentation. |
| 29 | H.7 Conflict of Interest | Should a subcontractor be proposed that is also a customer of the facilities, is a COI Mitigation Plan required? | A customer of the facility that is also proposed subcontractor does not need to submit a COI mitigation plan as it is not precieved to be a conflict of interest with FAR 9.5. However, if there becomes a percievable occurrence or an issue with FAR 9.5, please immediately contact the Contracting Officer. |
| 30 | H.9.4 |
L.8.2 L.8.3
| M.4.3 (a) Call Order | The reference to "Call Order" may be the MRO task order, but is not otherwise defined. | Reference to call order to be removed and revised to only as a "order" | ||
| 31 | H.10 Title to Materials | Under an FFP Contract, the Government is only entitled to specififed deliverables. As such, recommend this clause be revised to state as such, otherwise, the contract type should be changed to exclusively CPFF or T&M. | H.10 to be revised | |
| 32 | I.1.1 FAR Clauses | 1. | Please confirm that inclusion of FAR 52.244-2 necessitates the Prime contractor to have an approved Purchasing Business System, and that it should be documented in the Business/Cost Proposal as requisite at time of proposal. Section L.9 may need revision to include this instruction. | |
| 2. | Please advise of the criteria for assignment of liquidated damages associated with FAR 52.211-11. | Q1. Updated L.9 |
Q2. The Government will identify and establish Liquidated Damages in future Task Orders (non-MRO) if the clause is applicable with Federal Acquistion Regulations.
| 33 | I.1.1 FAR 52.215- | |||
| 17 | Will this clause be removed if the awardee includes FCCM in their proposal? Or, will it be made clear that this will not apply to Task Orders where the contractor has included FCCM in their Task Order proposal cost? | Clause to be removed and may be added at award if applicable or to individual task order during the ordering period. | ||
| 34 | L.5 Questions | Will a template be provided or a format defined for the presentation of comments and questions? | ||
| Will the Government collect all questions before providing answers, or would they prefer iterative submittals for publication of answers as received? | L.5 to be revised to suggest format. Questions can be submitted in full or iterative, as long as it's prior to due date and time. | |||
| 35 | L.6 Proposal Submittal | Request that the deadline not be on a Friday or prior to a Government holiday, allowing offerors to receive confirmation of their submittals on the following business day. | Noted | |
| 36 | L.8 Formatting | Please define: |
-margin width.
-file format types (Excel, Word, or Adobe).
-file naming conventions.
-if text used in headers/footers, graphics and tables may be less than 12 point font.
| -if documents that are not subject to the page limitation may be included in an appendix, such that they are presented at the end of the volume and without numerical page numbering applied? | Will be updated to address the elements. | |||
| 37 | L.8 Page Limitations | Two statements identify sections excluded from the 30-page limitation. Please consolidated to provide clarification of those included or excluded. | Will be updated to address. | |
| 38 | L.8.3 Labor Categories | The information requested in this portion of the Technical Proposal is also requested in Attachment 5 Price Template, on sheet IDIQ Labor (Fill in). | ||
| Should this be submitted for both volumes, or only in one? | Just price template. L.8.3 to be revised. | |||
| 39 | L.8.3 Labor Categories | Numbering of paragraphs omits (b). | Will be updated. | |
| 40 | L.8.4 QASP | Please insert clarification for the roles and responsibilities of BSEE personnel within either Section C or Attachment 7, as related to coordination requirements. | ||
| It is not clear what the responsibilities are for the BSEE Liaison and BSEE Technical Representative. | From Attachment 7, paragraph 1.25.2., the BSEE Ohmsett Liaison is the on-site representative and administrative support specialist, and the BSEE Ohmsett Manager is the off-site representative, IDIQ COR and Task Order MRO COR. There is no "BSEE Technical Representative" in the Task Order SOO. | |||
| 41 | L.8.5 Recency | Please deconflict the recency requirement as within the last three years, or the last five years. Recommend only within last three years. | Will be updated to include 5 years | |
| 42 | L.8.5 The requirement excerpt below does not cover allowed use of the prime offeror's sister subsidiary past performance contracts. "...Offerors may also submit past performance information regarding predecessor companies, key personnel who have performed under relevant contracts..." | Will the Government also accept past performance information of the offeror's sister subsidiaries/affiliates? |
Sample language:
"If applicable, Offerors may provide the experience or past performance of a parent or affiliated or predecessor company to an Offeror (including Joint Venture prime partner companies and/or a parent or affiliated company that is being otherwise proposed as a subcontractor on this effort) where the firm’s proposal demonstrates that the resources of the parent or affiliate or predecessor will affect the performance of the Offeror."
Please reference:
-Matter of IAP World Services, Inc., B-407917.2 (July 10, 2013). An agency may properly consider the experience and past performance of an offeror’s parent and sister subsidiaries, and attribute such experience to the offeror, where the offeror’s proposal demonstrates that the resources of the parent and sister subsidiaries are relevant to the instant acquisition.
| -FAR 15.305(a)(2)(iii). According to the Government Accountability Office (GAO), the “relevant consideration is whether the resources of the parent or affiliated company—its workforce, management, facilities, or other resources—will be provided or relied upon for contract performance, such that the parent or affiliate will have meaningful involvement in contract performance.” Matter of Bering Straits Technical Services, LLC, B-401560.3 (Oct. 7, 2009) | To be updated to include | ||
| 43 | L.8.5 Major Subcontractor | Consider adding the definition of a "major subcontractor" with the following sample: |
"For the purposes of the Past Performance Volume, a proposed significant subcontractor is defined as any proposed subcontractor that is estimated to meet/exceed an average annual cost/fee of $xxxxM. The Offeror shall provide the information requested below for any significant subcontractor(s) for those similar efforts within the last 3 years of the RFP release date with a minimum average annual cost/fee incurred of at least $xxxxxM of the estimated average annual dollar value of the proposed significant subcontract.
For example (note, these example numbers may not relate to this specific procurement), if a procurement is valued at an average annual value of $50M and a proposed significant subcontractor for the effort has a proposed average annual cost/fee of $16M, the Offeror shall provide relevant current/past contract references that have a minimum average annual cost/fee incurred at/above $1.6M (10% of $16M) for that significant subcontractor.
If a prime Offeror or significant subcontractor is submitting past performance data on a current/past contract vehicle that includes multiple tasks, orders, etc, all effort under that contract vehicle may be consolidated for the purposes of meeting the average annual cost/fee incurred in the instructions above and for the purpose of evaluating contract relevance for the proposed requirement.
Offerors shall estimate prime contract and significant subcontract percentages and value based on an assumption that the contract will meet the Maximum Ordering Value and performance will reflect all areas of the Statement of Work (Offerors shall also consider other RFP information and available historical performance data in this estimate).
The Offeror shall provide an estimated value and percentage of work to be performed on this contract by the Prime Offeror and each significant subcontractor. Indicate the primary functions (SOW) to be performed by the Prime Offeror and each proposed significant subcontractor.
| Indicate which contracts are most related (i.e. similar in size and content) and how they are related to the proposed effort, as well as which contracts were performed by the division of your company (if applicable) that will perform the proposed contract/subcontract." | Anticipated to be updated to include and list major sub at average annual cost/fee of 500k. | ||
| 44 | L.9 Business/Cost Proposal | As this proposal requests only FFP and T&M information, we request this volume be renamed to reflect it is a Business/Price Proposal. |
Similarly, please review this section for references to "cost" which are not being proposed, and should be removed or replaced "price".
| (f) Reference to validity is in L.11, allowing it to be deleted here. | Concur to be updated. | |||
| 45 | L.9.2.1 Completion of Section B | Should the reference to B.5.3, instead be to B.5.5 for Partial Delivery Payment Schedule? | Yes, to be updated | |
| 46 | L.9.2.2 Labor Matrix | -Can Attachment 5 Pricing Template be modified to include the requested information? |
-Request that names of personnel not be provided, as it will only favor the incubment contractor.
| -Request the discount portion be removed as only T&M Fully Burdened Hourly Rates should be provided for review. | Attachment 5 can be modified as long as requested informtion is included. Reference to names of personnel to be removed. Columns for FFP rate to be removed. | |||
| 47 | L.9.2.3 Cost Breakdown | Should a BOM be provided in a narrative format or added to the Attachment 5? Request back-up documentation requirement be removed, or allow a narrative basis of estimate be provided. (see L.9.2.4) | To be updated. | |
| 48 | L.9.2.4 Consultants and Subcontractors | Recommend replacing this section with the following: |
"Include the following information in the BOE:
| • | Narrative explaining how you arrived at your estimate of labor hours, including: if your estimate was based on similar program(s), in which case, identify and provide a brief reason why the programs are similar; a standard, in which case, identify the standard and explain if it is from the industry, your company, or a product; or engineering judgment, in which case, explain the philosophies used. | |||
| • | Complexity factors utilized. | |||
| • | Detailed explanation of how your Program Management and Administrative Support are costed. If direct, explain the estimating approach and assumptions (hours per year, percentage of direct labor hours or costs, etc.). If indirect, identify what pool each function is included. | |||
| • | Use of any established cost-estimating relationships (CER) utilized. | |||
| • | How subcontracts were estimated. Please note if you have experience with the proposed subcontractor(s), if utilized. | |||
| • | Explanation of how all Other Direct Costs were estimated." | To be updated. | ||
| 49 | L.9.2.5 Travel | If travel will be included as part of CLIN XXX41, with a plugged number for evaluation, this section may not be relevant. | Concur. Removed. | |
| 50 | Section M Source Selection | Clarify the members of the Source Selection panel. | No. | |
| 51 | M.4 Technical Evaluation Factors | The criteria does not define the order of importance for Factor F: Small Business Participation. | To be updated. | |
| 52 | M.4.2 Sub-factor (a) | Please identify how key personnel will be evaluated, if different from the other LCATs. | M.4.2. sub-factor (a) and (b) evaluate the labor categories proposed and does not evaluate the key personnel positions differently from th rest of the LCATs. | |
| 53 | M.4.2 Sub-factor (b) | How will the approach be evaluated related to the technical and management "innovations" requested as part of L.8.1 (b)? | Refer to M.4.1 sub-factor (b) | |
| 54 | M.4.4 Past Performance recency definition | Section L.8.5 indicates both a 3-year and a 5-year definition for recency of the past performance. Section M references a 5-year look-back. |
Please consider only a 3-year applicability for recency due to relevancy in modern technology standards for testing and M&O of the facility.
Sample content:
| "A “recent” contract is a contract that is ongoing or completed less than 3 years prior to the issuance of this RFP. Contracts completed more than 3 years prior to issuance of this RFP will not be considered recent and will not be considered or evaluated." | A variation to be included based on 5 years | ||
| 55 | M.4.4 Past Performance recency definition - Past Performance | ||
| relevancy definition | Consider a definition that will prioritize experience. Such as: contracts held with DoI for demonstrating familiarity with the agency's expectations for performance, and contracts held with a greater dollar value or complexity with a higher relevancy. | A definition providing a prioritization of experience is not expected to be included. | |
| 56 | M.4.4 Past Performance relevancy definition | Provide example text to define "comparable level of size, scope, and complexity". |
Is this required for each contract referenced or in aggregate? How is the size defined?
Sample content:
| "For a prime contractor’s contract reference(s) to be considered at least minimally “relevant”, it must meet/exceed an average annual cost/fee incurred of at least $6M." | A variation to be included | ||
| 57 | M.4.4 Subcontractor's Past Performance | For reliance on a subcontractor's past performance to demonstrate recency or relevancy, consider that the subcontractor should have a proposed performance minimum of 30% of the proposed dollar value for the total contract, rather than only 25% of the specific effort. |
Please consider this sample content:
"An offeror’s past performance will be evaluated based on FAR Part 15 and the evaluation criteria in this provision. All past performance references must meet the “recent” and minimum average annual cost/fee expenditures criteria provided below for both prime contractor references and significant subcontractor references in order to be evaluated.
| For purposes of past performance, the term “Offeror” refers to a prime contractor and its significant subcontractors. Accordingly, the past performance of significant(s) subcontractors shall also be evaluated and attributed to the Offeror. The past performance of a significant subcontractor will be compared to the work proposed to be performed by that subcontractor, and weighted accordingly in assigning the overall past performance adjectival rating to the Offeror." | A variation to be included | |||
| 58 | M.4.4 Subcontractor's Past Performance | If three contract citations are allowed, may a major subcontractor provide their past performance as an additional reference (totalling four). | No only three past performances will be allowed. | |
| 59 | M.4.4.3 Subcontractor (c) Contract Management | The evaluation includes the management of key personnel, but Section L does not address "key personnel". | Reference to key will be removed and listed as personnel/labor categories. | |
| 60 | Attachment 5 | General Notes #7: are these 'emergency services' under the threshold for liability as defined in C 1.3 as equal to or less than $10,000? | Yes | |
| 61 | Attachment 5 IDIQ Labor (Fill in) | Two key personnel are not otherwise defined in the solicitation. | ||
| 1. | Clarify if the Operations Manager is similar to the current Project Manager. If so, deconflict from the Key Personnel title listed in Section H as: Program Manager/Facility Manager. Consider revising the experience minimum to 10 years, which is a more common level and still provides experience sufficient to manage a contract of this value. | |||
| 2. | The Logistics Technincian (Senior) is likely to be performed by a non-exempt SCA position. It is uncommon to have other than an exempt level of position identified as a key personnel. Consider removing this position and replacing it with the Health & Safety Officer, indicating an emphasis on that role's importance. | |||
| 3. | Can the Roles & Responsibilities be redefined based on our Technical/Management Approach? | Q1. Revisions were made. |
Q2. Revsions made for compatability with the Bureau of Labor Statistics standard occupational category "Logistician".
Q3. Yes, so long as operations management and logistics are mutually exclusive. Qualifications are now listed as "desired" and not mandatory to allow vendors flexibility to match their technical approach.
| 62 | Attachment 5 IDIQ Labor (Fill in) | For the FFP columns I-M, recommend these be populated with the quantity of hours, rather than hourly rates for each LCAT. | ||
| Conversely, for the T&M colums N-R, recommend these be populated with the fully burdened hourly rates for each LCAT that will become part of the awarded contract's Section B.3. | FFP columns to be removed | |||
| 63 | Attachment 5 MRO Task Order (Fill in) | How should labor hours be distributed between the MRO and T&E task orders? If a utilization ratio should be employed, please provide | See attached for vital statistics of Ohmsett utilization pattern per year since 2015. Actual rate of utilization represents T&E events and large "construction projects" that are credible toward utilization (since T&E events cannot be performed while facilities are offline). The remaining utilization percentage per year is a very rough approximation of MRO percentage since no T&E event nor "large construction" (credible) project is underway. | |
| 64 | Attachment 5 MRO Task Order (Fill in) | For non-labor required for performance of the MRO and T&E task orders, how should the costs be proposed? | ||
| 1. | Should 100% of them be proposed on the FFP MRO Task Order? | |||
| 2. | Or, do you use an allocation approach to equitably distribute those costs to external customer's task orders. If so, what is the basis of the allocation? | |||
| 3. | Should non-labor costs be allocated and included in T&M rates for the T&E task orders? | Opening question: For Task Order MRO, see revisions to pricing template. For Task Orders T&E there is no requirement to propose at this time. |
