SECTION C

IDIQ DESCRIPTION/OBJECTIVES/CONSTRAINTS

Background. Managing the Ohmsett Facility (herein Ohmsett) and supporting its customers is one of the three essential roles of the Department of the Interior (DOI), Bureau of Safety and Environmental

Enforcement (BSEE), Oil Spill Preparedness Division (OSPD). For decades, Ohmsett hosted domestic and international efforts to improve oil spill response strategies and technologies. The Environmental

Protection Agency (EPA) first opened the facility in 1972, then called the “Oil and Hazardous Materials

Simulated Environmental Test Tank”, or OHMSETT. Today, OSPD manages the facility now officially titled the National Oil Spill Response Research and Renewable Energy Test Facility. However, it remains commonly referred to as “Ohmsett”.

Many of today's commercially available oil spill response products and services have been tested at

Ohmsett and a considerable body of knowledge, including equipment performance data, has been collected over several decades. This valuable data is used by manufacturers for product development and validation, oil spill response organizations (OSROs) to enhance equipment procurement and deployment strategies, and emergency response planners with developing oil spill contingency plans.

Ohmsett is available for use by government agencies, academia, and private industry from around the world. Representatives from more than 36 countries have conducted testing or training at Ohmsett.

Located at Naval Weapons Station (NWS) Earle, Waterfront Complex, in Leonardo, NJ, testing and training activities primarily occur in the 667-foot long above-ground tank, filled with 2.6 million gallons of saltwater. Scientists, engineers, and technicians simulate the marine environment – they can introduce real oil and dispersants, generate waves of various heights and frequencies, and pilot a moveable bridge to monitor experiments and training events. Government agencies including the U.S.

Coast Guard, private industry, and OSROs regularly train their emergency response personnel using various oils and full-scale equipment. Researchers explore a variety of subjects and technologies including remote sensing of surface slicks and suspended oil plumes; mechanical recovery and containment including sorbents, skimmers, and booms; and chemical treating agents such as dispersants and herders.

Scope. Ohmsett requires Facility Operating Services – Integrated (FOS-I) for mission readiness while depending on public works services from NWS Earle and environmental services from the Township of

Middletown Sewerage Authority (TOMSA) and New Jersey Department of Environmental Protection

(NJDEP). Ohmsett FOS-I includes maintenance, repair, and operations (MRO) of buildings, grounds, utilities, and support services to perform at full operational capacity as a simulated environmental testing facility for oil spill response equipment, marine and hydrodynamic energy research, development, test, and evaluation (T&E).

This facility also performs T&E events of property and personnel resulting in technical performance, specifications, and system maturity determinations for operational effectiveness, suitability, and designation for the intended use. Oil spill preparedness T&E subject-matter services require proficiency in chemical and physical properties of fluids; transformation and transport in water; detection and measurement of fluids via in-situ or remote sensing; mechanical containment, recovery, and removal;

chemical spill-treatment (dispersants and emulsifiers), thermal treatment (ignition and emissions);

separation and disposal. Whereas alternative energy T&E subject-matter services require proficiency in the wave, wind, and solar phenomena and associated technologies. Emerging T&E subject-matter services include hydrodynamics of US and Foreign defense systems.

RFP No. 140E0123R0006 Ohmsett Page 8 of 77

Lastly, Ohmsett FOS-I has other supporting elements to enable MRO and T&E readiness. These are

Logistics Management Services (LMS), Quality Assurance (QA), Program Management (PM), and

Marketing Implementation Services (MIS).

Technical Requirements. Subject-matter services below apply to Government property per
