About this file

This Request for Proposal (RFP) document outlines the North Dakota Department of Corrections and Rehabilitation's (ND DOCR) solicitation for a system replacement of their current Client Management System (CMS). ND DOCR seeks a modern, scalable solution capable of supporting the complete correctional lifecycle across multiple facilities and community-based offices serving approximately 1,072 active internal and external users. The proposed system must integrate with existing ND DOCR systems and support 22 core functional areas including reception and commitment, sentencing and time calculations, classification, case management, security operations, behavior management, electronic health records, PREA compliance, grievances, programming, scheduling, security threats management, finance, commissary operations, property management, visitation, reentry services, community supervision, mobility and remote access, geospatial visualization, and victim services. The RFP was issued January 13, 2026, with a deadline for submission of questions and objections by January 21, 2026 at 12:00 PM Central Time. Proposals are due February 11, 2026 at 12:00 PM Central Time through the State Procurement Online system. No preproposal conference or site inspection will be held. The solicitation anticipates initial evaluation completion by March 13, 2026, with demonstrations and presentations scheduled March 30 through April 14, 2026, proposal evaluation completion by April 30, 2026, contract negotiations during May-June 2026, notice of intent to award by June 30, 2026, and contract execution approximately July 2026. The contract term will be established in the executed contract, with options for extension, renewal, and renegotiation to be negotiated.

The cost proposal must provide detailed itemization including implementation costs, post-implementation costs, direct and indirect expenses, and hourly rates, with all pricing stated in U.S. currency. Offerors must submit firm pricing for the requested contract period and should describe any prompt payment discount terms, though such discounts will not be considered in cost evaluation. Proposals will be evaluated on a 100-point scale with 80 points allocated to technical evaluation (IT Solution 45 points, Enterprise Specifications 10 points, Product Support 15 points, Experience and Qualifications 10 points) and 20 points to cost evaluation. The cost proposal with the lowest cost receives maximum points, with other proposals rated proportionally. The state reserves the right to apply existing enterprise license agreement pricing if applicable. Funding for the contract has already been appropriated, with potential additional funds contingent upon future biennial appropriations. The state will not reimburse prepaid services or goods not yet received and accepted, though subscription services and certain licensing fees available at time of payment are permissible. All proposals must comply with North Dakota procurement statutes, open records laws, and contractual requirements, including indemnification, insurance, and liability limitations governed by N.D.C.C. 32-12.2. Offerors are responsible for all costs associated with proposal preparation, submission, evaluation, and any demonstrations or presentations.

SECTION TWO – BACKGROUND

Background Information The mission of the North Dakota Department of Corrections and Rehabilitation (ND DOCR) is to transform lives, influence change, and strengthen communities. This solicitation is being conducted because ND DOCR requires a modern Client Management System (CMS) capable of capturing records related to the services our agency provides in support of this mission.

These services are delivered to a broad range of individuals, including victims, juveniles, adults in custody, and those under pretrial or community supervision. ND DOCR uses the term “resident” to refer to individuals in custody and “client” to describe individuals receiving services from the agency who are not incarcerated—such as those on community supervision, pretrial status, or receiving victim services. These terms reflect ND DOCR’s commitment to person-centered, trauma-informed care and align with our mission by promoting dignity, reducing stigma, and reinforcing a culture of accountability and growth for all individuals served.

ND DOCR functions much like a self-contained community—comprehensive, multifaceted, and deeply interconnected. Within our facilities and across our supervision network, we provide a full spectrum of services including education, medical and dental care, mental and behavioral health treatment, legal support, and commissary operations. Beyond facility walls, our responsibilities extend into the community through supervision, case management, and reentry services that support individuals as they transition.

ND DOCR operates multiple correctional facilities and community-based offices with 1,072 active internal and external users, each with unique operational needs. A brief description of our agency departments is provided below to offer context for the range of services needed to support our efforts. In addition, information about these facilities and services can be found in the website links provided in Table 1.

We anticipate requesting funds in a future biennium for additional modules. There is no guarantee the STATE will receive any additional funding.

Technical Architecture Overview North Dakota State Government Technical Environment In overview, North Dakota's technical environment consists of Windows based desktops and a variety of server platforms connected via an IP based network. Desktop support is provided by the individual state agencies with the Information Technology Department (ITD) providing the statewide network and support for most of the server platforms.

Network Services As specified in ND Century Code Chapter 54-59-02, ITD is directed to provide network access to government, K12, higher education, and political subdivisions. The statewide network is known as the North Dakota Statewide Technology Access for Government and Education network (STAGEnet). Within state government, ITD provides full network services to the desktop. Entities located in larger cities are served with dark fiber metro networks, while other sites are connected with either provider Ethernet Transport Services (ETS) or broadband with VPN, with speeds varying from 50 megabit to 10 gigabits. The core of STAGEnet consists of a 100 Gigabit Ethernet ring between Bismarck, Fargo, Grand Forks, and Minot. STAGEnet also provides both 802.1x authenticated Wi-Fi as well as open guest Wi-Fi in many locations throughout the state.

Additionally, STAGEnet provides full layer 7 IDS/IPS capabilities, including malware detection, sandbox detonation, and various other network-based security defenses. All user traffic passes through an IDS/IPS gateway before communicating with any other site in STAGEnet or the internet.

The STAGEnet datacenters are built using zero trust methodology, in that no server can communicate with any other device without an explicit security policy in place to allow it. ITD uses a combination of cloud-hosted and on-premises datacenters.

Directory Services/Authentication ITD provides a single Microsoft Active Directory network domain that provides agencies with a single network sign-on. All agency computers utilizing the State’s Active Directory are members of the state forest, NDGOV. Each agency comprises an Organizational Unit (OU) within NDGOV. ITD provides the necessary Domain controllers and Global Catalog servers for authentication services. State user accounts are synchronized with an Azure Active Directory (AAD) instance providing a centralized identity provider service for State users and supports OpenID Connect, OAuth2, and SAML integrations. ITD also utilizes Microsoft conditional access with multi-factor, utilizing smartphone-based authentication where possible.

In addition, for public user authentication ITD provides a federated identity provider service backed by Azure B2C. The service provides public users the ability to create and maintain their own identities and supports single sign on (SSO) across State services via the standard OpenID Connect integrations.

Hosting Services Most state agencies receive hosting services from ITD. ITD utilizes both MS Windows server as well as Red Hat Linux server operating systems. MS SQL server is the preferred database platform, with limited Oracle and MySQL DB deployments also available.

ITD in addition to on-premises hosting, ITD utilizes Microsoft Azure Commercial and Microsoft Azure Government services.

Productivity/Unified Communications Environment The State of North Dakota leverages all components of the Microsoft productivity suite, including but not limited to Exchange online, Teams voice, SharePoint, Power BI, and OneDrive.

SECTION THREE – SCOPE OF WORK

Scope of Work

The STATE is seeking proposals to replace the current CMS with a modern, scalable solution that supports the full lifecycle of the correctional process. The new system will serve both internal and external users, offering streamlined access to core functions and improved visibility into client status, concerns, and case planning.

The initial phase will focus on replacing the existing CMS and its essential functions. However, the broader objective is to implement a comprehensive system that supports all core business processes and evolves through a strategic, phased approach.

Offerors are expected to propose a solution that meets current needs and includes future workstreams to integrate and unify all ND DOCR systems over time. The STATE anticipates that implementation of the proposed solution will be done in phases that will be useable and functional in the event that the project goes no further. These future phases should align with the department’s long-term goals and be detailed in the Technical Proposal section, with associated costs included in the Cost Proposal.

There are systems that the current CMS integrates with and The State will need the new solutions to integrate with those systems as well, see Attachment 5, Systems Lists for details. However, if the solution has a module or functionality that will replace a system identified on the list then The State would like the data from that system converted into the new solution.

Below is a list of functional areas that DOCR expects the new CMS to incorporate. For a more detailed overview of current DOCR functional areas see Attachment 6, ND DOCR Functional Areas.

Proposal submission instructions

UPLOAD RESPONSE THROUGH THE STATE PROCUREMENT ONLINE SYSTEM (SPO ONLINE)

Offeror must electronically submit proposals through the State Procurement Office Online system (SPO Online) by the Solicitation Closing deadline.

DO NOT WAIT UNTIL THE “LAST MINUTE” TO SUBMIT A RESPONSE. Recommend uploading response 24 hours prior to the Solicitation Closing deadline.

Offeror must begin the electronic submission process well in advance of the Solicitation Closing deadline to allow for transmission and resolution of any technical difficulties. Be advised that the STATE is not responsible for an Offeror’s failure to timely submit a proposal due to any technical difficulties. If you experience any technical difficulties contact the Procurement Officer or the State Procurement Office at infospo@nd.gov or 701.328.2740.

If documents are in the process of being uploaded when the Solicitation Closing deadline occurs, the upload process will stop. The attempted submission will not be uploaded successfully and is ineligible for consideration. The STATE takes no responsibility for electronic submissions that are captured, blocked, filtered, quarantined, or otherwise prevented from uploading by any anti-virus or other security software.
