About this file

This is a Statement of Work (Attachment #4, Exhibit A) for the North Dakota Department of Corrections and Rehabilitation's Client Management System replacement project. The document outlines 24 deliverables required for Phase One implementation of the proposed solution, with the state and contractor sharing responsibility for project execution. Key deliverables include project management activities (kickoff meeting and project plan), business process analysis (current state analysis, future state modeling, and process improvements), system requirements and design (requirements package, gap analysis, system configuration, customization design, and customization development), data conversion activities (conversion plan, design, and validation), interface development, comprehensive testing, training delivery in both standard and train-the-trainer formats, implementation support, and project closeout activities. The contractor is expected to coordinate with the state's core project team, provide detailed project documentation, lead technical and analysis efforts, and deliver all materials in formats accessible to state personnel for ongoing use post-project. The project schedule will be finalized in the Project Plan deliverable, with work commencing within five business days of contract signing.

The statement of work specifies a project payment schedule tied to the completion of each of 24 sequential deliverables, with 20% retainage held until final project acceptance. The total project budget amount is referenced but not specified in the document. Acceptance criteria for each deliverable are clearly defined, requiring mutual agreement between the state and contractor before payment and project advancement. The state maintains primary responsibility for project management oversight, testing execution, training facility provision, and production environment management, while the contractor leads technical implementation, analysis, design, and development efforts. All deliverables must align with North Dakota's project management best practices and templates, and contractor personnel must actively participate in post-implementation surveys and closeout activities to measure project success against defined business metrics and objectives.
