SOURCES SOUGHT NOTICE / REQUEST FOR INFORMATION (SSN-RFI)

QUESTIONS & RESPONSES

The below questions were submitted in response to JPATS’ Source Sought Notice / Request for Information (SSN-RFI) posted on Federal Business Opportunities on June 14, 2017. JPATS responses are included.

QUESTION #1 - After the contract has been awarded, would the awardee be able to schedule access to said aircraft/records for the purpose of gathering information for engineering (i.e. mod status, service bulletins, etc…)?

RESPONSE - Yes, JPATS will arrange for the awardee to have access to the airplane for the purpose of collecting the information necessary for the engineering effort. JPATS will work with the awardee in scheduling this event. JPATS will further provide digital copies of aircraft maintenance manuals (AMM) via myboeingfleet. Associated Service Bulletins (SB), Supplemental Type Certificates (STC) and aircraft modification records currently in possession of JPATS will also be made available.

QUESTION #2 - According to SOW page 5 F. Period of Time it states that the awardee will have 20 days to complete the modifications as stated. Our preliminary calculations has determined that the entire modification would most likely go beyond the prerequisite 20 days. Can this timeline be extended; or would this disqualify the person(s) bidding on the contract?

RESPONSE - JPATS has identified 20 days for accomplishment of the specified aircraft modifications in the SOW, page 5 F. Each offeror will be required to provide a work flow schedule as part of their quote, detailing a timeline and how they plan to accomplish this work. A timeline exceeding the 20 days identified in the SOW will not necessarily disqualify an offeror. The timeline needs to minimize aircraft down time since the loss of revenue while this aircraft is undergoing these modifications is a paramount concern of JPATS.
