About this file
This document is an agency overview and goals statement from the State of Nevada, Department of Human Services, Division of Social Services, outlining the mission and programs administered by the division. The Division of Social Services seeks to deliver accessible services and support that promote safety, stability, and well-being for all Nevadans through various assistance programs. The Energy Assistance Program (EAP), a primary focus of the division, provides one-time annual benefits to qualified low-income households to assist with home heating and cooling costs, with benefits typically paid directly to utility vendors. The EAP utilizes intake sites operated through partnerships with trusted local community-based organizations to serve as access points where applicants can complete applications, receive assistance, and submit required documentation in familiar and accessible settings.
The intake site model is designed to reduce barriers for households with limited access to transportation and technology, expand service delivery to underserved and rural communities, and strengthen community engagement while increasing program awareness. Beyond the Energy Assistance Program, the Division of Social Services administers complementary programs including the Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance to Needy Families (TANF), Medicaid, and the Child Care Development Program, collectively supporting low-income individuals, families, seniors, and vulnerable populations across Nevada. The document does not specify pricing terms, contract duration, renewal options, funding amounts, or bid submission deadlines, as it functions as a programmatic overview rather than a formal solicitation document.

DIVISION OF SOCIAL SERVIVECS
AGENCY OVERVIEW AND GOALS
Agency Mission Statement
The mission of the Division of Social Services is to engage individuals, families, and community partners to deliver accessible services and support that promote the safety, stability and well-being of all Nevadans.
Agency and Energy Assistance Program Overview and Goals
The Division of Social Services administers the Energy Assistance Program (EAP) which helps qualified low-income Nevadans with their home heating and cooling costs by providing a one-time annual benefit usually paid to their utility vendor. By providing this assistance, the EAP attempts to bring down the energy burden of eligible households as close to the state median energy burden as possible with the funding available.
The EAP intake sites play a vital role in achieving these goals by serving as community-based access points where applicants can go directly to trusted local organizations where Intake site staff can assist with completing EAP applications, addressing questions in a more accessible and familiar setting and gathering required application documentation.
Partnering with trusted local organizations improves customer service, reduces barriers for households that may have limited access to transportation and technology, and reaches underserved and rural communities that may not be able to visit a Division of Social Services state office. Utilizing intake sites allows the program to serve more households efficiently while strengthening community engagement and program awareness.
In addition to the Energy Assistance Program, the Division of Social Services also offers other programs committed to helping low-income individuals and families. These other programs include:
• Supplemental Nutrition Assistance Program (SNAP): Provides benefits to eligible households to purchase food.
•Temporary Assistance to Needy Families (TANF): Offers temporary financial assistance and support services to families with children.
•Medicaid: Provides health coverage for qualifying adults, children and people who are aged, blind or disabled.
•Child Care Development Program: Assists with cost of child care for eligible families and promotes and provides support, education, and resources to Nevada’s child care community thereby increasing the development of high-quality child care environments for providers, families and children.
