About this file
This is a Vendor Questions and State Response document from the State of Nevada, Department of Human Services, Division of Social Services (DSS), regarding Energy Assistance Program (EAP) Intake Site Application Assistance services (Solicitation 40DHHS-S3835). The State seeks qualified vendors to provide EAP intake site services assisting low-income and senior populations throughout Nevada with application completion for home energy assistance. The contract term is four (4) years beginning July 1, 2026, and accepts applications year-round. Each awarded vendor receives a maximum payable amount allocated by fiscal year across the four-year contract period. Vendors must establish a community-based access point where applicants can receive in-person assistance with completing EAP applications, answering questions, and gathering required documentation. All vendors must obtain a Nevada business license prior to proposal submission and must demonstrate experience providing EAP intake site services or related applicable experience with low-income and senior populations.
Compensation is structured as a fixed rate of $15.00 per completed EAP application submitted to the Division, with approximately 22,000 applicants annually based on fiscal year 2025 data. Vendors are responsible for providing their own equipment and facilities; the Division provides training on required forms and documentation only. The vendor's scope includes assisting applicants with application completion, reviewing applications for apparent completeness, identifying and collecting required documentation, and submitting completed application packets to the State, while final eligibility determinations and all application processing remain the responsibility of DSS staff. Insurance requirements, including automobile coverage, are specified in Attachment BB of the solicitation, and vendors must maintain appropriate coverage reflective of their operational requirements and on-site community presence in Nevada.

| 10 | 4/28/26 | Aman Singha/HOTB Software Solutions | Pricing | HOTB currently provides comparable software and processing, including pre-eligibility services, for the State of Nevada's Homeowner Assistance Fund (HAF) program. Based on this experience, HOTB has a general understanding of typical pricing structures for these types of services. However, we would appreciate clarification regarding the pricing outlined in the RFP and associated cost document. Specifically, the cost document references a rate of $15 per application, while the RFP references $10 per application. Both figures appear to be significantly below industry norms for comparable services. Could you please confirm the correct pricing expectation and provide any additional context regarding the scope or assumptions associated with these rates? | The correct rate is $15.00 per application, which is a fixed rate for each completed EAP submitted to the Division. |
The pricing reflects the defined scope of work in Attachment AA and Attachment CC, which includes assisting applicants with completing applications, reviewing applications for apparent completeness, identifying and collecting required documentation, and submitting completed application packets to the State. While the contractor performs this preliminary review, final eligibility determinations and all application processing are conducted by the Division's EAP staff. Y
