About this file

This document is a comprehensive bid package for design and construction services for the Improve Roads and Entrances project at the Olin E. Teague VA Medical Center in Temple, Texas (VA Project 674-20-109).

The scope encompasses repair and replacement of multiple roads and parking lots to improve traffic circulation and accommodate increased traffic flow, performed in accordance with VA guidelines and homeland security requirements. The civil design work includes reconstruction of Teague Place at both the southern and northern campus ends, reconstruction of Roads 2A, 3A, 4, 7, 8, 10, and 11, mill-overlay-restripe operations for six parking lots (A, B, C, H, I, K), and paving/re-paving operations for five additional parking lots (J, L, M, N, O). Work is organized into five construction phases designed to maintain campus access throughout the project. The civil design requires new concrete pavement for most roads (minimum 0.35% grade), removal and replacement of curb inlets and storm pipes, adjustment of utility elevations, and reconfiguration of certain drives to correct physical security issues and accommodate delivery vehicles. Environmental assessments identified asbestos-containing materials in expansion caulks and concrete curbing in specific project areas, with recommended abatement by licensed contractors. Lead-based paint was detected in red, yellow, and white striping and curb paint throughout Teague Road and other areas, requiring abatement in affected locations. The electrical scope includes removal and relocation of circuits to existing pole-mounted LED lighting and bollards, plus new circuits to automated gates and access controls. Division 28 (Electronic Safety & Security) scope requires expansion of existing campus Physical Access Control and Security Surveillance Television Systems to monitor and control two new surface parking lots with five vehicle entry gates and two pedestrian gates, including pedestal-mounted dual-authentication card readers, video intercoms with facial analytics, magnetic switches, magnetic locking devices, and pole-mounted license plate recognition cameras with minimum 3-megapixel night-mode capabilities.

Riverfront Safety & Health, LC (Riverfront), a Service-Disabled Veteran Owned Small Business, has provided a limited asbestos & lead identification field survey in support of the 95% Construction Documents submittal for the Improve Roads and Entrances Project (VA Project 674-20-109) proposed at the Olin E. Teague VA Medical Center in Temple, Texas (The Project).

RSH performed an onsite inspection March 6th & 7th, 2023, in support of the 65% design submittal to identify the presence, location, quantity, and condition of lead and asbestos containing materials present within the pathways of The Project and which may be impacted during the execution of work. Asbestos sampling results were not available until after date of 65% submittal and have been incorporated into the 95% submittal documents. Currently, RSH understands the scope of work to be as follows:

Architect/Engineering services are required for the design to Improve Roads and Entrances Temple Campus which is located on the Central Texas Veterans Health Care System campus in Temple, Texas.

The scope is to design a project to repair/replace roads to improve traffic circulation and accommodate increased traffic flow in accordance with VA guidelines and standards and other applicable regulations and homeland security requirements. This project replaces or repairs roads that are in poor condition and/or have exceeded useful life.

Preliminary Assessment & Records Review

Historic asbestos and lead environmental reports have not been provided for areas likely to be impacted by The Project. Based on age of facility, and potential methodology of contract work, asbestos and lead containing materials are anticipated as present and likely impacted by The Project.

Limited Inspection Results (Asbestos, Lead, & Mold)

The limited asbestos and lead field survey was conducted by Mr. Eric Colombo and Mr. Cody Dey, both Missouri-licensed Asbestos Inspectors. Mr. Colombo is also an EPA accredited/Illinois-licensed Lead Risk Assessor and Asbestos Inspector. Both inspectors are accredited under the Asbestos Hazard Emergency Response Act (AHERA), U.S. Environmental Protection Agency Model Accreditation Program for Asbestos Building Inspectors. All work was performed under the supervision of a Certified Industrial Hygienist (CIH), Mr. Justin R. Rhyneer to ensure standard EPA-NESHAP/AHERA/OSHA field inspection and sampling methods were employed for representative project inspection.

Based on the approximate age of the roadways and parking lots and potential methodology of contract work, anticipated suspect materials included asphalt, concrete curbs, concrete pads, road sealant, and expansion caulks as well as potential Lead Based Paint (LBP) on any roadway or parking lot materials likely to be impacted by The Project.

This report summarizes asbestos and lead-related issues identified for this project. A total of 142 bulk asbestos samples and 146 XRF readings were collected in areas of The Project during the RSH site survey. These asbestos bulk samples consisted of asphalt core samples, concrete curbs, and various expansion caulks and sealants. Representative XRF shots were taken on all painted materials likely to be impacted during The Project.

Of these samples, a total of 22 asbestos bulk samples were positive for asbestos, with all positive samples being either concrete curbing, expansion caulking or expansion boards. The sampling results have been summarized in Tables 1 and 2 with the laboratory analytical reports and sample chains of custody contained in Appendix A.

The following generalized analysis is provided for your review and future design considerations related to potential asbestos, lead, and mold issues associated with The Project:

674-20-109 (2090.06) Improve Roads and Entrances CTX

Environmental 2

Multiple XRF lead shots were at or above the threshold of 1 mg/cm2 – these include yellow curb paint, red curb paint, and yellow parking lot or roadway paint, and white parking lot or roadway paint. These materials are widespread throughout areas likely to be impacted by the project, specifically throughout the entirety of Teague Road.

Multiple samples of expansion caulks and expansion boards throughout the project area are asbestos containing. These expansion caulks are found sporadically throughout roadways likely to be impacted by The Project and primarily exist between sections of concrete curbing on roadways. Expansion boards were observed specifically near Building 158, where the parking lot/roadway meets the building.

Two samples of concrete curb/gutter were found to be asbestos containing. One of the two samples was collected from a road near Building 171 and the other from the parking lots near Building 158. Only the curb/gutter on Teague Road near Building 171 is likely to be impacted by project activities.

Light poles likely to be impacted by The Project were visually inspected during the field visit. No suspect asbestos-containing caulks or other materials were present on these light poles.

Additionally, light poles were unpainted steel and are not suspected to be lead-containing.

It is currently unknown whether buildings or other structures will be impacted by The Project.

Sampling for lead and asbestos may be required where existing structures are impacted by The Project such as penetrations or demolition of materials. Subsurface drainage or stormwater tiles are not thought to be impacted by The Project.

Mold impacted roadway materials were not encountered. The known project work locations are not generally the types of locations where this issue presents, and a history of moisture sources and growth substrate are not thought present.

Recommended Response Actions

• Any suspected asbestos containing materials observed prior to or during demolition that have not been previously analyzed should be sampled to determine asbestos content. All work should stop until unknown materials have been sampled and determined by an accredited lab if asbestos is present.

• Asbestos containing Expansion Caulks and Expansion Boards, in good condition are in dispersed locations throughout The Project. Asbestos Expansion Caulks and Expansion Boards impacted by The Project should be abated by a licensed asbestos abatement contractor using licensed asbestos abatement workers.

• An asbestos containing sample of concrete curb/gutter, in good condition, was obtained near Building 171. Abatement is required at specific locations, as shown by the Hazardous Materials drawing(s), and work performed by a licensed asbestos abatement contractor and licensed asbestos abatement workers.

• Certain Red or Yellow Curb Paints and White or Yellow Striping Paints have been found to be lead-based paints. These paints should be abated in locations, as indicated on the Hazardous Materials drawing(s), by a licensed lead abatement contractor and licensed lead abatement workers.
