Response: The Superintendent shall not concurrently serve as SSHO or QCM unless specifically approved in writing by the Contracting Officer following review of qualifications and workload, and such approval shall not relieve the Contractor of full compliance with Specifications 01 35 26 and 01 45 00.
20. Are there approved disposal sites required for demolished pavement and concrete?
Response: Selection of lawful disposal sites is solely the Contractor’s responsibility and all hauling, tipping, and environmental compliance costs are included in the contract price.
21. Has the Government identified any asbestos, contaminated soil, or hazardous materials within the project limits?
Response: No hazardous materials are identified in the contract documents, and if encountered, work shall cease in the affected area and procedures under FAR 52.236-2 shall govern.
22. Sam.gov has a “Date Offers Due” date of “Mar 25, 2026 11:00 AM CDT” listed.
Block 13a. of the SF1442 has 03-05-2026 at 10:00 CDT (assuming this is AM also and not PM). Which is the correct due date for proposals?
Response: The due date for offers is 03-05-2026 at 10:00 CDT, www.sam.gov has been corrected. Please follow the dates within the solicitation or any amendments that may follow.
23. Reference the Solicitation, INSTRUCTIONS, CONDITIONS AND OTHER STATEMENTS TO BIDDERS/OFFERORS, Part 4 Format Instructions, Subpart 2.ii. Volume II Past Performance where it states “…..projects it has completed or is in the process of completing within the last three (3) years.” Three (3) years is not a sufficient window of time for a small business general contractor to properly display their past performance resume. Can the limit be extended to ten (10) years, or at the least seven (7)? This would provide ample time frame to display similar work to that required for this project?
Response: Please follow the instructions to offerors as stated in the solicitation.
24. Reference the Solicitation, INSTRUCTIONS, CONDITIONS AND OTHER STATEMENTS TO BIDDERS/OFFERORS, Part 4 Format Instructions, Subpart 2iii. Volume III Price, item (3) where it states, “Provide supporting documentation showing quotes/price breakdowns for both prime and subcontractors.”
Considering we normally receive quotes from subcontractors and suppliers up to the last minute before our proposal submission deadline, it makes it extremely difficult to get these quotes incorporated into the technical proposal documents.
Furthermore, it may not yet be decided which subcontractor we are using. For evaluation purposes wouldn’t the breakdown provided in Attachment 4 price breakdown worksheet be sufficient and if it is deemed that additional breakdown is needed it can be requested and submitted at a later date?
Response: The breakdown provided in Attachment 4 will be sufficient.
25. Reference the Solicitation, INSTRUCTIONS, CONDITIONS AND OTHER STATEMENTS TO BIDDERS/OFFERORS, Part 4 Format Instructions, Subpart 2iii. Volume III Price, NOTE where it states, “Price breakdown shall be indicative of showing at least 15 percent of the cost of the contract performance incurred for personnel will be spent on the concern's employees or the employees of other eligible service-disabled veteran-owned small business concerns in accordance with VAAR 852.219-73(d)(3).” Is this to infer that we should include the “OFFEROR’S SELF PERFORMED ESTIMATED CALCULATIONS” as shown at the top of page 22 of 82 of the solicitation in the Volume III Pricing section?
http://www.sam.gov/
Response: Yes, you must fill out the self-performed calculations in the solicitation.
26. Will a set of specifications be issued for this project?
Response: Specifications are uploaded to www.sam.gov under solicitation#36C25726R0053.
27. Reference drawing CS208, Site Plan, Lot K where it states, “New Chain Link Fence…”. The details on drawing CS810 illustrate an ornamental picket fence.
Which is correct?
Response: The Contractor shall use the ornamental picket fence as shown on CS810.
28. Reference 2/ES401 where it states to relocate three (3) existing light poles to new locations shown on CS405 and CS509. CS405 only indicates two (2) light poles, but one to dispose and one to reuse. CS509 only indicates two (2) light poles, and both to be relocated. There is some discrepance in what is required here. Which drawing indicates the correct scope of work?
Response: NEED TO CONFIRM IF THAT ONE POLE IS DOWN. IF SO, THEN
MY RESPONSE IS GOING TO BE PULL BACK THE WIRE AND RESET THE
BASE AND INSTALL LIGHT POLE AT EXACT LOCATION. ENSURE LIGHT
POLE IS FUNCTIONAL IF NOT IT WILL NEED TO BE REPLACED.
29. Reference 2,3,&4/TY202 where it is showing EUC and Key Note 5. According to Telecommunications Symbols on T-001, EUC could mean both existing or new depending on the ‘shading’. Please don’t rely on shading if the intention is for this to be new conduit & cabling, but change the symbol to something other than E??, as E normally indicates “existing”. Please clarify if this is the new or reuse existing?
Response: 2, 3, & 4 on sheet TY202 contain new EUC as shown and existing to be reutilized UCR as shown.
30. It was mentioned at the site visit that some of the larger parking lots may be broken down into smaller phases than what is shown on the current phasing plans. Please indicate which parking lots may be considered for doing this as it will impact pricing?
Response: Phasing shall follow the contract drawings.
31. Reference the Geotechnical Report, part 4.3.1 under Lime Treated Subgrade where it states that it is anticipated that approximately 5 to 7 percent hydrated lime with be required. Specification 31 20 11 has no mention of any lime http://www.sam.gov/ stabilization. Please specify what percentage of lime is required as there is a considerable price difference between 5% and 7%?
Response: Per geotechnical recommendations, “laboratory testing will be required to determine the actual percent lime required”.
32. Reference specification 31 20 11, part 1.5. Will any excavation on this project be quantified and paid for on a unit price basis? Please clarify?
Response: Excavation is included in the lump sum price unless a specific unit price bid item is identified.
33. Specification 01 00 00, part 1.22 subpart D. states that water is available at no cost to the contractor. For some of the earthwork operations, water trucks will be needed and will require at time large volumes of water. Is it acceptable to connect to a fire hydrant on campus to fill water trucks or other earthwork equipment requiring water? If this is acceptable, will a meter be required for any record keeping purposes?
Response: Connection to campus hydrants requires prior written approval from the COR and shall include appropriate backflow protection and coordination. No meter is required
34. Specification 01 00 00, part 1.6 subpart J. states that a 7’ high chain link construction fence is required. It was mentioned at the site visit that construction fencing would most likely not be required at each location, i.e. roadways or small parking lots away from pedestrian traffic, and at areas close to the main hospital that a 48” orange safety fence would probably suffice to keep pedestrians from accidentally walking into the work area. Please provide some more clarity to the intent here and what will and will not be allowed as having to completely encapsulate each work area with a 7’ high chain link fence per the specifications can get expensive?
Response: Bidders shall base their proposal on full compliance with Specification 01 00 00, Paragraph 1.6.J, which requires a 7-foot-high chain link construction fence around construction areas indicated on the drawings.
After award, the Government may evaluate specific work areas on a case-by-case basis to determine whether alternative temporary barriers are acceptable based on location, risk, pedestrian exposure, and safety considerations. Any deviation from the specification must receive prior written approval from the COR.
Until such written approval is provided, the 7-foot chain link fence requirement remains in effect.
Reference Specification 01 35 26. Can the SSHO also serve as the Superintendent, or is the SSHO not allowed to have any other duties?
Response: No. Section 01 35 26 allows CPs to have collateral duties, but not the SSHO. The SSHO (or qualified alternate) must be dedicated and present during operations.
35. Reference Specification 01 45 00, 3.4.C. concerning other CQC Personnel where it states “These individuals or specified technical companies are directly employed by the General Contractor and cannot be employed by a supplier or subcontractor on this project”, but states further down “These individuals can perform other duties but need to be allowed sufficient time to perform the specialized personnel’s assigned quality controls duties”. Generally, we don’t see these 2 statements together. Can these roles be filled with either subconsultants, i.e. engineering testing firms, or specialized subcontractors, i.e. electrical subcontractor, in lieu of having to be directly employed by the GC? If directly employed by the GC, this will drive the Overhead costs up exponentially?
Response: CQC personnel shall be directly employed by the Prime Contractor as required by Specification 01 45 00 and may not be subcontracted in lieu of compliance.
36. Reference Specification 01 45 00, 3.4.C. concerning other CQC Personnel. Is a dedicated submittal clerk required for this project?
Response: No, a dedicated submittal clerk is not required for this project.
37. Reference Specification 01 57 19, 1.5.F. concerning Reduction of Noise.
Considering our work will be outside a 50’ distance from patient beds, is this section applicable to this project, especially regarding the sound deadening devices and constant monitoring / testing?
Response: Section 01 57 19 applies regardless of distance from patient beds. Contractor must comply with noise limits, monitoring, and mitigation requirements.
38. It was mentioned at the site visit that the GC could entertain an alternate phasing plan than those shown in the construction drawings. How will it be handled if we assume an alternate phasing plan for bidding purposes, get awarded the project and our assumed phasing plan is not approved?
Response: Bid the project based on the phasing plan provided in the solicitation documents. Alternate phasing plans discussed or assumed for bidding purposes are not guaranteed for approval. Final phasing will be determined by the Government after award, and no adjustments to price or schedule will be made for assumptions regarding alternate phasing.
39. Reference Specification 02 21 13. This specification reads as though it’s requiring the GC to provide an existing site topographic and utility survey. Please confirm that this is not required and that we are only required to provide a licensed surveyor or civil engineer to establish our benchmarks to work from.
Response: Specification 02 21 13 requires construction layout control only and does not require a new full campus topographic survey.
40. Reference drawings TY201 and TY202. For Keynotes 8 & 10 respectively, what do the “existing pathways” consist of and if they are existing why do we need to install conduit?
Response: Existing pathways” are reference routing locations only and are not a warranty of usable conduit capacity. Contractor must field verify and still provide required new conduit for Division 28 systems. Included in base scope.
41. Reference 2/TY202. For Keynote 6 on the west side, where do we connect this to? Where is the demarcation point?

44. Reference 3/TY201. Do the card readers require 120V power? If so, where is this power derived from?
Response: Contractor to field verify exact electrical tie in location. Card readers themselves don’t require 120V.
45. Reference CS201 Demolition Plan in the middle and east of the parking lot. It states to remove, salvage and reuse fifteen (15) existing parking signs, but the drawings, both demo and site plan show sixteen (16). Please clarify which is correct?
Response: There should be 16 existing parking signs.
46. Reference CS202 Demolition Plan in the SE of the parking lot. What appears to be parking signs is indicated to “Protect Existing Feature”, but several of them appear to be located in sections of the curb and gutter that are to be removed and replaced. Should these signs also be noted with the Keynote “RS”?
Response: Yes, any existing parking signs located within a section of curb & gutter that is to be replaced should be removed, salvaged, and re-installed.
47. Please advise on the manufacture, model number, and manufacturer’s point of contact for the existing CCTV system, and Access Control Systems currently installed that we need to interface with?
Response: See the attached list of components that the VA uses.
48. The drawings state for all disturbed areas to receive sod. What is the native sod there on this campus?
Response: Bermuda
49. Please provide the basis of design and color of the desired brick paver. The drawings only state to “Re: Arch”.
