About this file
This is an Award Delivery Information document for a Request for Quote (RFQ) for Fiscal Year 2026 at MDC Brooklyn, a Federal Bureau of Prison facility. The document establishes delivery requirements and schedules for food service contractors supplying the institution.
Deliveries must be made on Mondays and Thursdays between 7:00 am and 9:00 am, with trucks arriving at the rear loading dock by 8:30 am. No deliveries are accepted on federal holidays. The delivery contact is Robert Robey (RRobey@bop.gov, 718-840-5308). Key delivery requirements include: items must be palletized on heavy-duty red or blue block pallets (48" x 40") wrapped with pallet wrap and not exceed 72" total height; BOP staff/inmates cannot enter trailers, so shipping companies must assist with off-loading; all certified religious diet items must display the Kosher Symbol (OU) on individual packages; all items must comply with BOP National Menu Specifications, which contractors must obtain prior to quoting; milk units may come in crates of 70 units (preferred) or 50 units. The facility reserves a three-day conditional receipt period for examination and testing, with non-compliant items requiring vendor pickup within one week at vendor expense or disposal by warehouse staff. Contractor failure to meet delivery schedules or specifications will negatively impact past performance ratings used for future award decisions.
