In SECTION 77 HYDRO-DEMOLITION OF EXISTING DECK OVERLAY – 2 INCH, under MEASUREMENT secon, replace the paragraph with the following:
“MEASUREMENT – The unit of measurement for Item 715 993 – HYDRO-DEMOLITION 2.0 IN OF EXISTING DECK OVERLAY will be the square yard for hard surface excavation.”
Questions and Answers
AMENDMENT 5 – BIDDER QUESTIONS AND RESPONSES
119. Traffic Maintenance Notes on Drawing RW-GN-01 state that all temporary traffic control markings shall be Removable Preformed Line Marking. However, the table for Maintenance of Traffic Esmated Quanes on the same drawing does not show any item of preformed line marking but includes 71,879 LF of painted lane marking. Please clarify whether temporary lane marking is intended to be painted marking, and if not, where this large quanty of paint marking is applied.
Response: The “Painted Lane Marking” descripon is consistent with Secon 612.14 of the Specificaons which covers preformed lane striping. The descripon will be updated in the MOT table on Drawing Nos. RW-GN-01 and SQ-01 drawings as part of Amendment 5 to clarify this.
120. Note 6 on Drawings RW-PM-01 to RW-PM-07 states that pavement markings for Portland cement concrete surface (approach slabs and bridges) shall be High Contrast Pavement Marking. The Proposal Schedule of Items does not include any item of High Contrast Pavement Marking. Items 0285 through 0300 are for Preformed Pavement Marking. Please provide new items for High Contrast Pavement marking and inform where Items 0285-0300 are intended to be applied.
Response: The descripon of Preformed Pavement Marking and High Contrast Pavement Markings are interchangeable. To clarify this, the “Preformed Pavement Marking- XX” descripons on Drawing No. SQ-01 will be updated to “High Contract Pavement Markings” as part of Amendment 5.
121. It is our understanding that only single face concrete barriers on asphalt pavement need to be pinned to asphalt pavement, and there is no requirement for anchoring the barriers to the exisng or overlayed bridge deck. Please confirm.
Response: Per Note 7 on Drawing Number RW-GN-01, VDOT’a MB-10A single face barriers shall be used. The atachment of traffic barrier service concrete parapet (single face or double face) to the concrete bridge deck shall be by means of adhesive anchors provided that the temporary barrier will be in service for less than one year.
122. Reference Page 79 and 81 of the contract drawings (Pile Jackeng)
a. We are informed by the subcontractor who has worked in the area in the past that the dolphin piles are not in great shape, which raises some concerns.
Response: No queson indicated.
b. The dolphin piles are not currently in the configuraon shown in the drawings. There is a possibility when the cable is removed, at least some of the piles will fall over under their own weight. It does not look like the pile can be separated enough to install the pile wraps shown without breaking a poron of them.
Response: No queson indicated.
c. If during inial inspecon carried in the presence of DDOT representave some piles are found to be broken, will DDOT take responsibility for the broken piles? And if a pile breaks due to sever deterioraon while trying to access and install the wrap, will the contractor be compensated for replacement pile?
Response: Contractor shall take all necessary measures to preserve the exisng mber dolphins during the removal of damaged and deteriorated materials from each dolphin pile.
d. Would DDOT be willing to remove the jackeng detail and change it to removing the dolphin and replacing it in kind? Possibly even using FRP piles.
Response: Current SUP for riverbed, does not allow impacng the riverbed. As a result, exisng dolphin piles shall be preserved and repaired.
123. Please provide Allowance Figures for Item 0275, Repair of Damaged Major Traffic Control Devices, and Item 0305, PEPCO Service Connect, Disconnect, & PEPCO Manhole Entry Fees.
Response: Per response to comment No. 56 of Amendment 3, the allowance amount is $10,000.00
124. Reviewing Plan Sheet 79, we are coming up with roughly 250 LF of fender x (2) piers = 500 LF of coverage required for the 6x10 lags. Sheet 80 says the 6x10 lags are to be placed at 11” OC so you’d need approximately 550 lags to cover the enre 500 LF. Assuming the lags are 16.5’ long, that’s a total of over 9,000 LF of 6x10. The engineer’s esmated quanty for Item 0355, 6X10 FRPL, shows only 5,408 LF (approx. 328ea, 6x10 x 16.5’ lags). Please review, verify, and confirm the quanty for this item.
Response: The quanty of 6x10 lags will be updated as part of Amendment No. 5.
125. Special Provisions Secon 75, Latex Modified Concrete Overlay, states that materials to be as specified in Secon 714.03(B) of the Standard Specificaons with the excepon that the LMC mix shall atain a minimum compressive strength of 3000 psi within 24 hours. Secon 714 .03 of the Standard Specificaons under Paragraph B. MATERIALS, it is stated that high early strength cement shall not be permited. It will not be possible to atain 3000 psi in 24 hours without the use of high early strength cement and there seems to be a contradicon between the Special Provisions and Standard Specificaons. Please confirm that the overlay materials shall be High Early Strength Latex Modified Concrete, to sasfy the requirements of Special Provisions.
Response: Secon 75 of Special Provisions has been updated as a part of Amendment 4. The concrete for LMC shall be class I (with 28-day f’c=4,500 psi) as indicated in plans. The requirement of 3,000 psi in 24 hours is not applicable and is removed.
126. The Special Provisions for replacing the fender system does not address the aluminum plates atached to the mber lags that are to be replaced. The drawings show only the size of plates and provide no details of how the plates are to be atached to new FRPL lags. Addionally, there is no item for removing and replacing exisng aluminum plates. Please provide details and inform how this item will be paid.
Response: Size of the aluminum plates is provided on Drawing No. ST-DE-77. The replacement of aluminum plates will be incidental to the 6x12 FRPL fender replacement units.
127. The Item descripons in the Specificaons do not match the Item descripon in the bid form.
For example, Type 4 Crack Repair is listed as 716991 and 716992 in the specificaons. In the bid form, it is listed as 718991 only. Type 3 Crack Repairs are listed as 716012, 716020, 716022 in the specificaons, but the bid form has them listed as 716008 and 716020. This needs to be clarified.
Response: Special provisions and table of quanes are correct. For pay items 716991 and 716992, there are two 718991 items with different descripons for line Items 0104 and 0105 to clarify the pay items and are consistent with Special Provisions for Type 4 repairs. For Type 3 crack repairs, only item 716008 was used with different descripons to specify the nature of repair (i.e. deck underside, pier/abut repairs).
128. Item 701087 Cracked Stone cladding. Some of the stone cladding repairs are in the water with the majority being out of the water, but there are also stone cladding crack repairs that are in the water and the repair is scheduled for a Type 4 repair. What is the criteria that determines the type of repair used for granite block cracks under or above water?
Response: The criteria is the high water level as shown on plans.
129. In Amendment 1 Quesons and Answers, queson No. 8 addresses the Unit Cost pay item for crack injecon. The answer states that the bid item should be addressed with two each unit costs, 1 - Preparing the crack for injecon, and 2 – Measurement and payment by volume of material injected. Is pay item 2 strictly a material cost, or does this include the labor, materials and equipment required for injecon? Will a revised Unit Cost Bid Schedule be issued in a new amendment?
Response: The response to Queson No. 8 is valid as stated: “The unit of measurement (LF) as specified is sufficient. Bid unit price for this item is to be determined by each of the bidders accounng for the structure condions provided in the bid documents.” To further clarify, the notes regarding pay items 1 and 2 are part of the posted queson and are not part of the response provided.
130. There appear to be new cover plates required at the fascia curbs. Is this correct?
Response: Confirmed. New cover plates must be used as part of joint reconstrucon work.
131. Details also mention sidewalk and shared use paths requiring cover plates, but I did not see sidewalks or shared use paths on the current structure. Are there any?
Response: This detail is a standard DDOT detail and will be clarified as part of Amendment No.
5.
132. Is a cover plate required at the median island at North Abutment? If so, are details of the island available?
Response: Cover plate at median island is not required. A detail will be added as part of Amendment No. 5 to clarify joint detail at median island.
133. Are all median barrier cover plates being reused vs. Replaced?
Response: The median barrier cover plates are to be replaced.
134. On February 5th we met with DCDOT representaves and reviewed the as-built drawings that were provided to us to review. The plans we reviewed were from the original construcon of the bridge in the 1960s. Since the original construcon, we understand that the deck was repaired in approximately the year 2000. We understand it is this surface that will be milled on this Project. It is imperave that we understand what materials we may be encountering during the demolion of the exisng deck. Please provide the as-built drawings of the repairs performed in 2000.
RESPONSE: The exisng plans pertaining to the exisng deck overlay are not available. It has been determined that the exisng overlay is 4.5” on average thick as specified in the IFB plans and special provisions. The compressive strength of the exisng overlay is esmated to be 5000 psi.
135. Amendment 4 modified item 455/714004 LMC Overlay from a SY unit of measure to a CY unit of measure. However, the AASHTOWare file sll shows it as SY. Please provide corrected AASHTOWare file.
RESPONSE: Revised AASHTOWare file will be provided.
136. In the special provisions provided in Amendment 4, it notes in secon 77 Hydro-demolion the unit of measurement is changed to CY. We think this is an error because the AASHTOWare file and revised Summary of Quanes show it as a SY unit of measure. Please confirm.
RESPONSE: Hydro-demolion is in SY as shown on the Table of Quanes and AASHTOWare file. Secon 77 of the Special Provisions will be corrected under Amendment 5.
137. Standard specificaon for REPAIR OF DAMAGED MAJOR TRAFFIC CONTROL DEVICES, 612.20.D, states the District will insert an esmate cost for this Work in the Bid Forms and Proposal. The updated special provisions do not include the allowance amount for Item 0275 – Repair of Damaged Major Traffic Control Devices. Please provide the allowance amount.
RESPONSE: See the responses to Quesons No. 56 and No. 126.
138. Per Amendment #4, there is an addional secon of exisng fender shown on ST-DE-76 at spans 10 and 12. Per this drawing, this exisng fender poron is to be demolished. Please confirm that this fender poron is not to be replaced in kind. If it is only to be demolished, but not replaced with new, please answer these addional quesons:
a. Please confirm that the four (4) exisng piles to be demolished may be cut off at the mudline.
RESPONSE: Confirmed. 4 exisng piles shall be cut off at the mudline.
b. Please confirm that aer the one exisng 12x12 post is removed from the face of the pier, the exisng 1-1/8” diameter anchor bolts may be cut off flush with the face of the pier.
RESPONSE: Confirmed.
