Questions and Answers:
1. Drawing #ST-DE-69, which indicates the need for reference to as-built plans for the specific details of existing bearings and insert plates. Please provide the relevant as-built drawings. Refer to Section 23 “INFORMATIONAL DRAWINGS” of the Specifications for instructions to view and examine the available as-built information.
2. Special Provisions Section 62, the Section calls for ASTM 1-35. Confirm this should be ASTM A1035. The low carbon chromium corrosion resistant reinforcing steel shall conform to ASTM A1035 standards. Correction to Section 62 of the Specifications will be made with an amendment to the Invitation for Bid.
3. Appendices 5 & 6 include unsigned Special Use Permits that designate work and laydown areas within the National Park Service National Mall and George Washington Memorial Parkway properties for specific dates. DC DDOT is the NPS SUP permit requester.
As specified in the bidding documents, the Contractor appears to be responsible for obtaining all permits.
i. Will the successful contractor be required to resubmit these NPS SUP applications, and any other permits already applied for under the contractor’s name? The special use permits for the work and laydown areas for the project have been approved and executed by NPS, and the signed (executed) permits will be provided via an amendment to replace the unsigned permits in the Specifications Appendices. These permits are for the proposed work as specified in the IFB documents including these permits, and do not need to be reapplied for the terms and time indicated in the permits.
ii. Please verify if permit specifics (dates, details) on the permits will/can be adjusted to conform to the updated project needs? The provided permits are approved for the relevant scope of work and project needs specified in the IFB documents, and currently these permits do not require update nor adjustments.
iii. Please indicate if it is acceptable to contact NPS regarding limits of work zones and other permit needs prior to the bid due date? Given the provided SUP’s are approved by NPS and limits of work, laydown area, storage are provided therein and in the IFB documents, there is no need to contact NPS prior to bid due date.
4. We would like to see inside of the North Abutment, Pier A Area. When can access be provided? Refer to Amendment 1 to the Invitation for Bid posted on 12/28/2023 which provides information and instruction regarding the scheduled site visit to view the interior of the North Abutment (false/ cellular abutment).
5. Please provide the as-built drawings. As specified in Section 23 “INFORMATIONAL DRAWINGS” of the Specifications, an interested bidder can view and examine the available as-built information and other documents, such as details for the existing Pier A temporary support system and underwater inspection report, at the DDOT office, Suite 600, 250 M Street, SE Washington DC 20003. To arrange a viewing, send a request to the point of contact identified in the IFB.
6. Please provide special provisions for the specified preformed pavement markings labeled as "TRAFFIC CONTROL SPECIAL ITEMS". Standard Specifications for preformed pavement markings are applicable for these special items, and a special provisions will be provided.
7. Please clarify the payment method for Repair-Replace PCC Circular Curb and/or Gutter. The summary of quantities indicates it's measured in cubic yards (CY), while the special provisions state payment will be based on a linear foot basis. The unit of measurement for REPAIR-REPLACE PCC CIRCULAR CURB AND/OR GUTTER is cubic yards (CY). The unit of measurement specified in the Specification Section 55 will be revised to cubic yards (CY).
8. Can the pay items for the crack injection be broken up into two separate items? In our experience, the volume of material injected into a void can be disproportionate to the crack length. This change has been requested from multiple specialty subcontractors. The unit of measurement (LF) as specified is sufficient. Bid unit price for this item is to be determined by each of the bidders accounting for the structure conditions provided in the bid documents.
i. One bid item for the cleaning and preparation of the injection. Measurement and Payment would be by Linear feet of crack prepared.
ii. One bid item for the volume of grout pumped into the injection port. Measurement and payment would be by volume of material injected.
