Questions and Answers (part 2)

9. In reference to Sheets ST-DE-76 and ST-DE-77, when using the scales on each sheet, the lengths of the

6x10 lagging boards are contradicting. Sheet 76 length is 16'5-1/4" and sheet 77 length is 19'4".

Answer. The length for 6x10 FRPL is 16’-6”.

10. In reference to Sheet ST-DE-76 and ST-DE-78, when using the scales on each sheet, the diameter of the

Dolphin Piles are different sizes. Please confirm the as-built diameter of each pile.

Answer. The sketch on Sheet ST-DE-78 is for illustrative purposes. The diameter of each existing timber pile is estimated to be 12 inches.

11. In reference to sheet ST-DE-76 and ST-DE-77, The Pile Jacketing detail shows each individual Dolphin pile being wrapped in in tape and jacketing. However, the actual Pile Dolphin consists of 19 piles. We believe it may be possible to individually wrap the exterior 12 pile, but the interior 7 pile are grouped together with no space to wrap each pile individually. Please direct us how to proceed.

Answer. The intent is to individually assess and repair each timber dolphin as indicated on plans. Once the galvanized wire rope has been removed and the exterior pile group detached, the seven interior piles can be detached from the interior group one by one and wrapped.

12. In reference to sheet ST-DE-76, The Plan view of the fender shows that there is no existing fender on the span 10 side of pier 10 in between Rochambeau and George Mason Memorial bridge. Photos of the bridge show that there is in fact a section of fender and timber ties at that location. Confirm this portion of fender will be replaced, including the similar Pier 11 location.

Answer. I-395 HOV Bridge (Rochambeau) Piers 10 and 11 do not have fender and timber ties attached on Spans 10 and 12 sides. Photos show an extension of fender and timber ties for I-395 Southbound

Bridge (George Mason Memorial Bridge) at Spans 10 and 12 sides which will be demolished as part of the repair work. This additional demolition work will be reflected in an amendment plan revision.

13. Special Provision 61 directs the contractor to remove existing temporary shoring. Please provide as-builts for existing shoring to be removed.

Answer. Similar to the existing as-built plans, shop drawings for the existing Pier A shoring can be viewed by interested bidders. Instructions to view and qualifications for viewing the shop drawings will be the same as those for the existing plans as outlined in the Special Provisions Section 23.

14. Sheet ST-DE-76 identifies a report titled, "2021 Underwater Inspection Report." Please provide this document.

Answer. Relevant information from the inspection report is reflected in the details and specifications in the contract documents provided and sufficient for the bid preparation.

15. Please confirm the work that makes up the 23 CYs for 202004 Hard Surface Pavement Excavation, 12

CYs for 506006 Direction Island and 6 CYS for 606054 PCC Circular Curb/Gutter. There appears to be

5 CYs difference in Demo VS Replacement.

Answer. The quantity for Item 202004 “Hard Surface Pavement Excavation” is 25 CY, for 506006

“PCC DIRECTIONAL ISLAND” is 19CY and for 606054 “REPAIR-REPLACE PCC CIRCULAR

CURB AND/OR GUTTER” is 6CY. Applicable revisions will be provided in an amendment.

16. Please clarify the following, We understand that Item 506006 PCC Directional Island is for the replacement of the directional islands on the bridge. And understand the existing Center Median is to remain. So, what is Item 703008 PCC Superstructure PCC SUPERSTRUCTURE - REPLACE

MEDIANS intended for?

Answer. Both pay items are applicable. For directional concrete median on the bridge the pay item is

703008 which requires Class A concrete. For the remaining portion of the directional median outside the bridge, the applicable pay item is 506006.

17. The repairs as shown on Page ST-DE-68, Concrete Beam End Repairs, appear to be the same scope for both item 410 & 415, just different locations; are there any other differences?

Answer. The anticipated beam end repair length for 410 “Type A” Repair is 2’-6” and the anticipated beam end repair length for 415 “Type B” Repair is 1’-6” as shown.

18. In Details on Page ST-DE-68 for repairs 410 & 415 it shows a 1' section in the left-hand upper corner;

however, this area is not otherwise identified. What is the function or purpose of the 1' area as indicated?

Answer. 1’-0” dimension indicates the limits of end diaphragm.

19. Please provide special provisions for the specified item 0140 "REPAIR SLOPE PROTECTION IN

FRONT OF PIER 1".

Answer. This repair has very recently been performed and will be removed in an amendment.

20. Item 0175 "Install/Move Water Filled Plastic Jersey Barrier" is currently a singular pay item for moving and installation. According to DDOT standard Spec 610.03 the Install and Move are broken out into separate pay items. Please confirm that bid item 0175 and its associated quantity are to be one pay item.

Answer. A second bid item for 610014 “MOVE WATER FILLED PLASTIC JERSEY BARRIER” with a quantity of 220 LF will be added in an amendment.

21. The special provision for Type 4 crack repairs does not address Testing, specifically coring requirements, for the underwater crack repairs. Please confirm that there are no testing or coring requirements for underwater crack repairs.

Answer. Confirmed.

22. If cores are required for Type 4 crack repair testing, please provide the depth at which the cores are to be cut to and the intervals that the cores are required.

Answer. No cores are required.

23. The plan sheets indicate that there are Mortar repairs and Type 1 Repairs below the water line, however there are not bid items designated for these types of repairs underwater. Please provide bid items for these 2 scopes of work.

Answer. All mortar repairs are above HWL as shown on plans. All cracks’ repairs below HWL are

Type 4 repairs.

24. The plans indicate that many of the underwater crack’s end at the mudline. Please confirm this is where the crack injection scope of work ends, and the contractor is not expected to chase the crack beyond/into the mudline.

Answer. Confirmed. Crack repairs end at mudline as shown on plans.

25. The plans detail multiple locations where horizontal and vertical cracks will intersect. Please confirm the contractor is allowed to terminate the initial injection of the lower cracks at these intersections to allow the injection material below to cure. Once the lower crack injection has cured, the contractor will continue to inject the cracks above the intersections.

Answer. For vertical cracks, the epoxy resin injection sequence shall start at lowest injection port located at the bottom of crack. Epoxy resin shall be injected at that port until clean resin exits the next higher injection point, at which time the lower port is sealed, and injection starts at the next higher port.

At the intersection of vertical and horizontal cracks, the contractor is allowed to terminate the initial injection at these intersections to allow the injection material below to cure. Once the lower crack injection has cured, the contractor shall continue to inject the cracks above the intersections based on the above-mentioned steps.

26. Special provision 716.D.2. states the contractor is limited to a 10ft long injection hose with the intention of minimizing pressure losses in the system. The plans indicate that there are cracks greater than 25ft below water level. Please confirm that the contractor may use hoses greater than 10ft in length so long as the contractor utilizes a pressure gauge to monitor pressure levels of the pressure pot.

Answer. The use of injection hose longer than 10ft is acceptable provided that injection pressure levels are monitored and kept between 20 to 150 psi over ambient water pressure at all times.

27. Please provide the existing top mat rebar clearance, size of rebar in the existing top mat, distance between top and bottom mat, size of bottom mat rebar, bottom mat rebar clearance to underside of deck and overall deck thickness.

Answer. Refer to As-built plans. As-built plans are available for examination in the District Department of Transportation, Infrastructure Project Management Administration, 250 M Street S.E., Washington, D.C. 20003 during normal business hours.

28. Special provision 77 states "The contract unit price shall be inclusive of any depth of hydro-demolition performed from ½” up to a maximum depth of 1” below the top mat of the deck reinforcement". Please clarify how 1" below the top mat of deck reinforcement is measured. Is it an average? To the Mortar

Line? To Top of Rock?

Answer. The thickness of the existing deck overlay is estimated to be 4.5inches which will be removed through 2.5in milling and 2.0in hydro demolition. Upon removal of the existing 4.5in LMC overlay, the deck shall be sounded and exposed delaminated areas in the deck shall be removed. Per Section 77 of

Special Provisions, hydro-demolition shall consist of removing concrete to a depth of 2 inch below the milled surface of hydraulic cement concrete decks in areas of sound concrete and removing concrete to a depth of 1 inch below the bottom of the top mat of reinforcing steel in areas of deteriorated concrete

(e.g. spalls or delamination’s at or below top mat reinforcement). The contract unit price shall be inclusive of any depth of hydro-demolition performed from 2” up to a maximum depth of 1” below the top mat of the deck reinforcement; no additional payment will be made to the Contractor for hydro-demolition depths within the specified depth range below the milled surface. Applicable revisions will be made in an amendment.

29. Is hydro-demolition wastewater allowed to be reintroduced into the environment (via storm sewer, overland discharge, downstream discharge, etc.). What environmental specifications must be considered for this to be approved?

Answer. No. Per Section 77 of SP Contractor shall provide a work plan that among others includes:

“The means of controlling runoff water. The Contractor shall prevent the runoff water from flowing onto lanes of traffic adjacent to or below the work and into any body of water. The Contractor shall be responsible for compliance with all environmental laws and regulations regarding the discharge of runoff water. The Contractor shall provide specific details of the method of runoff water treatment and collection and shall obtain all necessary permits required for its legal disposal or discharge into the environment.” All work shall comply with provisions included in Special Provisions Appendices for US

Coast Guard, NPS (Riverbed SUP), and NOAA NMFS Greater Atlantic Regional Fisheries Office, Protected Resources Division, USACE and DOEE.

30. When moving equipment over exposed reinforcing steel, what classifies as "heavy equipment"? What classifies as unsupported? If there is debris under the exposed reinforcing steel, is this considered supported?

Answer. No equipment or other construction loadings shall be utilized, which will permanently alter the original position or permanently deform the reinforcing bars of the deck.

31. Please specify the material used in the existing overlay, is it latex modified? Additionally, please provide the compressive strength of the existing concrete.

Answer. The intent is to replace the entire existing overlay on the bridge by removing the 4.5in thick overlay and bonding the LMC overlay with the existing deck. As-built plans are available for examination in the District Department of Transportation, Infrastructure Project Management

Administration, 250 M Street S.E., Washington, D.C. 20003 during normal business hours.

32. Special provision 77 HYDRO-DEMOLITION OF EXISTING DECK OVERLAY –2 INCH states

"Type A Hydro-demolition - Type A Hydro-demolition shall consist of removing concrete to a depth of

1/2 inch below the milled surface of hydraulic cement concrete decks in areas of sound concrete". Is the intention of HYDRO-DEMOLITION OF EXISTING DECK OVERLAY to be done at a depth of 1/2" or 2". If the intended depth is to be 2", does that mean all concrete has been pre-eminently deemed unsound based on "removing concrete to a depth of 1 inch below the bottom of the top mat of reinforcing steel in areas of deteriorated concrete".

Answer. See response to Comment No. 28.

33. Special provision 77 HYDRO-DEMOLITION OF EXISTING DECK OVERLAY –2 INCH states "The contract unit price shall be inclusive of any depth of hydro demolition performed from ½” up to a maximum depth of 1” below the top mat of the deck reinforcement; no additional payment will be made to the Contractor for hydro-demolition depths within the specified depth range below the milled surface". Please clarify that the specified depth range below the surface is 2" and please confirm that if this depth is exceeded, additional payment will be made to the Contractor.

34. Please clarify if Transurban will waive the toll fees for the Contractors work vehicles.

Answer. A response will be provided in a future amendment.

35. Special Provision 24 WORK HOURS allows the contractor to temporarily use adjacent lanes to the work zone area during overnight hours for mill and overlay operations during phase II and III. Please confirm that this includes hydro demolition operations as well. Additionally, please allow for adjacent lane usage during phase I.

Answer. The temporary use of adjacent lanes to the work zone area overnight hours during Phases II and III also includes hydro-demolition operation. This option is not applicable to Phase I.

36. Special provision 75 states "All areas shall receive a 4.5” deep removal by milling and hydro-demolition and replacement with 4.5” latex modified concrete (LMC) overlay". However, special provision 77 states "The contract unit price shall be inclusive of any depth of hydro demolition performed from ½” up to a maximum depth of 1” below the top mat of the deck reinforcement; no additional payment will be made to the Contractor for hydro-demolition depths within the specified depth range below the milled surface". These two specifications are in conflict, please clarify that in intention is to mill 2.5" and hydro demo 2" regardless of soundness of concrete for the entirety of the surface receiving the LMC overlay for a consistent, total depth of 4.5".

37. Please provide as-built drawings and details of existing bridge railings.

Answer. As-built plans are available for examination in the District Department of Transportation, Infrastructure Project Management Administration, 250 M Street S.E., Washington, D.C. 20003 during normal business hours.

38. Please provide as-built drawings and details existing drainpipes under the bridge.

39. "Special Provision 77 states ""The Contractor shall prevent the runoff water from flowing onto lanes of traffic adjacent to or below the work and into any body of water. The Contractor shall be responsible for compliance with all environmental laws and regulations regarding the discharge of runoff water. The

Contractor shall provide specific details of the method of runoff water treatment and collection and shall obtain all necessary permits required for its legal disposal or discharge into the environment”. Please confirm that DC Water, DDOE and EPA are the only authorities with water jurisdiction over the project area."

Answer. All work shall comply with provisions included in Special Provisions Appendices for US

Coast Guard, NPS (Riverbed SUP), and NOAA NMFS Greater Atlantic Regional Fisheries Office, Protected Resources Division, USACE and DOEE.

40. Please define the limits of the area to receive "REPAIR SLOPE PROTECTION IN FRONT OF PIER

1".

Answer. This pay item will be removed as part of an amendment, since the repair has very recently been performed.

41. Special Provision 75 states that the LMC shall be at a compressive strength of 3000 PSI within in 24 hours. The cost of this high early strength is significantly higher than the standard LMC mixes. Is it the intention of DDOT for the contractor to utilize this high early strength mix or is the standard LMC Mix acceptable.

Answer. Special Provisions will be updated to clarify the use of Latex Modified Concrete overlay.

Regular strength latex modified concrete overlay (f’c=4,500 psi) shall be used.

42. Please provide Form No. DC 2640-7 and the Payment Bond form for review.

Answer. Please see Anex 1 of this amendment.

43. Invitation For Bids Section C. C.5 A. gives the Contractor the risk of loss until Final Acceptance.

Builder’s risk coverage ends upon Substantial Completion or when the Work is put to its intended use, whichever occurs earlier. It is not equitable to give the Contractor the risk for loss it cannot insure. The contractor’s risk of loss should end upon Substantial Completion or at the point the Work is put to its intended use by the Owner, whichever is earlier. Please amend to: “Until Final Acceptance of the

Project by the District Substantial Completion or when the Work is put to its intended use, whichever occurs earlier, the Contractor shall be responsible for the Project and shall take every precaution against injury, or damage to any part thereof, whether arising from the execution or from the non-execution of the Project. The Contractor shall rebuild, repair, restore, and bear the expense of such injury or damage before Final Acceptance Substantial Completion or when the Work is put to its intended use, whichever occurs earlier, except to the extent that such injury or damage is due to unforeseeable cause beyond the control, and without the fault or negligence, of the Contractor or subcontractor.”

Answer. This provision is standard and will remain in effect in accordance with DDOT Standard

Specifications for Highways and Structures 2013, Section 107.15, titled 'Contractor’s Responsibility for

Work.

44. Invitation For Bids Section I I.8 A. states if the Contractor and/or its subcontractor maintain additional coverage in excess of the required insurance, the District shall be entitled to the broader/higher limits maintained by the Contractor and subcontractor. Contractor and/or its subcontractor should not be penalized on losses that exceed the required insurance types or amounts. Further, please consider that

Contractor’s corporate program was not designed to accept unlimited risk from a single project, but to provide sufficient coverage for all their operations. Please strike:

“If the Contractor and/or its subcontractors maintain broader coverage and/or higher limits than the minimums shown below, the District requires and shall be entitled to the broader coverage and/or the higher limits maintained by the Contractor and subcontractors.”

Answer. Confirmed. The District shall be entitled to the limits required by the contract.

45. Invitation For Bids Section I I.8 B.6. requires that all liability coverage be scheduled under the umbrella and/or excess policy. It is industry standard to only require the umbrella and/or excess policy to extend above the Commercial General Liability, Commercial Auto Liability, and Employer’s Liability policies as standard umbrella and/or excess policy do not extend to Professional Liability, Cyber Liability, Employment Practices Liability, and Pollution Liability. If these high limits are required to be provided for all liability policies, the additional premium cost would be poor value for money and cost prohibitive for a project of this size and scope. Please amend to:

“The Contractor shall provide evidence satisfactory to the CO of commercial umbrella or excess liability insurance with minimum limits of $25,000,000 per occurrence and

$25,000,000 in the annual aggregate, following the form and in excess of all the Commercial General

Liability, Commercial Auto Liability, and Employer’s liability policies. All Commercial General

Liability, Commercial Auto Liability, and Employer’s liability coverages must be scheduled under the umbrella and/or excess policy.”

Answer. This requirement entails coverage that provides additional liability protection beyond the limits of the primary insurance policies. This section shall remain unchanged.

46. Invitation For Bids Section I I.8 B. Construction Projects Controlled by the Contractor requires the builders’ risk policy limit to equal the replacement value of the structure and include coverage for property in transit and stored off premises and flood. Contractor requests confirmation that is acceptable to have sub-limits for flood and property in transit and stored off premises, as this is common practice in the insurance market and full limits are not commercially available.

Answer. This requirement remains unchanged.

47. Invitation For Bids Section I I.8 C. requires subcontractors to provide and maintain the same insurance as the Contractor. These coverages and limits may not be commercially available or would be cost prohibitive to most subcontractors, particularly the SBE and DBE subcontractors. This is particularly an issue should the subcontractors be required to carry the $25,000,000 umbrella, the Network Security/

Privacy (Cyber) coverage, Professional Liability and Pollution Liability insurances that are required of the Contractor. Please amend to recognize standard industry practice:

“Any and all subcontractors engaged by Contractor for work under this agreement shall be required to have the same insured required of Contractor. Should the Contractor wish to propose different insurance requirements than outlined below, then, prior to commencement of work by the subcontractor, the Contractor shall submit in writing the name and brief description of work to be performed by the subcontractor on the Subcontractors Insurance Requirement Template provided to the

Office of Risk Management (ORM). ORM will determine the insurance requirements applicable to the subcontractor and promptly deliver such requirements in writing to the Contractor. In either instance, the Contractor must provide proof of the subcontractor's required insurance prior to commencement of work by the subcontractor. Contractor shall require subcontractors to provide insurance per Contractor’s usual business practices.”

Answer. The Contractor shall require all of its subcontractors to carry at a minimum the insurance coverage and limits proportionate to the Sub-Trade Contractor contract value, scope, and risk. The Contractor shall ensure all tiers of his Sub-Trade Contractors maintain insurance in like form and amounts, including the

Additional Insured requirements. Each Sub-Trade Contractor shall provide Certificates of Insurance and applicable endorsements to the Contractor prior to the start of the Sub-Trade Contractor’s work on this project.

48. Invitation For Bids Section I I.8 E. requires the Contractor to carry all required insurance until all contract work is accepted and shall carry listed coverages for ten years following final acceptance.

Builder’s risk coverage ends upon Substantial Completion or when the Work is put to its intended use, whichever occurs earlier. Please amend to:

“DURATION. With the exception for Builders’ Risk insurance which shall end upon the earlier of Substantial Completion or when the Work is put to its intended use, the Contractor shall carry all required insurance until all contract work is accepted by The Government of the District of

Columbia and shall carry listed coverages for ten years for construction projects following final acceptance of the work performed under this contract and two years for non-construction related contracts.”

Answer. With the exception for Builders’ Risk insurance which shall end after final acceptance of the work performed under this contract, the Contractor shall carry all required insurance until all contract work is accepted by The Government of the District of Columbia and shall carry listed coverages for ten years for construction projects following final acceptance of the work performed under this contract and two years for non-construction related contracts.

49. Invitation For Bids Section I I.8 I. allows the District to change the insurance coverage requirements during the term. The Contractor must comply at their own expense. It is not equitable or reasonable to change the insurance requirements without allowing for reimbursement of the additional cost. Please amend to:

“The Government of the District of Columbia may reasonably change the above insurance coverage requirements during the Term by giving Contractor at least 30 days’ notice of the change. Contractor must comply, at your expense, and deliver to the CO evidence of compliance before the change becomes effective.”

50. Please confirm that SC 20(f) does not limit the availability of a time extension in the event of a delay caused by other government agencies.

Answer. To the extent that other government agencies are a party to the contract and written justification is provided by the Contractor to the Contracting Officer, a time extension may be considered if it is in the best interest of the District.

51. Please confirm that GC 108.08.C, SC-20(g), SC-27 and SC-32 do not limit the availability of a time extension for critical path utility-related impacts as provided by GC 103.01 Art17.E.

Answer. The provisions of GC 108.08.C, SC-20(g), SC-27 and SC-32 implies that these conditions shall not serve as a basis for time extensions.

52. Please strike the last sentence of SC-20(d) stating that no time extension will be permitted due to inclement weather as these conflicts with GC 103.01 Art 5.A.

Answer. The provision of GC 103.01 Art 5.A. shall take precedence.

53. Pursuant to ITB Section I.2, When does the current fiscal year end?

Answer. The District's fiscal year is from October 1 to September 30.

54. Are there any plans to paint the steel median barriers?

Answer. There are no plans to paint the median barrier as it is in satisfactory condition.

55. Contract item no. 0440-706995 -Structural Steel Special Item - LS -706991 - SPECIAL ITEM - REPAIR

STRUCTURAL STEEL - GRADE 36 is scheduled to be paid as LS. However typically, structural steel repair items are paid by LBS due to the extreme fluctuation nature of work including possibility of over runs when existing paint removal occurs. The contractor would suggest DDOT revisit this pay Item Unit, Or provide a breakdown table for the assumed total.

Answer. The lump sum payment corresponds to all structural steel repairs identified and shown on plans

(Drawing Numbers ST-DE-52 thru ST-DE-57, ST-DE-66 and ST-DE-67).

56. Line 305 – Pepco Service Connect, Disconnect & PEPCO Manhole Entry Fees – Typically DDOT provides the allowance amount for third party utilities. Please provide an allowance amount.

Allowance is $10,000,

57. Please consider adding a Line item for “Construction Lane Closing” for all the maintenance of traffic.

Typically, DDOT has added this item as a LS pay item on its projects before.

Answer. No lane closure required during any of the MOT phases as traffic lanes will be shifted Additional pay item is not applicable.

58. The Contract Plans call for use Of Latex Modified Concrete, however there are several variations of LMC including LMC VE which is a 2 Hour Mix, LMC 4 Hour Mix, LMC 8 Hour Mix, and LMC 12 Hour Mix.

While these variations have different initial set times, the end results consist of the same overall strength and characteristics. Please advise if DDOT will accept these different variations of LMC.

Answer. Special Provisions for Latex Modified Concrete overlay will be updated to clarify and remove early strength requirement via an amendment.

59. Per the MOT Phasing of the contract, the LMC Overlay is to be placed at some sections 30’ wide. Is a

Longitudinal Joint to reduce the section to 15’ wide or less acceptable? Or will DDOT allow Concrete trucks to be placed over the exposed top rebar mat?

Answer. Trucks are not allowed to move/operate on exposed rebar mat during the mill and overlay procedure.

60. Contract drawings sheet ST-DE-74 do not accurately portray the existing conditions of the downspouts/pipe, as this is a LS item, please clarify the scope of work as well as provide updated details on the drawings that reflect existing conditions.

Answer. The scope of the work is to replace all existing drainage pipes across the bridge. Details related to

North and South False Abutments will be updated as part of an amendment.

61. In the Appendices, The existing NPS Special use Permit is set to expire in March of 2024, Is the renewal of the permit already in the works by DDOT?

Answer. With regards to the Special Provisions Appendix No. 05 - NPS GWMP SUP for occupancy, DDOT will provide an approved permit with time extension after the provided permit expires on 3/4/2024.

62. No As Built Drawings were provided with the project documents Please provide As-Built Drawings. It is particularly important to have as-builts for Pier B, as the doors opening may need to be modified for access.

63. Contract specifications and drawing notes call for the existing utilities to be temporarily supported. Please advise if there is an agreement already in place with the utility owners. If so, please share such agreements already in place and/or contact information for those utility owners.

Answer. Coordination has been performed as appropriate with the utility owners whose existing facilities

(e.g. conduits in North Abutment) are estimated to be temporarily impacted to perform the proposed bridge rehabilitation work with no significant and permanent impact to these utilities. The temporary impacts include protection of the existing utilities as well as shifting them to provide access to certain bridge items to be repaired or replaced as indicated in the plans and special provisions. Contact information for the utilities can be provided after the contract award.

64. LMC Overlay (Item 0455-714004) is paid per SY. Typically, when performing Hydrodemoltion on an existing deck a separate Line item for the LMC Overlay is utilized under CY to compensate the contractor for the surplus Latex required for any delaminated section of the bridge deck Beyond the depths shown on the contract. Please advise how the contractor is to be paid for the additional delaminated section depths beyond the contract plans that might arise during hydro demolition.

Answer. The unit of measure for this pay item will be updated to CY as part of the Amendment 4

65. Contract documents call for removal of the existing 4.5” Overlay and placement of new LMC. However, the special Provisions seem conflicting. Item 715-991 Calls for Milling 2.5” of the existing deck overlay.

Additionally, Item 715-993 Hydro Demolition of existing deck overlay calls for the removal of concrete to a depth of 1” Below The bottom of the top mat as well as ½: Removal of Sound Concrete. Please Clarify the depth of removal required with Hydrodemolition. Please clarify the language and the intent in Special provision 77 – Hydrodemolition of Existing Deck Overlay.

Answer. The thickness of the existing deck overlay is estimated to be 4.5inches which will be removed through 2.5in milling and 2.0in hydrodemolition. Upon removal of the existing 4.5in LMC overlay, the deck shall be sounded and exposed delaminated areas in the deck shall be removed. Per Section 77 of Special

Provisions, hydro-demolition shall consist of removing concrete to a depth of 2 inch below the milled surface of hydraulic cement concrete decks in areas of sound concrete and removing concrete to a depth of 1 inch below the bottom of the top mat of reinforcing steel in areas of deteriorated concrete (e.g. spalls or delaminations at or below top mat reinforcement). The contract unit price shall be inclusive of any depth of hydro-demolition performed from 2” up to a maximum depth of 1” below the top mat of the deck reinforcement; no additional payment will be made to the Contractor for hydro-demolition depths within the specified depth range below the milled surface.

66. Per the Contract documents framing plan, there are various locations that are called to be cleaned and painted, the area is specifically circled, however the limits are not provided nor clarity. Please Clarify. Further

Sheet 59 calls for painting 2’ of spans 10 and 11, however these locations are not clarified. Is it 2’ in all directions of the work area? There seems to be ambiguity in limits shown on plans and special provisions, please clarify the intent and Special Provision 68.

Answer. The limit of proposed paint is captured and presented from support locations on Framing Plan

Drawings. The minor paint work at random locations along framing plan is incidental to the limits the paint work defined from support locations.

67. Enlargement of access doors at Bridge Piers B& C: These Pier/Abutments a structural load bearing members and support bridge girders on both side of the doors. Widening these openings to bring in equipment is a Permanent Structural Alteration, and this should be designed and provided to the Contractors at bid time.

Contractors cannot assume such risk not knowing what will be accepted or required for acceptance….

Alternatively, can access openings be created from the side walls which do not play any structural role for the

Bridge?

Answer. As indicated in Note 7 on Drawing Number ST-DE-13: “In case of use of light excavation machinery and equipment, the entrance door at Pier B may be widened to accommodate the ingress and egress to the enclosed area. Prior to making any modifications to the entrance door, the Contractor shall submit calculations and shop drawings stamped by a professional engineer registered in the District of Columbia to demonstrate the adequacy of the adjusted opening for safe load transfer through the remaining portion of Pier B. Upon completion of reconstruction work, The Contractor is responsible to reconstruct the opening at Pier B to it’s original size at no additional cost to the department”. Enlargement of access door is not applicable to Pier C location.

68. Temporary supports at Pier A: Can these temporary supports be removed safely for permanent repairs while the bridge is under live load traffic?

Answer. Currently engaged temporary shoring elements should be removed after the placement of the temporary support system shown on Drawing Numbers ST-DE-13 thru ST-DE-17.

69. Temporary support at Pier A: Are the temporary supports to be returned intact to DDOT during the project of become the property of the Contractor after the project is awarded. If needs to be returned, please provide the location to be delivered to.

Answer. The intent is for the removal and return of the temporary supports to DDOT in similar kind and condition as it was found to the fullest extent possible. The removal timing would be per the needs of the overall Project schedule and subject to the approval of DDOT CA. The specific DDOT maintenance yard where the supports would be delivered will be evaluated at the time of removal based on DC yard space availability. For purposes of bidding, the location would be in the District of Columbia, and in one of the

District’s maintenance yards within a 15-mile radius of the Project site. CM, DDOT and site contractor will coordinate delivery specifics.

70. Span A Beam End Repairs: Beam End Repair notes require the Beam end Repair to be performed while the girder is “shored”. It appears that the appropriate term should have been “jacked” if we look at the typical repair details and what is taking place in spans A & B.

Answer. Note 2 on Drawing Number ST-DE-68 will be updated to read “Beam repair at Pier A shall be performed after temporary SUPPORT is placed on both sides of the pier.”

71. Beam End Repairs with SCC: For SCC material to be used a minimum of 2” will have to be removed all around the beam end which risks releasing some of the pre-stressing wires to lose confinement and de-bond/peel….

Answer. The minimum application thickness for self-consolidating concrete is 1”. The limits of removal for beam end repair shall be determined in the field.

72. Please provide a more detailed specific beam end repair detail as the generic concrete repair detail should not apply to the end of a prestressed girder.

Answer. The beam end repair detail shown is adequate for the capture of the anticipated repair for prestressed concrete beams.

73. The permit for this project points out that the anadromous fish migration and spawning season is generally considered to occur between March 1st and June 30th. These months constitute prime epoxy injection months because of temperature restrictions on the products that will be used. Page 4, Paragraph 11 of the permit states that any proposed activities that will occur in District waters shall be approved by the USACE, National Park

Service, US Fish and Wildlife Service and NOAA. Is the intention of this project to not allow any in water activities to take place during this time frame, or do you anticipate a time of year restriction waiver to be certified and approved upon submittal of the appropriate requests?

Answer. Time of the year waiver and associated restrictions and qualifications have been issued by DOEE and will be provided via an amendment.

74. The permit for this project also restricts activities within the Potomac River from April 15th through

October 15th to mitigate disturbance of submerged aquatic vegetation (SAV), (page 4, paragraph 12 of the permit). Again, temperature restrictions on the epoxy grout that will be used to inject the cracks underwater make conducting injecting operations during this time frame critical to completing the project. Do you anticipate a restriction waiver being approved for work conducted by divers for this project? RESPONSE:

Answer. Time of the year restriction waiver and associated restrictions and qualifications have been issued by DOEE and will be provided via an amendment.

75. What constitutes water disturbance? Would we have to have turbidity curtains for each pier, or would we be able to move curtains? Can we move/spud barges in the water during the season? Would we have to sound monitor?

Answer. See response for Question 116.

76. (C) CONSTRUCTION REQUIREMENTS – The crack within the stone shall be tuck pointed and injected with mortar as described within the procedure contained in this specification. The length of the proposed sealing repair shall be cleaned. A paste-type epoxy adhesive shall be applied to the surface for the length of the crack. The paste epoxy shall be “pushed” into the crack. The paste shall be struck smooth with the surface of the cracks.

1. Qualifications: The Contractor and Subcontractors performing masonry repair must have a minimum of five (5) years of experience in comparable restoration masonry including a minimum successful completion of five (5) projects with scope and materials similar to this project. Submit project name, location, age and materials of structure, verbal description of work, photographic documentation, and contact reference names.

One skilled journeyman mason, trained and certified by the proposed granite-masonry-repair-system manufacturer, is required to be present at all times during granite masonry repair and is required to personally direct that portion of the work.

1 Other skilled masonry workers are required to have a minimum of three (3) years’ experience in application of granite repair and be certified to install the materials and methods proposed.

Is the above possible to be waived?

Answer. No. This is a project requirement.

77. Please confirm that existing conduits have been verified to be in sufficient condition for reuse.

Answer. Existing utilities shall be preserved and reused for lighting.

78. Please confirm that the existing electrical cable has been tested and verified to be in good working order.

Answer. Existing electrical cable has been recently used for lighting fixture upgrade on the bridge.

79. How are rusted or rotten conduits to be repaired/replaced as they are encountered during the type 1 and type 2 repair process?

Answer. The conduits are currently in proper working order.

80. The duration to remove an existing light pole and replace it with a new light pole is expected to take more than 5 working days. Please confirm that general note 4 on LT-ST-GN-01 does not apply. If general note 4 still applies, please note how temporary lighting is to be paid.

Answer. General note 4 is applicable as stated.

81. Please confirm how the conduit is to be extended within the anchor casting for the light poles if the casting is not to be removed and there is limited space around the existing conduit.

The installation of the new light poles shall be performed without removal of the anchor casting. The extension of the conduit will be assessed once the existing light pole cap is removed.

82. Please confirm there is no work associated with the Navigation Lights in the scope of this project. Please provide approved light pole manufacturer with a pole model number that includes the base plate.

Answer. No work associated with the Navigational Lights is anticipated.

83. Please provide weld information for the connection of the light pole to the base plate.

Answer. As shown on plans, the top of the casting to be tapered to fit snugly inside of pole.

84. Please confirm the base plate is not to be welded to the square anchor casting/handrail structure.

Answer. As shown on plans, the top of the casting to be tapered to fit snugly inside of pole.

85. Please confirm whether the entire light pole is to be painted the same color as the handrail, or simply the base plate. Please provide color numbers for painting.

Answer. The entire light pole needs to be painted standard Federal Standard Gray, 16099.

86. The existing light pole-based plates and casting appear to have significant rusting. It is highly likely that the existing poles and anchor sleeves are rusted together. There is a big potential for damage to occur to the anchor sleeve during pole removal. Who will determine the existing anchor casting is suitable for placement of the new pole? Please confirm the necessary repairs will be compensated through Change Order.

Answer. Per latest inspection report, the anchor casting only needs to be cleaned and painted.

87. Please confirm the existing anchor sleeves have been determined to be in a suitable condition for removal and replacement of the light poles.

Answer. Per latest inspection report, the anchor sleeves are considered to be in suitable condition for removal and replacement of light poles.

88. Can additional attachment details be provided for the 25’ Pendant Poles that are to be mounted on the bridge anchor castings?

Answer. No additional details would be needed. The light pole will be replaced on top of the existing anchor casting plate.

89. Please provide as-builts, drawings or cut sheet to for the existing poles. These are not standard DDOT pendant poles.

90. It appears from the site visit that the existing poles may be welded to the anchor casting. Please confirm if the intent is for these replacement poles to be welded to the anchor castings. Please confirm how the existing poles are to be removed.

Answer. Existing poles are not welded as shown on as-built plans.

91. Since the existing light poles may be welded to the anchor casting, removing the poles by cutting or burning welds may be required and will cause damage to the existing anchor castings. Please confirm that these anchor castings are intended to remain in place, or indicate how installation of the replacement anchor castings are to be paid.

Answer. Existing poles are not welded as shown on as-built plans.

92. Please confirm any field welding test requirements that will need to be followed in order to attach the replacement poles to the anchor castings.

Answer. No additional details are needed. The light pole will be replaced on top of the existing anchor casting plate.

93. Item 0120, PCC Directional Island, please inform the location of the directional Island in the project plans.

Answer. Refer to Drawing Number ST-GP-02 for the location of direction islands above North False

Abutment.

94. Typical plan sections indicate placing of 4.5” Latex Modified Concrete overlay on the milled/hydro demolition deck. SP 76 specifies 2.5” milling of the existing concrete. SP 77 Specifies removal of concrete, using hydro demolition, ½” below milled deck in the areas of sound concrete, and 1” below the top mat of reinforcing in areas of deteriorated concrete. This translates in a total removal of 3” where sound concrete and possibly 4.5” where deteriorated concrete. Please confirm that in the areas of sound concrete 3” removal and placing LMC overlay is acceptable contrary to what is shown in plans.

Per Section 77 of Special

Provisions, hydro-demolition shall consist of removing concrete to a depth of 2 inch below the milled surface of hydraulic cement concrete decks in areas of sound concrete and removing concrete to a depth of 1 inch below the bottom of the top mat of reinforcing steel in areas of deteriorated concrete (e.g. spalls or delamination at or below top mat reinforcement). The contract unit price shall be inclusive of any depth of hydro-demolition performed from 2” up to a maximum depth of 1” below the top mat of the deck reinforcement; no additional payment will be made to the Contractor for hydro-demolition depths within the specified depth range below the milled surface.

95. The notes on Sheet ST-SC-05, Stage II in all phases, state that the existing Latex Modified Concrete overly shall be removed with 2 1/2” milling and 2” hydrodemolition. Our recollection is that the existing overlay is

Silica-Fume Concrete and not LMC. As this may affect the rate of milling and hydrodemolition, please verify and confirm the type of existing overlay.

Answer. The intent is to remove all existing overlays before the LMC overlay be placed to top of existing deck.

96. Some areas of deck may have received over 4.5” of overlay which will stay in place. If the existing overlay material is Silica-Fume please confirm that the new LMC overlay is compatible with the existing material and there will not be a bonding issue.

Answer. See Response to Comment No. 94.
