About this file
This document is an Attachment A - Narrative for the DCFS PO22-260B IT Project Services - OIG Case Management RFP issued by the Illinois Department of Children and Family Services (DCFS). The purpose of this narrative is to evaluate the Offeror's proposed approach and resources to replace DCFS's fifteen-year-old customized case management solution with Microsoft Dynamics. The Offeror is required to describe their firm's profile, experience, performance, longevity, and approach to project planning, oversight, coordination, risk management, and project closeout. The Offeror must also detail their staffing plan, including the number of in-house and subcontracted resources, and provide resumes for key personnel. The contract is for a 24-month term, and DCFS requires the Offeror to provide the full project team within 30 calendar days of contract execution. The RFP specifies that DCFS will only accept electronic submissions, and paper responses will not be accepted.
The RFP does not provide details on pricing terms, set-asides, incumbents, funding requirements or sources, or other financial information. The focus is on the Offeror's qualifications, project management approach, and staffing plan to successfully deliver the IT project services for the OIG Case Management solution replacement.
