C.1 BACKGROUND

The purpose of the ASR-9 is to enhance the safety of air travel through timely detection and reporting of aircraft position within 60 nautical miles of a radar location near an airport’s terminal approach and departure zones. Data from ASR-9 is provided to automation systems and used by air traffic controllers to provide positive indication of aircraft within terminal airspace (the airspace surrounding a major airport).

Each ASR-9 system has two distinct sites. The first, the local site, houses the radar equipment, including the antenna and transmitter. The second, the remote site located in the Terminal Radar Approach Control Facilities (TRACONs), is used to distribute data to the end user. The ASR-9 system uses Racal-Milgo modems and an ANS 185 Switch to send surveillance, weather, and system control and monitoring data between the local radar site and the remote site. Failure of more than one modem will reduce radar performance, which could cause a full outage of primary radar, beacon, and weather data.

The Racal-Milgo modems and ANS 185 Switch are obsolete and anticipated to run out of stock within the next five years. The Federal Aviation Administration (FAA) is seeking a contractor to provide key elements of a modernized ASR-9 communications subsystem to replace the legacy ASR-9 communications subsystem that contains the Racal-Milgo modem, ANS 185 Switch, and other ancillary parts. The deliverables represent one element of a larger complex deployment of equipment to modernize ASR-9 communications subsystem to replace the Racal-Milgo modems and ANS 185 Switches.

The ASR-9 DCE Modernization Kit deployment comprises two stages. An initial stage is to add the infrastructure needed to test the communication lines between the local and remote locations. The final stage is the installation of equipment to connect the ASR-9 local site equipment with the new communication infrastructure. As part of the scope of work, the contractor must acquire, assemble, and pack infrastructure kits and installation kits to support these stages of the deployment. A “kit” is defined as an assembly consisting of multiple parts that, when grouped together, meet specific physical, functional and performance parameters.

Each kit constitutes a portion of the overall DCE modernization configuration that will be installed at each ASR-9 site.

C.2 SCOPE

The scope of this DCE Modernization effort consists of acquiring, assembling, and packing parts into the following kits:

a. Installation Kit (CLINs 0002 & 0004)

b. Infrastructure Kit (CLINs 0003 & 0005)

c. Installation Wiring Kit (CLINs 0006 & 0008)

d. Infrastructure Wiring Kit (CLINs 0007 & 0009)

Section C Page 2

The diagram below depicts the kits and their respective sub-kits.

Figure 1: DCE Modernization Kits and Sub-Kits

a. Installation Kit (CLINs 0002 & 0004) - The Installation Kit parts are grouped into three sub-kits; the LCER Rack Installation Sub-Kit, the 4-Bay Installation Sub-Kit, and the Digital Remote SCIP Replacement (DRSR) Rack Installation Sub-Kit.

b. Infrastructure Kit (CLINs 0003 & 0005) - The Infrastructure Kit parts are grouped into two sub-kits; the DRSR Rack Installation Sub-Kit, and the Mobile Rack Infrastructure Sub-Kit.

c. Installation Wiring Kit (CLINs 0006 & 0008) - The Installation Wiring Kit consist of custom cables and connectors grouped under the Local Wiring Sub-Kit.

d. Infrastructure Wiring Kit - (CLINs 0007 & 0009) - The Infrastructure Wiring Kit parts are grouped into two sub-kits; the DRSR Rack Wiring Sub-Kit, and the Mobile Rack Wiring Sub-Kit.

For the Installation Kit, Infrastructure Kit, and Infrastructure Wiring Kit, one (1) each of the sub-kits must be included to complete the respective Kits as a deliverable per Section B.

The Installation Kit and the Infrastructure Kit consist of commercial-off-the-shelf (COTS), modified COTS, and custom parts. The Installation Wiring Kit and Infrastructure Wiring Kit consist of custom cables and connectors.

Specific tasks include:

a. Procuring parts

b. Receiving and storing Government-furnished material
