About this file
This is a Disadvantaged Business Enterprise - Neutral (DBE-N) Program Small Business Participation Plan (SBPP) annual submission form issued by the City of Phoenix Public Transit Department in compliance with United States Department of Transportation regulations under 49 CFR Part 26. The form applies to the Volunteer and Guest Services Management contract, which has a commencement date of approximately June 1, 2027, and runs for a five-year term with no extension options. The contractor must submit this SBPP annually on the anniversary date of contract execution and track all small business participation including subcontractors, joint venture partners, suppliers, and service providers. The form requires contractors to document current small business relationships, identify future opportunities for small business engagement, and designate a contract liaison responsible for annual submission and reporting requirements.
The SBPP mandates that contractors demonstrate good faith efforts and reasonable efforts to promote small business participation on Federal Transit Administration (FTA)-assisted projects. Contractors must utilize the City of Phoenix Certification and Compliance System (phoenix.gob2g.com) to enter monthly documentation of all small business participation and must provide supporting documentation with their annual submissions. The plan requires contractors to contact the PTD Compliance Specialist for guidance, conduct proactive outreach to verified small business suppliers, maintain logs of communications and responses, and use City of Phoenix and Federal databases to locate potential small business opportunities. No pricing information, funding amounts, or incumbent contractor details are specified in this SBPP template document.
