I. Project Description
Jacob K. Javits Federal Office Building (FOB) located at 26 Federal Plaza, New York, NY is a
45-story plus 2 levels of basement, Class A office building built in 1967. A 41-story addition was built along the west side of the original office building in 1977 called the Annex. The FOB and
Annex are home to many of the federal agencies serving the New York City Metropolitan region.
At 2.8 million square feet, the building is the largest facility in GSA’s Region 2 portfolio.
The GSA is seeking Design-Build services for the modernization of the two service elevators located in the FOB side of 26 Federal Plaza.
The original Westinghouse gearless service elevators have been modernized once in the early
1990’s since the original installation circa 1968-69. The original DC (direct current) hoist motors have exceeded (50) years in service, and the control systems have exceeded twenty (20) years of service. The service elevator and associated components have all reached their intended useful life and as such are ready for a full and complete modernization.
A. Project Type
Design-Build Elevator Modernization
B. Objectives
The Design-Build Contractor shall conduct a site assessment, provide construction documents, and implement a modernization of the service elevators in accordance with GSA’s Facilities
Standards P-100, Family of ASME A17 standards, and applicable federal and New York City building codes.
Minimum objectives include, but are not limited to:
1. Comprehensive design-build services for the modernization of FOB service elevators #43 and #44. The GSA wishes to accomplish the modernization of both service elevators #43 and #44 under the same award – however, due to financial constraints and contractor proposals, this may or may not be feasible. As such, the GSA wishes the modernization of service elevator #43 to be base contract and modernization of service elevator #44 to be a contract option that the GSA can exercise if financially feasible at award or a later date at the GSA’s discretion.
2. For base contract and options, the Contractor shall provide all labor, materials, equipment and design services for the removal of existing service elevator equipment and installation of new systems to modernize existing service elevators.
3. Unless otherwise noted by the GSA, all elevator components and systems shall be installed new. Equipment identified by the GSA to be reused shall be refurbished, patched, repaired, modified and/or adjusted to meet the intent of the modernization.
Reused components shall be thoroughly cleaned and repainted as needed to provide a new finish. Perform any patching/repairs/alterations in elevator hoist ways and machine room as necessary. See Section I.D & Section I.E for base contract and options, and
Attachments 1 – Bid Sheet & Attachment 3 – General Elevator Requirements for reference.
4. All parts shall be built to standard dimensions, tolerances and clearances such that similar parts of similar machines and devices are completely interchangeable. Newly installed devices shall be non-proprietary and be able to be serviced and maintained by the building management office. Equipment in the elevator machine room shall be arranged such that items can be removed for repairs or replacement by conventional means, without dismantling or removing other equipment components in the machine room.
Adequate work space for maintenance and repair operations shall be provided around the elevator equipment in machine room with clear passage to any access or trap doors.
5. Special security considerations and floor restrictions in a federal building shall be included in the modernization. The GSA shall have the ability to limit or restrict operation of the service elevators as needed to specific tenant floors and mechanical floors in the building. The modernization shall provide user friendly features to include, but not be limited to, graphical user interfaces and ease-of-usage programing such that the GSA can adjust/modify the functionality of the service elevators as needed to better serve its occupants.
6. Design services shall ensure that all programming and parts of the elevator equipment shall be of such design, size and material as to satisfactorily function under all conditions of loading and operation fit for the building operations. At a minimum, existing service elevators functionality, sequence of operations, platform size, rated loads, and rated speed shall be maintained unless deemed to be modified by the Design-Build contractor
Architect / Engineer of Record (AOR /EOR).
7. As part of Base Contract, the contractor shall provide Design Development (30%
Submission) documents for the modernization of BOTH service elevators #43 and #44.
Design Development shall verify capacity, sizing, and sequence of operations of the service elevators are adequate for the building size and operations. Submission shall include a narrative of pre-design survey assessment and investigation, and shall indicate preliminary code analysis, modernization features, upgrade concepts, design renderings, material samples, and preliminary drawings and calculations for the GSA’s approval.
8. As part of Base Contract, Provide 75%, 90% and 100% construction documents for the modernization of BOTH service elevators #43 and #44. Construction documents shall be coordinated between all applicable disciplines to include, but not be limited to, architectural, electrical, mechanical, fire protection, life safety, and information-technology (IT). Construction Documents shall be signed and dated with licensed professional seals, and meet all requirements in accordance with P-100, ASME A17, applicable Federal & New York City building codes and this Statement of Work.
9. Construction stage for the modernization of the service elevators shall be in accordance with approved construction documents by the GSA. Construction work shall be performed as such not to interrupt the buildings operations or operation of building occupants. If Base Contract and Options are exercised at award, no more than one service elevator shall be taken out of service during the normal working hours of the building to perform this work and modernization construction shall be phased accordingly. Any noisy or disruptive work will be performed after the normal working hours of the facility.
Include all after hours work within the proposal.
10. Any additional objectives as identified in this statement of work and supporting attachments.
C. Project Delivery Approach
1. Design Build (DB)
a. The design-build process uses a Request for Proposal (RFP) to solicit for design and construction by a single contractor. The contractor may consist of separate firms or consist of firms that can handle both functions internally.
b. A design-build RFP states the project functional requirements, design and engineering criteria, and technical performance specifications.
D. Base Contract Minimum Requirements (Modernization of Service Elevator #43)
1. NOTE #1: Table below is provided for reference and ease for submitting price proposals. The Design-Build Contractor shall be responsible to provide all services, labor, and material necessary to provide complete modernized elevators to meet the objectives of this project – whether or not items/components are specifically mentioned in this statement of work. Unless otherwise noted, all necessary materials and components for service elevator modernization shall be new. See Attachment #1 – GSA Division One and
Attachment #3 – General Elevator Requirements for further details.
2. NOTE #2: If Contract Option to modernize service elevator #44 is not feasible at time of award, all components under the base contract shall be installed such as to allow system expansion and integration of the modernization of service elevator #44 at a later date at the discretion of the GSA. The base contract shall include all provisions for future modernization of service elevator #44 and shall be planned and phased accordingly.

Furnish and install new CCTV cameras inside elevator cabs and associated CCTV components in elevator machine room. CCTV system shall consist of a Network Video Recorder equipped with enough storage to record continuously for 30 days at a minimum of 1080P resolution at 30 frames per second with monitor and keyboard for reviewing/viewing of recorded and live scenes. The
CCTV system shall be expandable and flexible such that the system could be monitored / controlled in other areas of the building as necessary by the GSA at a later date.

Features
New control system shall have user friendly features to include, but not be limited to, graphical interfaces and ease-of-usage programing such that the GSA can adjust/modify the functionality of the service elevators as needed. Control system shall be able to accept any proposed security system as determined by the GSA for future expansion and flexibility. Note – existing keyed switches for secure floor access inside elevator cabs are not required for modernization in preference of using PIV card readers to control secure floor access – see contract options.
Electrical &
Emergency Power
Operations
Maintain existing sequence of operation in case of power failure. Furnish and install new components as determined by the Architect / Engineer of Record to include, but not limited to, disconnect switches, maintenance outlets, lighting, and circuit protection devices for new systems.
Furnish and install all materials to tie-in to existing electrical infrastructure. Construction documents shall indicate coordination across all specialties and any adjustments/modifications/alterations to meet the objectives of this project and compliance with applicable code requirements.
38 HVAC System
Furnish and install new HVAC system to provide necessary temperature conditions to support new modernization equipment temperature requirements as determined by the Engineer / Architect of
Record. Ensure new HVAC equipment is properly sized to accommodate all new equipment and satisfies P-100 requirements. HVAC system to the service elevator machine room shall be a stand-alone system dedicated for temperature control of the elevator systems – adjacent open space to machine room with outside air plenum may be used to place new HVAC system; perform any wall penetrations to machine room as necessary for new system. Construction documents shall indicate coordination across all specialties and any adjustments/modifications/alterations to meet the objectives of this project and compliance with applicable code requirements.
Machine Room
Conditions
Verify existing conditions such as mechanical, electrical, fire and life-safety systems are suitable for proposed modernization as part of design services. Verify tie-in to building’s electrical, mechanical, IT, sprinkler and fire-alarm systems. Patch, repair and modify as necessary to support new equipment. Provide all labor and material to meet the objective of this project as determined by the Engineer / Architect of Record. Construction documents shall indicate coordination across all specialties and any adjustments/modifications/alterations to meet the objectives of this project and compliance with applicable code requirements. Note: Elevator machine room sprinklers have been capped since last modernization, the AOR/EOR must investigate and determine if existing building conditions satisfy new modernization requirements and create construction documents accordingly to repair / modify existing conditions as necessary to meet applicable local code requirements.
Pit and Hoistway
Conditions
Provide thorough cleaning of the pit and hoistway equipment to include, but not limited to, door tracks, rollers and related equipment. Verify existing conditions as part of design services;
construction documents shall indicate any adjustments/modifications/alterations to meet the objectives of this project and compliance with applicable code requirements to include but not limited to new GFIC outlets, pit light switches and light guards.
E. Contract Options
1. Option #1 – Modernization of Service Elevator #44
a. The contractor shall provide all labor, materials, equipment for the removal of existing service elevator #44 and installation of new elevator systems to be integrated as part of base contract modernization efforts.
b. All base contract minimum requirements where applicable apply to the modernization of service elevator #44.
2. Option #2 – Additional Security Operations and Features
a. In addition to Base Contract Security Operation and Features - the Design
Build Contractor shall furnish and install Personal-Identification-Verification
(PIV) card readers inside service elevator cabs to include necessary hardware components, communication devices, relays and programing to be installed near car operating panel provided as part of base contract (and option #1 if selected).
b. The contractor shall also furnish and install Personal-Identification-
Verification (PIV) card readers at public floor locations at the ground floor, nd
, and 6 th floors to include necessary hardware components, communication devices, relays and programing to be installed near the hall push button fixtures provided as part of the base contract.
c. The contractor shall provide per-floor-unit pricing to the GSA for installation of additional card readers at other floors for GSA’s consideration and choosing – see Attachment 1 GSA Division One Specifications
d. The selected PIV card readers shall be integrated with the building’s Physical
Access Control System (PACS). The GSA shall have the ability to program the elevator PIV card readers through the building’s PACS and limit/restrict tenant floor access via the service elevators through the use of federal issued
PIV cards.
e. For restricted floor spaces as determined by the GSA, a building occupant shall have to scan his/her PIV card to use the service elevator to that floor.
The GSA shall have the ability to modify access controls via the existing building’s PACS system in addition to access control features as part of the base contract.
f. The PACS vendor for the building is eVigilant. The Design-Build contractor shall coordinate with this vendor for price proposals and execution of this option. Contact information for eVigilant:

3. Option #3 – Additional Design-Build services for integration of Regenerative
Drive Systems.
a. In addition to Base Contract Requirements – As a function of the service elevator modernization, the GSA is seeking to install a regenerative drive elevator system in each service elevator in lieu of traditional elevator systems.
b. The objective of the regenerative drive system it to reduce the building’s energy consumption, lower the operating cost of the elevators, and make the building more sustainable.
c. The design-build contractor shall provide design services for the integration of the new regenerative drive systems into the existing building infrastructure.
The contractor shall furnish and install new regenerative drive components in lieu of a traditional elevator system as determined by the Architect / Engineer of Record. Construction documents shall indicate coordination across all specialties and any adjustments/modifications/alterations to meet the objectives of this project and compliance with applicable code requirements.
d. All conditions of the base contract remains – the contractor shall provide a price proposal for the additional cost to implement a regenerative drive system per service elevator in lieu of base and options contract requirements.
4. Option #4 –Design-Build services for replacement elevator switchboards “F1” and “F2”.
a. The existing switchboards serving the elevator machine room equipment are building-original. Base and option requirements for the elevator modernization are to tie-in to existing building infrastructure; however, the
GSA is seeking an option to replace the building elevator switchboards as part of the elevator modernization efforts.
b. The contractor shall provide all labor, materials, equipment and design services for the removal of existing service elevator switchboards and installation of new building switchboards to service modernized elevator equipment as part of the elevator modernization effort.
c. Construction documents shall indicate coordination across all specialties and any adjustments/modifications/alterations to meet the objectives of this project and compliance with applicable code requirements. Refer to P-100 for GSA switchboard/switchgear requirements and Attachment 8 – Elevator
Switchboard, Schedule & Floor Plan – Building Original for reference.
5. Option #5 –Design-Build services for installation of automatic sprinkler system in service elevator machine room
a. Although consideration is given to local New York City Building Code, the
GSA adopts nationally recognized building codes and standard throughout federally owned facilities. As such, in addition to base contract requirements for machine room conditions, the GSA seeks an option for the design and installation of automatic sprinkler system in the service elevator machine room in accordance with GSA’s P-100.
b. The design-build contractor shall provide design services and shall configure, furnish, and install all associated service elevator components to implement an automatic sprinkler system in the elevator machine room to include, but not limited to, manual isolation valves, waterflow switches, etc.
c. Refer to P-100 Section 7.10 Elevator Systems for additional reference.
F. Contract Allowances
1. Allowance #1 – Hazardous Material Abatement Allowance
a. As part of proposal, the Design-Build Contractor shall include an allowance for the testing and removal as hazardous material – see attachment #6 –
Asbestos Assessment and attachment #12 – Asbestos and Lead Service
Elevator Pre-Alteration Report.
b. It is the objective of this modernization to not disturb or alter areas where
Hazardous Material is present or questionable. However, in case it is a necessity to work in such areas as identified in the construction documents as part of the design services, and as indicated by the Engineer/Architect of
Record (AOR/EOR), the contract shall provide an allowance for the testing and removal of hazardous material to accomplish such work if necessary. See
Attachment #4 – Contractor Pricing Form for reference.
c. The contractor shall be responsible for any patching/repairs of any removed material as a result of abatement – See Attachment 1 – GSA Division One
Specification for further requirements.
d. The contractor shall assume full responsibility and liability for compliance with all applicable Federal, State, and local regulations pertaining to the protection of workers, visitors to the site, and persons occupying areas adjacent to the site including, but not limited to, hazardous material abatement.
2. Allowance #2 – Hoistway Patching and Painting Allowance
a. As part of proposal, the Design-Build Contractor shall include an allowance for the painting, patching and repair to elevator hoistway identified in the construction documents as part of the design services, and as indicated by the
Engineer/Architect of Record (AOR/EOR). See Attachment 1 – GSA Division
One Specification for further requirements.

II. General Requirements
This Statement of Work (SOW) is organized according to the following breakdown of the project into major stages and phases:

The requirements set forth in this section apply to all stages and phases of the project as described in the Scope of Services section below.
A. Contract Parties and Contract Work
The parties to this contract are the Contractor, hereinafter referred to as the Design-Build (DB)
Contractor, and the United States Government. For purposes of this contract, the office representing the Government is the General Services Administration (GSA), Region 02, Public
Buildings Service, hereinafter referred to as the GSA.
The individual authorized to act on the behalf of the GSA in the administration of this contract is the GSA Contracting Officer (CO). The GSA Contracting Officer may delegate certain of his or her authorities to others, and if so, will notify the DB Contractor in writing of the specific authorities delegated to, and limitations placed upon, named authorized representatives. The DB
Contractor shall not take any direction, or act upon any information, from individuals other than those having the requisite authority as confirmed by the GSA Contracting Officer’s written notification.
This contract includes both Design Stage services and Construction Stage work, all to be performed by the DB Contractor, its Architectural Engineering (AE) team, consultants and or subcontractors. Design Stage services and submittals shall be as defined in Section III and other sections of this Statement of Work (SOW).
The DB Contractor shall proceed with the Design Stage services upon receipt of limited notice to proceed for that portion of the work. The GSA will issue a separated limited notice to proceed with the Construction Stage work upon completion of the Design Stage services and the GSA approval of the DB Contractor final design submission. Construction Stage work includes preparing construction documents / submittals and performing construction in conformance with design documentation.
The DB Contractor Architect-Engineer (AE) shall be the Architect of Record for the project and shall bear all responsibilities and liabilities appurtenant thereto. The AE shall have & maintain any and all licenses that would be required to complete work for this project; including but not limited to all necessary licenses needed within the State & City of New York.
The specific activities, tasks, and deliverables required of the DB Contractor are further delineated in this Statement of Work (SOW).
B. Professional Ethics and Standards of Practice
In the conduct of all activities required for or otherwise related to the performance of the contract work, the DB Contractor shall conform to and uphold all established ethical principles and professional standards of practice governing the DB contractor segment of the construction industry, including but not limited to the International Union of Architects (UAIA) Accord on
Recommended International Standards of Professionalism in Architectural Practice, the
American Council of Engineering Companies (ACEC) Ethical Guidelines, and the tenets of professional ethics contained in the Design-Build Institute of America (IA) Design-Build Manual of Practice.
C. Project Delivery Team Roles and Responsibilities
In the performance of the requirements of this contract, the DB Contractor shall work in concert with other parties on the Project Delivery Team. The Project Delivery Team will include the
GSA personnel, DB Contractor’s team and other stakeholders. The DB Contractor will develop, periodically update, and maintain throughout the course of the project, a listing of the Project
Delivery Team membership and respective roles and responsibilities.
The Design Build (DB) Contractor is responsible to perform Pre-Design and Construction
Document Phase, Final Construction Document Phase, and Construction Phase services in accordance with the GSA project requirements, schedule, performance objectives, scope of services, and other requirements provided in the Design-Build contract. The specific activities, tasks, and deliverables required of the DB Contractor are further delineated in Section III and other sections of the Statement of Work (SOW).

* The Design-Build Contractor shall check the Pre-Final (Approx.
100%) Submission in the field, prior to submission to GSA, to ensure that the design reflects actual field conditions.
E. DB Contractor Team
The DB Contractor shall provide the necessary staff to perform and complete the required work to include, but not limited to, the Design and Construction of architectural, mechanical, electrical, plumbing, fire-protection and information-technology systems as necessary to meet the objectives of this scope of work.
The contractor shall submit a project staffing plan and key personnel resumes to the Contracting
Officer for approval as part of the contractor’s proposal.
The DB Contractor’s Architect-Engineer of Record (AOR/EOR) shall have a minimum of ten years’ experience as a licensed professional in the State of New York and shall demonstrate experience in previous elevator modernization project of similar scope and complexity in the
City of New York.
During the performance of the services required under this contract, the DB contractor shall obtain the GSA written consent before making any substitution for subcontractors and outside associates or consultants specifically identified and agreed to during negotiations.
The DB Contractor shall abide by all relevant sections in the Federal Acquisition Regulation
(FAR), including but not limited to:
FAR 52.236-5, Material and Workmanship, regarding removal of any employee deemed incompetent, careless, or otherwise objectionable
FAR 52.244-4 regarding subcontractors and outside associates and consultants
F. Performance Objectives
All services must be conducted in accordance with the documents listed below and other sections of this Statement of Work. The applicable version of each document shall be the version current at the time of award of this contract. In the event of a conflict between the requirements stated in these documents and requirements provided elsewhere in this Statement of Work, the DB contractor shall submit a Request for Information (RFI) to the government for clarification.
1. Standards and Criteria Documents
a. GSA Facilities Standards
The GSA Facilities Standards for the Public Buildings Service (PBS) P-100 is the document that provides the design standards and criteria for all new buildings, major and minor alterations, and work in historic buildings for the Public Buildings Service of GSA. This document contains the policy and technical criteria to be used in the programming, design, construction and documentation of GSA buildings. All the submission requirements for drawings, specifications and reports are listed in this publication.
b. CAD Standards
The GSA CAD Standards are composed of several documents. These are the PBS CAD
Standards and the PBS Assignment Drawing Guidance, which should be used in conjunction with the BOMA publication. CAD files for layering and title blocks are available on-line at www.gsa.gov.
c. Specifications Standards
All specifications in GSA projects are performance specifications, with no sole source items allowed. GSA has adopted the AIA MASTERSPEC as the standard specifications to be used on all GSA projects. The General Guide for Editing Specifications is the GSA guide for preparing project specifications.

d. Applicable Codes and Standards
Construction documents shall be based on nationally recognized codes, however, due consideration shall be given to local New York City code requirements. The design team shall identify local requirements that have a significant impact on elevator operations, life-safety, and operations of emergency responders in New York City for consideration.

GSA Sensitive but Unclassified (SBU) Document Security
SBU document security is required to reduce the risk that GSA building information will be used for dangerous or illegal purposes by others. The DB Contractor shall comply with PBS order
3490.2, which is titled Document Security for Sensitive but Unclassified (SBU) Paper and
Electronic Building Information. This document covers the procedures and labeling requirements for SBU documents during all project phases including design, construction procurement, and construction administration, building commissioning and ongoing building operations. It is meant to reduce the possibility of harm while still respecting GSA’s legitimate business needs to allow access to SBU building information by those with a need to know, such as design professionals, contractors and others. The general principles of this policy are to give SBU project information only to those who have a need to know, to keep records of who received
SBU project information, to safeguard SBU project information during use and to destroy it properly after use.
Any conflicts or ambiguities within or among the referenced standards and criteria documents, or any deviations from requirements contained in the standards and criteria documents, must be reported to the GSA in writing, for determination as to applicability.
e. Division One of the DB Contract Performance Specification
The DB Contractor shall use the updated GSA Division One specification sections to combine with their technical sections; these sections are used to describe the project’s general requirements, and they precede the technical specification sections and must be edited and coordinated with the technical sections in coordination and approval of the GSA. Any changes to the Division One specifications must be approved by the assigned Contracting Officer – see attached Division One sections modified for this project.
2. Waste Diversion Goal
a. Minimum Performance Criteria (MPC)
Construction Waste Management: Reducing and recycling construction waste is a GSA goal.
The target construction and demolition waste diversion percentage for this project is 50%.
G. Project Management Responsibilities
1. Communications Plan
The DB Contractor shall provide a detailed Communications Plan to the GSA one (1) week from contract Notice to Proceed. The project communications plan shall indicate all parties involved in this project to include, but not be limited to, subcontractors and stakeholders. This plan will be used and maintained throughout the project and modified as necessary to suit each project phase.
The DB Contractor contractual responsibility is to the GSA only and not to other contractors, tenants agencies or local community interests where the project is located. The DB Contractor shall direct all questions and requests from tenant agencies and local community interests to the
GSA. Prior to contacting any parties other than the GSA regional personnel, the DB Contractor shall confirm all meetings and/or communications with the GSA.
The DB Contractor shall not release any oral, written or graphic information regarding this project to outside sources without obtaining prior consent from the GSA. All requests for information concerning the project must be referred to the GSA for response.
2. Detailed Project Schedule Development and Maintenance
The GSA overall milestone project schedule is referenced in the Schedule section of these
General Requirements, identified in Section II.D and other sections of this SOW.
Within one (1) week from design phase limited notice to proceed, the DB Contractor shall develop and provide a detailed schedule in Microsoft Project for completion of all Design Stage activities, tasks, and submissions required herein, leading up to and including the final design development submission(s).
After the DB Contractor receives limited notice to proceed with the Construction Phase work, within one (1) week, the DB Contractor shall provide and maintain a detailed schedule in
Microsoft Project for completion of all Construction Stage activities, tasks, and submissions required herein.
After approval by the GSA, the DB Contractor schedules will be incorporated into the master project schedule kept by the GSA.
Refer to FAR 52.236-15 Schedules for Construction Contracts for additional schedule requirements.
3. Project Progress Meetings/Presentations
During the Design and Construction Stages, the DB Contractor shall host at a minimum bi-weekly project progress meetings with the GSA as required to keep all parties apprised of the design progress/status and impending activities. These meetings may coincide with meetings required below under the Scope of Services.
4. Meeting Agendas, Attendance, Minutes and Correspondence
The DB Contractor shall prepare and distribute an agenda for project meeting, in advance of the meeting date.
DB Contractor representation at all meetings shall include those individuals having knowledge of the agenda topics and authority to make decisions and commit resources.
The DB Contractor shall provide minutes of all project meetings and presentations to all attendees identifying new and unresolved old action items and associated responsible parties.
Minutes must be provided within three calendar days after each meeting.
5. Design Quality Assurance
The GSA requires that DB Contractor design submissions and construction documents submissions undergo two general types of design review: DB Contractor review and codes & standards review. The GSA staff will conduct reviews of all DB Contractor design submissions and construction documents submissions. In addition to the GSA reviews, the following design quality assurance services will be performed during the Design Phase as further indicated under the Scope of Services below.
a. Design Review Procedures
The GSA will coordinate all design reviews, conduct DB Contractor’s review and codes & standards reviews, and prepare design review comments. For the DB Contractor revised submission, and each subsequent submission, the DB Contractor will coordinate with the reviewing parties as necessary to reconcile any conflicting comments and consolidate all reconciled design review comments into a single design review report including the GSA review comments.
The DB Contractor will assist in ensuring that all comments are resolved to the GSA satisfaction.
For each DB Contractor submission after the first submission, the DB Contractor will check the submission to ensure that all comments on the prior submission have been incorporated or otherwise addressed, and will include a summary of any unresolved comments in the design review report.
Prior to the first scheduled design review, the DB Contractor will prepare and submit to the GSA for approval a procedure for conducting all design reviews required under this contract. The procedure will include a list of participants, the responsibilities of participants, the physical location of design reviews, and a detailed schedule of review activities consistent with the review and response times specified below:
All reviewing parties are required to return comments no later than 7 calendar days prior to the end of the corresponding review period.
The DB Contractor will prepare and submit the design review report within 7 calendar days after comment due date.
The DB Contractor is required to respond in writing to the design review comments within 14 calendar days after receipt of the design review report.
H. Electronic/Print Media
1. Computer Aided Design (CAD) Standards
All drawing materials provided by the DB Contractor, including final as-built drawings, must conform to the GSA PBS computer aided design (CAD) standards.

I. DB Contractor Personnel Security Requirements
The DB Contractor and subcontractor employees shall undergo a law enforcement check and background investigations, as outlined under the “Homeland Presidential Security Directive 12”
(HSPD-12).
In accordance with FAR 52.204-9 (Personal Identity Verification of Contractor Personnel):
The DB Contractor shall account for all GSA credentials issued to DB Contractor
Personnel in connection with the performance under this contract.
The DB Contractor Personnel shall immediately return credentials issued by GSA under any of the conditions stipulated in FAR 52204-9.

J. Document Security
Sensitive but unclassified (SBU) building information will be generated and/or must be disseminated to and stored by various parties in the course of executing this project. SBU building information is information that, if misused, poses a potential security risk to a building, its occupants and visitors, and/or its contents. The DB Contractor shall comply with the following requirements regarding SBU building information.
1. Documents
As used in this section, the term “documents” means any media or devices used to capture, store, and transmit information, including printed images and electronically or optically stored forms of graphic and written information, as well as physical or virtual models.
2. Identification and Labeling/Marking
Original DB contractor generated documents that contain building information must be reviewed with the GSA to identify any SBU content, before the original or any copies are disseminated to any other parties. If SBU content is identified, the DB contractor shall affix SBU document labels/markings to the original documents and all extant copies, as instructed by the GSA, prior to any dissemination.
3. Copying from Labeled/Marked Documents
Any documents containing SBU content copied from SBU labeled/marked documents must have the same SBU labels/markings affixed, unless the copies are redacted and reviewed as provided below.
4. Redacting
The DB Contractor may redact complete or partial copies of SBU labeled/marked documents to remove or completely and unalterably obscure the SBU content. The DB Contractor shall review the redacted copies with the GSA to ensure that all SBU content has been removed or obscured.
Copies so redacted and reviewed are no longer subject to these requirements regarding SBU building information.

5. Safeguarding and Storage
The DB Contractor shall properly safeguard any documents bearing SBU labels/markings at all times while those documents are in DB Contractor possession. Access to such documents when in use by the DB Contractor must be limited to individuals having a need to know the content in order to perform work required under this contract. When not in use, SBU labeled/marked documents in DB Contractor possession must be securely stored such that they can be retrieved only by those individuals having a need to know the content.
6. Dissemination
Other than within the Project Delivery Team, the DB Contractor shall disseminate SBU labeled/marked documents only to parties assigned or authorized to perform a role in the execution of the project and having a resultant need to know the document content. Documents may be disseminated in face-to-face meetings, by courier or secure shipment with evidence of delivery, or by electronic transmission. Electronic transmission of SBU information shall be encrypted as provided in current National Institute of Standards and Technology (NIST) data encryption standards and cryptographic module security requirements for processing SBU information.
7. Destruction
SBU content that is no longer needed shall be purged from all SBU labeled/marked documents and destroyed, or the complete document shall be destroyed, such that the SBU content is rendered unreadable and incapable of being restored. Data storage devices containing SBU information that is no longer needed shall be destroyed or the SBU content shall be erased using a permanent erase utility or comparable method.
8. Reporting
The DB Contractor immediately shall report to the GSA any known or suspected instances of improper dissemination of SBU information, or other circumstances in which the security of
SBU information may be compromised.
9. Subcontracts
The DB Contractor shall incorporate provisions in all applicable subcontracts as necessary to ensure compliance with all requirements provided in this Document Security section.
K. Construction General Requirements
Construction general requirements are included in the performance specification. Additional
Construction Stage requirements are provided in the Construction Stage section of the Scope of
Services below.
L. Disruptive Work
The DB Contractor shall work with GSA personnel, tenant agencies, and other stakeholders, during all phases of the project, to coordinate a plan to resolve all issues related to work deemed disruptive.
Work deemed disruptive, includes but is not restricted to:
Noise
Odor/fumes
Egress blockage
Asbestos abatement
Hazardous material handling
Power shutdowns
If the work is deemed disruptive and is performed after normal business hours the DB Contractor must include this to the contract’s base price at no additional cost to the Government.
M. Design Build Contractor Responsibility for Errors and Omissions
Per FAR 52.236-23:
(a) The Contractor shall be responsible for the professional quality, technical accuracy, and the coordination of all designs, drawings, specifications, and other services furnished by the
Contractor under this contract. The Contractor shall, without additional compensation, correct or revise any errors or deficiencies in its designs, drawings, specifications, and other services.
(b) Neither the Government’s review, approval or acceptance of, nor payment for, the services required under this contract shall be construed to operate as a waiver of any rights under this contract or of any cause of action arising out of the performance of this contract, and the Contractor shall be and remain liable to the Government in accordance with applicable law for all damages to the Government caused by the Contractor’s negligent performance of any of the services furnished under this contract.
(c) The rights and remedies of the Government provided for under this contract are in addition to any other rights and remedies provided by law.
(d) If the Contractor is comprised of more than one legal entity, each such entity shall be jointly and severally liable hereunder.
III. Scope of Services
The DB Contractor shall provide all labor, materials, equipment and perform all services described in this Scope of Work in accordance with applicable requirements and provisions set forth in the General Requirements above.
A. Pre-Design Phase & Construction Document Phase
1. Design Development (30% Submission)

Work includes, but is not restricted to, the following:
i. Perform a pre-design investigation. Survey and assess existing FOB service elevators. Verify capacity, sizing, and sequence of operations of the service elevators are adequate for the building size and operations.
