About this file

This document is a pre-bid meeting presentation for the City of Sebastian's Request for Proposal (RFP) 25-12-RFP for Disaster Debris Monitoring Services, scheduled for February 19, 2025. The solicitation seeks a contractor to provide comprehensive debris monitoring services for natural disasters or other debris-generating events, with key responsibilities including ensuring compliance with the City's debris management plan and federal requirements, performing contractor oversight, conducting truck measurements, preparing and issuing load tickets, and managing report preparation and project administration. The solicitation schedule indicates a question deadline of February 25, 2025, proposal response due date of March 6, 2025, and a tentative council award date of April 9, 2025.

The pre-bid meeting presentation outlines critical administrative requirements for potential bidders, including a strict "Cone of Silence" policy prohibiting contact with city council members and staff (except the procurement representative) from February 6, 2025, through the council's award decision. All bid submittals must be made electronically via VendorLink, with no submissions accepted by mail, fax, email, or telephone. Each bid must include an authorized signature from an officer or employee with the authority to bind the contractor, and a corporate resolution must be provided or the bid will be marked non-responsive. The sole point of contact for questions is Jessica Graham, Procurement/Contracts Manager, who can be reached at 772-388-8231 or jessgraham@cityofsebastian.org.
