About this file

This is Addendum No. 3 to the sealed bid procurement documents for the Replace Roof Bedford Hall project at Central Virginia Community College (CVCC), issued by the Virginia Community College System. The addendum, dated March 30, 2026, modifies the original bidding documents from February 13, 2026, and must be acknowledged by bidders on the bid form to avoid disqualification. The project involves the complete removal and replacement of the existing roof system at Bedford Hall in Lynchburg, Virginia, encompassing approximately 13,880 square feet of new fully adhered EPDM roofing membrane installation. The primary modification in this addendum clarifies that the existing steel deck is believed to be 1-inch narrow rib construction with unknown gauge, and bidders are required to field-verify the actual flute pattern, size, and gauge during their site inspections. Additionally, the addendum confirms that Section 075323 (EPDM Roofing) is a performance specification, meaning EPDM products meeting all technical, single source, and warranty requirements will be acceptable, with bidders responsible for verifying compliance. The bid due date has been extended to April 7, 2026, with bid opening scheduled for April 8, 2026; all other bidding information, including time and location, remains unchanged from the original procurement documents.

The addendum does not address pricing terms, set-asides, incumbents, or funding sources, as these matters are governed by the original bidding documents and the primary state and local contract opportunity. Bidders must acknowledge receipt of this addendum and comply with all specifications and requirements outlined in both the original documents and this modification. A Standard Commonwealth Bid Bond (Form CO-10.2) and contract security are required for all bids regardless of amount. The contractor will be required to provide a 20-year manufacturer's warranty on roofing materials and a 2-year workmanship warranty, with Substantial Completion required within 90 consecutive calendar days from Notice to Proceed and Final Completion within 30 days thereafter. A full-time Owner's roof inspector will be on-site during roofing installation, and all work must comply with prevailing wage requirements and applicable environmental, dust control, and worker safety regulations.
