About this file
This is Addendum No. 3 to the sealed bid procurement issued by the Virginia Community College System for the replacement of the roof at Bedford Hall, Central Virginia Community College (Project Code #260-B0260-042/MR20023) in Lynchburg, Virginia. The addendum, dated March 30, 2026, modifies the original bidding documents dated February 13, 2026, and clarifies specifications and adjusts the bid timeline. The project scope encompasses removal of the existing EPDM membrane and built-up asphalt roofing system and installation of approximately 13,880 square feet of new fully adhered EPDM roofing membrane with polyisocyanurate insulation, new roof drains and accessories, asbestos-containing materials removal and disposal, roof hatch replacement, and incidental mechanical and electrical work. A pre-bid conference was held on March 12, 2026, at 11:30 A.M. at Central Virginia Community College (attendance was optional but recommended). The revised bid due date is April 7, 2026, with public bid opening scheduled for April 8, 2026 (originally April 1 and April 2, 2026). Substantial Completion is required within 90 consecutive calendar days from Notice to Proceed, with Final Completion within 30 days thereafter. The contractor must provide a 20-year manufacturer's warranty on roofing materials and a 2-year workmanship warranty.
The addendum clarifies that the existing steel deck is believed to be 1-inch narrow rib with unknown gauge, requiring field verification by bidders of the actual flute pattern, size, and gauge. Section 075323 specifies that EPDM products meeting all technical, single source, and warranty requirements will be acceptable, with bidders responsible for verification of compliance. A Standard Commonwealth Bid Bond (Form CO-10.2) and contract security are required for all bids regardless of amount. Bidders must be registered vendors in eVA, comply with prevailing wage requirements per Virginia Code 2.2-4321.3, and hold appropriate Virginia contractor licensing (Class A or Class B based on contract value). All pay applications and invoices must be processed through the Owner's e-Builder web-based project management software at no cost to the contractor. The contract will be awarded to the lowest responsive and responsible bidder on a lump sum basis, and no specific budget range or award value is disclosed.
