About this file

This is Amendment 0003 to solicitation CORHQ-24-R-0713 for the FDIC Board Room Collective Technology Refresh project, which includes Q&A responses and a PowerPoint presentation from the January 17, 2025 site visit. The amendment clarifies several aspects of the proposal process, including that offerors may submit up to six total past performance references (three from prime contractor and three from subcontractors), PPQs are required from customer references by January 31, 2025 at noon EST, and if no PPQs are received the CO will check CPARS records.

The site visit presentation outlines current system pain points related to audio/sound systems, video capabilities, lighting, and control room functionality. Key issues include limited audio control through an unreliable AMX system, poor microphone and speaker placement, inadequate video routing and display capabilities, uneven lighting unsuitable for broadcast, and control room placement that hampers communication and operations. Phase I proposals are due January 31, 2025 at noon EST, with Phase II proposals due March 25, 2025 at noon EST. The amendment retains all other terms and conditions of the original solicitation.

Item Phase I Questions FDIC Response 1 In order to lessen the burden on our customers, would the government consider CPARS in lieu of a

PPQ?

Offeror must ask each customer identified by the offeror in their Past Perfromance Information to complete and submit a PPQ to the CO. In the event no PPQs are recieved by the CO, the CO will pull the CPARS record. If there is no CPARS record the reference will not be considered. Please note this is a mandatory down-select phase and offerors that receive relevant and satisfactory/confidence can move forward. An offeror with no performance record identifiable will be rated Neutral/Unknown Confidence, which will prevent the offeror from moving forward.

2 Section L, Subsection 7.3.2-16 of the RFP states:

“Submit … up to three (3) recent contracts (completed or ongoing within the last 3 years) you consider the most relevant in demonstrating your ability to perform this requirement as the prime contractor.” The subsequent paragraph specifies:

“Also include past performance information by each of your subcontractors and joint venture partners (maximum of three (3)) …” Could the government clarify whether the requirement permits up to three references from the prime contractor, in addition to three references from subcontractors (for a total of six references), or if the requirement is limited to a total of three references, inclusive of both prime and subcontractor references?

The offeror may submit a maximum of six (6) total recent (completed or ongoing within the last 3 years) and relevant contracts. Up to three (3) for the prime contractor and up to three (3) for the proposed subcontractors.

3 We can submit questions regarding the full project and proposal until January 31st at 1200pm EST, correct?

Correct.

4 Can the government confirm/reiterate what is expected in the phase one response?

The Offeror's Volume I Past Performance is due on 1/31/2025 Phase I, along with any signed Confidentiality Agreements for personnel and companies that did not attend the Site Visit on 1/17/2025. Please read Sections L and M of the RFP in its entirety. See clause 7.3.2-16 Past Performance - Proposal Instructions for what is required for your Past Performance. Confidentiality Agreement Forms 3700/46(contractor company) and 3700/46a(all personnel) are attached to section J of the RFP.

5 Past Performance questionaries are to be returned by end users/site contact, correct? Is there a deadline the overall due date for the RFP or the due date for this phase? And if so what if those deadlines pass before end users reply?

Correct. PPQs and Phase I Volume I Proposals are due by 1/31/2025 at Noon EST. Phase II Proposals are due 3/25/2025 at Noon EST. See FDIC Clause 7.3.2-28 - (July 2008) Late Proposlas, Modification of Proposals, and Withdrawls of Proposals regarding Late Proposal submissions.

6 When is the Supply Chain Risk Management (SCRM) volume due?

The SCRM Volume is due in Phase II in Volume IV - Additional Information on 3/25/2025 at Noon EST.

7 Can the government confirm the “images (e.g.

snapshot of sketches) of the as designed solution and photos of the as delivered solution” requested under the past performance references are not included in the three-page maximum for each contract reference?

Images are not included in the page count.

8 For these images, in the instance we have renderings that were created for classified spaces, how would you like us to approach?

It is up to the offeror to figure out the security parameters for information, images, and renderings they would like to share as a part of their proposal and whether or not it can be shared with the government.

CORHQ-24-R-0713 Steps*

*CORHQ-24-R-0713, as amended, takes precedence

Pain Points for Current System*

Audio / Sound System

▪ All audio control is limited (volume only) via unreliable AMX system (touch panel with multiple different pages for audio controls)

▪ Microphones are too far from speakers and don’t reproduce clear audio

▪ No operator station for manually mixing audio and managing multiple audio streams

▪ Speakers in the room are not placed ideally

▪ Combination of permanent microphone and speaker placement leads to feedback when increasing volume on speaker microphones

▪ All audio is run as twisted strand into the AMX controller and is not user serviceable instead of AVoIP

▪ Not enough microphones to accommodate larger panels of speakers, supplementary wireless system in place has the incorrect transmitter type and is inadequate

*These pain points are detailed in CORHQ-24-R-0713; CORHQ-24-R-0713, as amended, takes precedence.

Video

▪ Video routing limited to presets on AMX touch panel with no ability to modify inputs/destinations

▪ Large projector does not display crisp bright images and is positioned poorly relative to the room and participants. The projector also illuminates participants seated on north end of table.

▪ Only a single video output in the room limits the ability to display content

▪ Camera positioning is not ideal, high angles and poor physical placement

▪ Encoding relies on Vaddio AV Bridges into OFE desktop computers for web calls, no standalone devices

*These pain points are detailed in CORHQ-24-R-0713; CORHQ-24-R-0713, as amended, takes precedence.

Camera Placement

▪ Left frames in the above images are with camera placement at the corner (i.e. current camera placement)

▪ Right frames in the above images are with camera placement at the window recess *These pain points are detailed in CORHQ-24-R-0713; CORHQ-24-R-0713, as amended, takes precedence.

Lighting

▪ Current lighting fixture placement (including directly over seating positions) results in poor and uneven lighting on participants faces, leading to harsh shadows and extreme highlights even when in close proximity

▪ Harsh, directional lighting intensity varies drastically across the range of seating positions

▪ Lighting intensity is uncontrollable and set to a default room setting

▪ Lighting is not configured for broadcast video usage *These pain points are detailed in CORHQ-24-R-0713; CORHQ-24-R-0713, as amended, takes precedence.

Control Room

▪ Operator station is currently in the same room which prevents communication between staff in room and staff elsewhere in the building

(VOC)

▪ Inability to communicate hampers the ability to troubleshoot and work as a team

▪ Despite the room being configured to be run by operators, routing and audio control is limited to the single AMX touch panel

▪ Control station occupies a significant footprint of the room, often requiring board members or presenters to ‘squeeze’ between seated participants and the physical operator's station to get to their seats

▪ Adding additional locations as part of the BRC would require operators to be in boardroom to run events in other locations irrespective of boardroom scheduling

*These pain points are detailed in CORHQ-24-R-0713; CORHQ-24-R-0713, as amended, takes precedence.
