About this file
This is Amendment 0002 to solicitation CORHQ-24-R-0713, issued by the Federal Deposit Insurance Corporation (FDIC), which provides responses to Phase I questions received. The amendment clarifies that Past Performance Questionnaires (PPQs) and Phase I Volume I Proposals are due by January 31, 2025 at 12:00 PM EST, while Phase II Proposals are due March 25, 2025 at 12:00 PM EST.
Key clarifications include: offerors may submit up to six total past performance references (three for prime contractor and three for subcontractors); PPQs must be submitted by customers directly to the Contracting Officer; CPARS will only be used if no PPQ is received; the Supply Chain Risk Management volume is due in Phase II; and offerors must submit signed Confidentiality Agreements for personnel and companies that did not attend the January 17, 2025 site visit. The amendment emphasizes this is a mandatory down-select phase where offerors must receive relevant and satisfactory/confidence ratings to proceed to Phase II. The deadline for submitting questions about the full project remains January 31, 2025 at 12:00 PM EST.

Item Phase I Questions FDIC Response 1 In order to lessen the burden on our customers, would the government consider CPARS in lieu of a
PPQ?
Offeror must ask each customer identified by the offeror in their Past Perfromance Information to complete and submit a PPQ to the CO. In the event no PPQs are recieved by the CO, the CO will pull the CPARS record. If there is no CPARS record the reference will not be considered. Please note this is a mandatory down-select phase and offerors that receive relevant and satisfactory/confidence can move forward. An offeror with no performance record identifiable will be rated Neutral/Unknown Confidence, which will prevent the offeror from moving forward.
2 Section L, Subsection 7.3.2-16 of the RFP states:
“Submit … up to three (3) recent contracts (completed or ongoing within the last 3 years) you consider the most relevant in demonstrating your ability to perform this requirement as the prime contractor.” The subsequent paragraph specifies:
“Also include past performance information by each of your subcontractors and joint venture partners (maximum of three (3)) …” Could the government clarify whether the requirement permits up to three references from the prime contractor, in addition to three references from subcontractors (for a total of six references), or if the requirement is limited to a total of three references, inclusive of both prime and subcontractor references?
The offeror may submit a maximum of six (6) total recent (completed or ongoing within the last 3 years) and relevant contracts. Up to three (3) for the prime contractor and up to three (3) for the proposed subcontractors.
3 We can submit questions regarding the full project and proposal until January 31st at 1200pm EST, correct?
Correct.
4 Can the government confirm/reiterate what is expected in the phase one response?
The Offeror's Volume I Past Performance is due on 1/31/2025 Phase I, along with any signed Confidentiality Agreements for personnel and companies that did not attend the Site Visit on 1/17/2025. Please read Sections L and M of the RFP in its entirety. See clause 7.3.2-16 Past Performance - Proposal Instructions for what is required for your Past Performance. Confidentiality Agreement Forms 3700/46(contractor company) and 3700/46a(all personnel) are attached to section J of the RFP.
5 Past Performance questionaries are to be returned by end users/site contact, correct? Is there a deadline the overall due date for the RFP or the due date for this phase? And if so what if those deadlines pass before end users reply?
Correct. PPQs and Phase I Volume I Proposals are due by 1/31/2025 at Noon EST. Phase II Proposals are due 3/25/2025 at Noon EST. See FDIC Clause 7.3.2-28 - (July 2008) Late Proposlas, Modification of Proposals, and Withdrawls of Proposals regarding Late Proposal submissions.
6 When is the Supply Chain Risk Management (SCRM) volume due?
The SCRM Volume is due in Phase II in Volume IV - Additional Information on 3/25/2025 at Noon EST.
