About this file
This is a bid schedule for the CR 395 North Road Reconstruction Multi-Use Path Project, a comprehensive infrastructure improvement initiative being procured by Walton County, Florida. The project involves extensive roadway construction including approximately 7,200 linear feet of road reconstruction and resurfacing along County Road 395 North in Santa Rosa Beach, along with construction of a new 10-foot wide asphalt multi-use path. The bid schedule itemizes 58 line items organized into roadway, stormwater, and miscellaneous work categories, including asphalt concrete placement (ranging from 230 to 1,460 tons across various specifications), lime rock base installation (up to 17,322 square yards), concrete and stabilized subgrade work, demolition and removal of existing pavement and structures (up to 15,645 square yards of asphalt), pavement markings, signage installation, utility relocations including mailboxes, signs, water valves, and fire hydrant adjustments, stormwater infrastructure including elliptical and round concrete pipe installation and inlets, timber retaining wall construction (1,064 linear feet), sediment barriers (13,100 linear feet total), site clearing and grubbing (2.32 acres), earthwork, hydro-seeding (35,000 square yards), and sodding (10,000 square yards). The contract duration is 365 days for substantial completion with an additional 30 days for punch list items. A non-mandatory pre-bid conference was scheduled for September 8, 2025, at 8:30 am, with bid responses due by October 1, 2025, at 3:30 pm.
The estimated total construction cost is $3,359,370.57, with a construction cost subtotal of $3,139,598.67 before bonds and mobilization allocations. Bonds are capped at 2% of the bid ($62,791.97) and mobilization is capped at 5% of the bid ($156,979.93). Six alternative bid items are provided for optional scope elements including timber headwall demolition and replacement, CMP pipe replacement, resurfacing and base group work in specific project stations, and asphaltic removal. Bidders must be Florida Department of Transportation (FDOT) prequalified in specific work classes including drainage, flexible paving, grading, grassing, pavement marking, and roadway signage. Liquidated damages are established at $2,667 per day for failure to achieve substantial completion and $1,333 per day for delays in final completion. Environmental permits from the Northwest Florida Water Management District and Florida Department of Environmental Protection have been obtained, including wetland mitigation requirements of 0.56 credits from the Nokuse Plantation Mitigation Bank for approximately 0.922 acres of wetland impacts. The project will be funded through the county's annual appropriation with a mandatory 5% bid security requirement.
