About this file

This is a Bid Schedule document for the CR 395 North Road Reconstruction Multi-Use Path Project prepared by Walton County, Florida. The project encompasses comprehensive roadway improvements including construction of a 10-foot wide asphalt multi-use path along approximately 7,200 linear feet of County Road 395 North in Santa Rosa Beach. The schedule details 52 line items organized into roadway, stormwater, and miscellaneous categories, including asphalt concrete in multiple specifications (1", 1.25", 1.5", and 2" thickness), concrete work for the multi-use path, base materials, drainage infrastructure (18" and 24"x38" elliptical RCP pipes), inlet and headwall installations, pavement markings, signage, sediment barriers, grading, hydroseeding, and sodding totaling approximately 35,000 square yards. The contract term is 365 days for substantial completion with an additional 30 days for punch list items. A non-mandatory pre-bid conference is scheduled for September 8, 2025, with bid responses due by October 1, 2025, at 3:30 pm.

The estimated construction cost subtotal is $3,139,598.67, with additional allocations for bonds (maximum 2% of bid) and mobilization (maximum 5% of bid), bringing the estimated total construction cost to $3,359,370.57. Bidders must be prequalified by the Florida Department of Transportation in specified work classes including drainage, flexible paving, grading, grassing, pavement marking, and roadway signage. A mandatory 5% bid security is required. Liquidated damages are set at $2,667 per day for failure to achieve substantial completion and $1,333 per day for final completion delays. The project includes alternative bid items for timber headwall demolition and replacement with concrete headwall, and for removal and replacement of existing 15" CMP pipe. Environmental permits from the Northwest Florida Water Management District and Florida Department of Environmental Protection have been secured, including wetland mitigation through the purchase of 0.56 credits from the Nokuse Plantation Mitigation Bank. The county reserves the right to reject any or all bids, with project funding through the county's annual appropriation.
