About this file
This document is the Financials and Performance Guarantees Attachment B for an Employee Assistance Program (EAP) services contract opportunity issued by the Oregon Educators Benefit Board (OEBB). The RFP solicits proposals from vendors to provide EAP services to employees of OEBB entities that participate in OEBB's EAP program. The contract duration is 36 months with two one-year extension options. The RFP provides six pricing options for the EAP services, including varying levels of in-person, telephonic, or video counseling sessions as well as other services such as unlimited telephonic support, coaching sessions, critical incident response, training support, and legal/financial/work-life consultations. Proposers are required to provide pricing for each of the six options on a per employee per month (PEPM) basis. The RFP also includes detailed performance guarantee requirements covering areas such as network access, phone access, web/mobile access, utilization, member satisfaction, account management satisfaction, and outcomes.
The RFP states that as of September 2023, a total of 166 entities were participating in OEBB's EAP program, with a total of 137,669 covered lives. For the purpose of this proposal, proposers should assume 72,000 eligible employees. The RFP requires proposers to confirm that the performance guarantees will be offered on a client-specific basis and not based on the proposer's overall book of business performance. Proposers are also invited to suggest additional performance guarantees for consideration.
