COVID-19 Wellness Checks and Case Reporting
The Federal Aviation Administration (FAA) continues to mature policy and procedures to help reduce the risk of exposure to COVID-19 when entering any facility. As a contractor for the FAA, it is important for you to understand your responsibilities surrounding the potential for spreading COVID-19 to others in any facility.
This letter outlines requirements all contractors must follow, relay and enforce, related to entry to a facility, wellness checks, and case reporting.
Definitions
A. Facility is any FAA facility, third party facility, other Federal facilities, suppliers or any other location where a contractor employee supports FAA and/or performs work such as site audits, site inspections, investigations, and property management.
B. Close Contact is being within 6 feet of a COVID-19 positive individual for 15 minutes or more;
close contact can occur while caring for, living with, visiting, or working with a COVID-19 positive individual while symptomatic or within 48 hours prior to symptom onset.
Wellness Checks
Prior to entering any facility, you must ensure your employees perform a daily wellness check by answering the four (4) questions below. Any employee answering “Yes” to any of these four (4) questions must not enter any facility.
1. Is your temperature at or above 100.4 degrees F (38.0 degrees C)?
2. Have you experienced any of the following symptoms recently?
a. Fever or chills
b. Cough, congestion, or Shortness of breath
c. New loss of taste or smell
d. New or unexplained Sore Throat, Muscle or Body Aches, or Headache
e. Nausea, Vomiting, or Diarrhea
f. Fatigue
3. Have you had a positive COVID-19 test within the last 14 days or are you awaiting a COVID-19 test result?
4. Within the last 14 days:
a. Have you been in close contact (within 6 feet for at least 15 minutes) with someone who is known to have COVID-19; or
b. Have you been in close contact (within 6 feet for at least 15 minutes) with someone who has any of the above symptoms of COVID-19; or
c. Have you received instructions from a public health authority or healthcare provider to self-observe, self-isolate, or self-quarantine?
If your employee answers “yes” to any of the FAA’s COVID-19 Daily Wellness Check questions, the employee must not enter any facility and you must send an email to 9-afn-acq-em@faa.gov, with a courtesy copy to the Contracting Officer (CO) to report the situation. To protect the privacy of your employee, do not include the individual’s name, gender, age or other identifying information in the message. Please note advice from the FAA Flight Surgeon may be sought depending on the nature of the case.
Wellness Training
Each employee entering an FAA facility must review and acknowledge understanding of the attached training, “Safer On Site: Reducing Risk of Exposure to COVID-19 when Entering any Facility” before June
7, 2021. Each employee’s acknowledgement does not need to be submitted to the CO, but must be retained by you as confirmation of an employee’s completion and understanding of the training may be requested from the local facility manager.
COVID-19 Case Reporting
Consistent with previous standards for COVID-19 case reporting, you are required to notify FAA immediately when a Suspected, Presumed, or Confirmed case of COVID-19 involves one of your employees under FAA contract. This includes employees who have visited an FAA Facility, have been in contact with someone that may have visited a FAA facility and/or had contact with a FAA employee and/or another agency contractor. The notification is required even if your employee is currently in a telework status. Reporting must be submitted immediately to 9-AFN-ACQ-EM@faa.gov, with a courtesy copy to the Contracting Officer (CO). To protect the privacy of your employee, do not include the individual’s name, gender, age or other identifying information in the message.
Weekly status reporting for all contractor employees supporting FAA is no longer required.
Questions can be submitted to 9-AFN-ACQ-EM@faa.gov, with a courtesy copy to the Contracting Officer
(CO).
