Concrete RFI Plans - Carl Pugh Park Drainage Improvements
This is a technical plans document associated with a Request for Bid (RFB) issued by the Clay County Board of County Commissioners for drainage improvements at Carl Pugh Park located at 317 South West Street, Green Cove Springs, Florida 32043. The project encompasses grading of baseball outfields, construction of a stormwater pond, installation of yard drains and piping systems, and site restoration to address critical flooding and standing water issues affecting the park's playing fields and spectator areas. The scope of work includes 26 line items with specific quantities such as 1,095 linear feet of eight-inch ADS single wall pipe and 780 cubic yards of onsite grading. A mandatory pre-bid meeting is scheduled for April 9, 2026, at 11:00 a.m. at the park site, with an inquiry deadline of April 13, 2026, at 4:00 p.m. Electronic bid submission is due by April 27, 2026, at 4:00 p.m., followed by bid opening on April 28, 2026, at 9:00 a.m., and an estimated Board recommendation on May 12, 2026. The contractor must achieve substantial completion within 120 days from notice to proceed and final completion within 30 days thereafter.
Qualified contractors must hold valid Florida Department of Business and Professional Regulation licenses and complete a minimum of 40 percent of work with their own workforce. Required insurance includes commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, business automobile liability of $1,000,000 combined single limit, and workers' compensation at statutory limits. All bidders must submit a five percent bid bond, with performance and payment bonds required only if the final contract award exceeds $200,000. Liquidated damages are assessed at $500 per day for work extending past the final completion date. The County prioritizes the lowest responsive bid submitted by a responsible and responsive bidder and reserves the right to engage in value engineering discussions prior to award. Clay County maintains local preference and buy American policies applicable to this procurement. The contractor must provide a two-year warranty on all workmanship and materials beginning from the date of substantial completion and is responsible for obtaining all permits, fees, and maintaining a safe work site with daily debris removal.
