Carl Pugh Park Drainage Improvement Plans
This is a drainage improvement plans document prepared for the Clay County Board of County Commissioners in support of a formal Invitation for Bid (IFB) for infrastructure improvements at Carl Pugh Park located at 317 South West Street, Green Cove Springs, Florida. The project addresses critical flooding and standing water issues affecting the park's playing fields and spectator areas through grading of baseball outfields, construction of a stormwater pond, furnishing and installation of yard drains and piping systems, and site restoration. The scope of work comprises 26 line items including general conditions, landscape and site preparation, and drainage components, with specific quantities including 1,095 linear feet of eight-inch ADS single wall pipe and 780 cubic yards of onsite grading. A mandatory pre-bid meeting is scheduled for April 9, 2026, at 11:00 a.m. at the park site, with an inquiry deadline of April 13, 2026, at 4:00 p.m. Electronic bid submissions are due April 27, 2026, at 4:00 p.m., with bid opening on April 28, 2026, at 9:00 a.m. The estimated Board recommendation date is May 12, 2026. The contractor must achieve substantial completion within 120 days from notice to proceed and final completion within 30 days thereafter, with liquidated damages assessed at $500 per day for work extending past the final completion date.
Contractors must be qualified and licensed pursuant to Florida Statutes Chapter 489 and are required to complete a minimum of 40 percent of work with their own workforce. Insurance requirements include commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, business automobile liability of $1,000,000 combined single limit, and workers' compensation at statutory limits. All bidders must submit a five percent bid bond in the form of a bond or cashier's certified check payable to Clay County, with the original required within two business days after the bid due date. Performance and payment bonds are not required for projects of $200,000 or less; if the contract exceeds this threshold, a 100 percent performance and payment bond is required prior to work commencement. The County evaluates bids based on the lowest responsive bid submitted by a responsible and responsive bidder and reserves the right to engage in value engineering discussions prior to award. Clay County maintains local preference and buy American policies applicable to this procurement. The contractor is responsible for obtaining all permits and fees, maintaining a safe work site with daily debris removal, and providing a two-year warranty on all workmanship and materials beginning from the date of substantial completion. No specific contract value or incumbent contractor information has been disclosed.
