About this file
This is a Common Carrier Attestation form required by Pinellas County, Florida in accordance with Florida Statute 908.111 for the On-Airport Rental Car Concessionaires competitive sealed bid opportunity. The attestation applies to contractors serving as common carriers—defined as persons, firms, or corporations that undertake transportation services for hire as a regular business. Contractors bidding on the three to four non-exclusive on-airport rental car concession positions, with an initial contract term of sixty months beginning October 1, 2026, must complete and execute this attestation form.
The attestation requires an authorized contractor representative to declare under penalty of perjury that the contractor is in conformity with Florida Statute 92.525 and will not willfully provide services in furtherance of transporting unauthorized aliens into Florida, except to facilitate detention, removal, or departure. Contractors must provide their Federal Work Authorization User Identification Number, print name, signature, date, and the specific Pinellas County contract name and number on the form. Pinellas County reserves the right to terminate the associated agreement for cause if the contractor is found in violation of this attestation, making compliance with this requirement a material term of the contract award.
