About this file

This is a Commissary Location Information document detailing operational requirements for the Southwest Virginia Regional Jail Authority's four inmate commissary facilities located in Abingdon, Duffield, Haysi, and Tazewell, Virginia. The document specifies facility-specific commissary operations and logistics for each location. At Abingdon, the vendor must provide three freezers, carts, shelving, and equipment with commissary posted Wednesday mornings and orders due Tuesday mornings; Monday deliveries serve Pods 3, 5, 6, and 7, while Tuesday deliveries serve Female Housing, 9A/Medical, and Pod 4. Duffield requires two freezers, equipment, and office equipment with orders due Thursday mornings and deliveries to Male Housing on Mondays and Female Housing on Tuesdays; cart orders run Wednesday and Thursday with morning-of-delivery deadlines. Haysi necessitates two freezers, shelving, carts, and equipment with Thursday morning order deadlines at 8 a.m. and Friday or Saturday deliveries; cart orders are due by midnight the preceding day and distributed Friday and Monday. Tazewell requires two freezers and equipment with commissary orders due Wednesday at midnight, deliveries to second and third floors Tuesday and fourth and fifth floors Wednesday, and cart orders due midnight the day before delivery and distributed Saturday. The total of eight freezers across the four facilities and distinct delivery schedules for each location reflect the commissary service requirements spanning geographically dispersed facilities.

This operational document supports the May 14, 2026 proposal deadline for RFPO - Inmate Commissary Services #2 and reflects the current infrastructure baseline that the selected contractor must maintain and operate. The existing equipment inventory and established order-to-delivery timelines demonstrate a mature commissary operation generating substantial revenue, with FY2025 deposits totaling approximately $2,387,117.91 across the four facilities and March 2026 combined commissary and cart sales reaching approximately $89,570. The contractor's compensation structure relies entirely on negotiated commission percentages on net commissary sales, with no set budget allocation specified beyond performance-based commission arrangements. The contractor assumes all operational costs including inventory purchase, equipment provision and maintenance, software systems, and customer service operations while the SWVRJA retains commission revenue to offset commissary management costs.
