PL513 - Task Assignment 405 - Updates and Enhancements to the Florida Ecological Greenways Network
The Florida Ecological Greenways Network (FEGN) is a key data layer and map that informs conservation priorities for the Florida Forever program. Like all data in the Florida Forever Conservation Needs Assessment, the FEGN requires regular updates and refinement to remain relevant to conservation decisions. Updates to component data sources as well as changes in the landscape due to new development and newly acquired conservation lands all necessitate regular review and update of conservation priorities. The FSU Florida Natural Areas Inventory (FNAI) will work with the UF Center for Landscape Conservation Planning (CLCP) on enhancements and updates to the Florida Ecological Greenways Network to support prioritization and decision-making in the Florida Forever program. This work will include both one-time activities to be accomplished in the current fiscal year, and ongoing activities that are expected to continue beyond this year, as noted further below. FNAI will subcontract and collaborate with CLCP in this effort and accomplish the following activities:
1. Refine FEGN Florida Forever Strategic Priorities (FFSP) - In collaboration with CLCP, FNAI will further refine the Florida Forever Strategic Priorities first developed in the 2021 FEGN update. Florida Forever Strategic Priorities are designed to further prioritize the FEGN into finer classes to aid decision-making at the scale of individual Florida Forever project acquisitions. This activity will include:
Incorporate new CLC version 4 land cover update.
Incorporate updates to FEGN basemap and priorities completed or in progress as of August 2025.
Revise interior corridor buffers to better reflect edge effect penalties.
Evaluate revisions to priorities for FEGN corridors that are effectively connected and/or completed.
Work with CLCP to review the Peace River-Myakka River prioritization model as a potential source of additions or revisions to the FEGN Strategic Priorities model.
Work with CLCP to review the statewide FEGN P1-P5 corridor prioritization as a potential source of additions or revisions to the FEGN Strategic Priorities model. Collaborate with CLCP to review and refine critical bottlenecks to better identify a smaller subset for inclusion in the FFSP. This will include a focused review of small critical gaps that run through relatively intensive land uses.
2. Quarterly Updates of Florida Forever Strategic Priorities – For each quarter of FY 25/26, FNAI will provide DEP with updates of the Florida Forever Strategic Priorities GIS data layer. These updates primarily will address priorities affected by changes to conservation lands boundaries due to additional land acquisitions as well as significant land use changes. No changes will be made to overall FEGN priorities in these updates; updates will solely be made to strategic priorities within existing FEGN priority classes.
3. Review and update FEGN model and conduct boundary updates for priorities in the vicinity of Florida Forever projects and conservation lands – CLCP, as a subcontract with FNAI, will finalize statewide revisions to the FEGN base boundary and priorities to complete a 2026 FEGN update in time for incorporation into the final Strategic Priorities update for the contract period. This will include the following tasks:
Incorporate CLC version 4 land cover updates into FEGN base boundary and remove recently developed lands.
Finalize base boundary and priorities updates to sub-regions including Peace River/Myakka River watersheds, the Santa Fe River corridor, Northeast Florida, and other corridors previously under review.
Collaborate with FNAI to review and refine critical bottlenecks to better identify a smaller subset for inclusion in the FFSP, as noted under Activity 1 above. This will include a focused review of small critical gaps that run through relatively intensive land uses.
