PL513 - Task Assignment 301 – Core Activities
The CONTRACTOR shall provide a program director and staff who will dedicate a portion of their time for the maintenance, further development, interpretation and utilization of the Florida Natural Areas Inventory (FNAI) data systems to provide scientific and technical support to the Division of State Lands (DSL) Office of Environmental Services (OES) and other Programs and Offices of the Department of Environmental Protection (DEPARTMENT) and the Acquisition and Restoration Council (ARC) for land acquisition and land management planning activities. The total amount allocated for Task 301 shall be $321,230 and can be amended if the DEPARTMENT determines a need. Work done under this Task is subject to the negotiated overhead rate of 10% as specified in the master agreement PL513. Any work completed by the CONTRACTOR more than $321,230 shall be at the CONTRACTOR’S sole discretion and the DEPARTMENT shall not be responsible for payment to the CONTRACTOR for such additional services unless this task assignment is specifically amended to allow for such additional work.
FNAI Database Operations
The CONTRACTOR will continue to update information in its Biotics database (described in PL513 Attachment 3, Scope of Services for the full contract) to ensure its continued reliability and credibility.
This database, developed through 40 years of data compilation and independent ecological research by FNAI staff scientists, serves as an important and unique resource for the DEPARTMENT, as well as businesses and other government agencies that require efficient access to these types of information to guide decision making.
The specific products and services to be provided by the CONTRACTOR include the following:
Database Development:
Activity 1. Rare species characterization and occurrence records (fleo layers)
CONTRACTOR will maintain an up-to-date list of rare or endangered plant and animal species and a list of natural communities (elements of biodiversity) that contribute to the ecological diversity and health of the natural systems of Florida. They will collect and incorporate into Biotics (statewide conservation database) information describing the ecology and conservation status (element tracking and ranking) as well as spatial distribution of these species and natural communities (element occurrences (EOs). These data provide the foundation for statewide conservation analyses and contribute vital information for land protection and management. Specifically, the CONTRACTOR will fulfill the objective measures of:
(a) Adding new EOs to the FNAI Biotics database
(b) Updating existing EOs
(c) Completing comprehensive updates of occurrences and conservation status information for priority species to ensure that FNAI has up-to-date EOs across the known range of a species, that information describing its biology, management requirements, rarity, threats, and trends includes current scientific understanding and that the current species subnational (rarity) rank (S rank) reflects this information. This information will be housed in the Biotics database and reflected in field guide accounts for species updated under Activity 1 (c). These will follow the format of FNAI’s
Details for PL513 - Task Assignment #201 (continued)
Field Guides to the rare plants and animals of Florida and be available for general use on the FNAI website.
NOTE: All new and updated EOs edited under tasks a, b, or c above will be included for billing purposes in only one of these categories. Documentation listing records billed in each category shall be provided.
For the purposes of this Activity, updates to existing EOs consist of updates to EO spatial boundaries, or updates to the Biotics Version Date field which is used to indicate the incorporation of significant newly collected or reported information into an existing record.
Activity 2. Data Requests and Other Special Services
The CONTRACTOR will provide to OES the special scientific and technical support as described, in part, in this paragraph and not otherwise specified in this agreement. The CONTRACTOR is uniquely qualified to provide these special services in a time- and cost-efficient manner because of the comprehensive data and other information managed in its databases and because of the special expertise of its staff.
1. evaluation of BOT owned conservation lands to be considered for surplus;
2. technical support in preparation of the Florida Forever plan and annual updates;
3. technical support (ecological, land management, and conservation planning data) in response to state land management issues and the development of state land management plans;
4. technical support (ecological and conservation planning data) in preparation of Governor and Cabinet agenda reports;
5. technical support (ecological and conservation planning data) in response to legislative data requests, including performance-based budgeting measures; and
6. technical support (ecological and conservation planning data) to assist OES/DSL in preparation of outreach and other communications, such as DSL web pages.
The CONTRACTOR will respond to requests from OES for such assistance and will provide a report with each invoice generally describing each request, date of completion, and for whom the service was provided. Any requests that involve GIS analysis utilizing new methodologies for analyzing and manipulating data shall include a report describing the GIS protocols used to conduct such analysis.
Conservation Lands Planning:
Activity 3. Conservation Lands Mapping (flma layer)
CONTRACTOR will maintain a spatial database (as a component of the Biotics Natural Heritage Database) that will include information describing land areas in Florida managed for conservation by public, private, and nonprofit entities. This database will be maintained as Florida’s most comprehensive single source of conservation lands data.
For a property to qualify for inclusion in the FNAI database, a significant portion of the property must be undeveloped. In addition, the managing agency or organization must document a formal commitment to the conservation or restoration of the land to its natural condition.
For a less-than-fee property to be included, the conservation easement must be permanent (i.e., held “in perpetuity”) and regularly monitored by an agency or organization knowledgeable about conservation to assure protection of the natural resources.
CONTRACTOR will maintain appropriate contact (based on land acquisition activity levels) with all public, private, and nonprofit entities managing land for conservation in Florida. Through this contact, they will obtain managing agency boundaries for new conservation lands, updates to boundaries of existing properties, and administrative information including an ecological description of the property, manager and owner information, management and protection status, and managed area size. These records will be standardized into the Department’s default spatial projection and incorporated into FNAI’s Biotics database as Managed Area records. The contractor will focus principally on federal, state, water management district, and local government holdings, and include private conservation lands (including those held by non-profit entities) where practical. All new federal, state, water management district, and local government conservation acquisitions and boundary changes will be incorporated. The management boundary shapes, and selected data fields will be made available to the Department and other public agencies for use in conservation and land use planning efforts as part of FNAI’s statewide conservation lands data layer (‘flma’). The ‘flma’ data layer will also be made available to the public on FNAI’s website.
Activity 4. Florida Forever Project Mapping (ffbot layer)
CONTRACTOR will collect new and update existing digital boundaries (as provided by project applicants) for environmental land acquisition projects for Florida Forever projects of the Board of Trustees of the Internal Improvement Trust Fund (BOT). Updates will also include boundary amendments approved by the Acquisition and Restoration Council (ARC). All new BOT projects and boundary amendments will be added to FNAI’s Biotics database as site records and will be included in the quarterly deliverable (ffbot) following the ARC meeting at which they are approved. The site records and associated boundary shapes for all Florida Forever projects will be exported and made available to the Department and other public agencies for use in conservation and land use planning efforts as part of FNAI’s ‘ffbot’ layer.
Activity 5. Acquisition Mapping within Florida Forever Projects (ff_acquired layer)
The CONTRACTOR will maintain a spatial database of all parcels acquired using Florida Forever funds, or with other funds by the Division of State Lands within Florida Forever BOT projects. New acquisitions will be added within 90 days of receipt of the DSL closing report, or boundary survey, whichever is received first. Data will be exported from this database and made available to the Department and other public agencies for use in conservation and land use planning efforts as part of FNAI’s ‘ff_acquired’ layer.
Activity 6. ARC Meetings
One or more representatives of the CONTRACTOR will attend quarterly coordination meetings with the CONTRACT MANAGER and additional representatives of the Division of State Lands. One or more representatives of the CONTRACTOR will attend and participate in hearings/meetings of the ARC to provide information as needed during such hearings/meetings. CONTRACTOR will provide a list of meetings attended.
Activity 7. Management Plan Reviews
The CONTRACTOR will review in detail land management plans, providing written comments to OES and the land manager about the plans as appropriate and within the expertise of the CONTRACTOR. The CONTRACTOR will complete the activities at least 30 days prior to the ARC meeting for which the information is prepared.
Reporting Requirements (Deliverables):
To support and facilitate the objective management and oversight of the above activity assignments, the CONTRACTOR will provide the following for each reporting period:
