About this file
This is a Task Assignment Change Order Form for DEP Contract No. PL513 between the Florida Department of Environmental Protection (DEP) and the Florida Natural Areas Inventory (FNAI), administered through Stacey Patterson, Vice President for Research. The change order, numbered 1, modifies Task Assignment 203 and was prepared by Contractor Contract Manager Frank Price and DEP Contract Manager Deborah Burr. The document corrects rounding errors in the cost schedule for invoicing purposes without altering the total funding or completion dates.
Task Assignment 203 covers Florida Forever Measures Data Layers Maintenance and Reporting, with a total contract value of $82,272, subject to a negotiated overhead rate of 10% as specified in the master agreement. The scope of work comprises five activities: providing F-TRAC and Single Resource Rank analyses for the Acquisition and Restoration Council (ARC) at least four weeks prior to scheduled meetings; maintaining, updating, and developing between three and seven resource layers annually; preparing Florida Forever progress reports and documentation at least three weeks before December ARC rankings; coordinating with experts and stakeholders on conservation needs assessments; and updating the ARC Florida Forever Project Ranking Tool spreadsheet with latest data. Invoices are due electronically by January 15, 2024, and June 17, 2024, and should be submitted to DEP Contract Manager Deborah Burr and Amy Horton, with payment amounts distributed across activities ranging from $1,484 to $50,866 based on invoice dates and deliverable completion.

PL513 – Task Assignment 203 – Florida Forever Measures Data Layers Maintenance and Reporting
Activity 1 – F-TRAC and Single Resource Rank Analyses for ARC
At least 4 weeks prior to the scheduled ARC ranking meeting, FNAI will provide a "Project Comparative Analysis Table" on new proposals and existing Florida Forever projects using the F- TRAC and Single Resource Rank analyses in Adobe Acrobat® (pdf) format and Microsoft Excel® (xlsx) format for distribution to ARC members and staff and will post it on the web. The analysis will be based on existing and proposed boundaries as they exist two weeks prior to the October ARC meeting. All documents to be posed to the web shall comply with section 508 of the Rehabilitation Act of 1973, which addresses standards for electronic information (United States Access Board website section for Information and Communication Technology).
Activity 2 – Data Maintenance, Updates, Revisions
FNAI will revise, update and/or develop a subset of resource layers related to Florida Forever goals and measures. FNAI will consult with the DEP Contract Manager to determine which layers to be updated or developed based on newly available information, guidance from the Florida Forever Expert Advisory Group (see activity 4, below) and/or the needs of the Division of State Lands. FNAI will update or develop at least 3 and up to 7 resource layers during the fiscal year; the total number of layers will be agreed upon by FNAI and the Contract Manager. FNAI also will continue assisting with updates of statewide land cover that will then be used to update the extent and prioritization of other resource data layers. FNAI will submit biannual progress reports and ArcGIS® files of data updates to allow DEP to track and evaluate improvement. Following substantive updates of any Florida Forever data layers, FNAI will: (a) post updated GIS data layers on its website, including GIS protocols used for the revisions/updates/new subsets of resource layers and notify the DEP's Contract Manager about each revised/updated/new GIS data layer; and (b) annually provide DEP's Contract Manager with updated DEP Acquisition Triage Resource GIS data layers. FNAI will provide these layers as hosted feature services with metadata including methodology and data sources.
Activity 3 – Florida Forever Progress Reporting and Documentation
At least three weeks before the December ranking of the Florida Forever list by ARC, FNAI will provide: (a) a Natural Resource Acquisition Progress Report (NRAP) in Adobe Acrobat® (pdf) format (section 508 compliant) for distribution to ARC members and staff and for posting on its website and in Microsoft Excel® (.xlsx) format for the CONTRACT MANAGER. In addition, FNAI will provide (b) a benchmark progress analysis in .xlsx format for the CONTRACT MANAGER; and
(c) routine documentation of data updates biannually.
Activity 4 – Coordination with Experts and Stakeholders
FNAI will convene resource experts as needed to advise on methods and inputs used in the Florida Forever Conservation Needs Assessment. Following guidance of the group and in consultation with the DEP Contract Manager, FNAI will evaluate and explore alternative https://www.access-board.gov/ict/ https://www.access-board.gov/ict/

As needed and in consultation with the DEP Contract Manager, FNAI will coordinate and participate in meetings to inform DEP staff as well as stakeholders such as ARC, the public, and others about the Florida Forever Conservation Needs Assessment data and analyses.
Deliverables will include agenda, meeting summaries and presentation materials. In addition, FNAI will update & maintain the Florida Forever Conservation Data Viewer web tool and explore new tools to facilitate data review by experts and project review by DEP, ARC staff and the public.
Activity 5 – Update DEP ARC Florida Forever Project Ranking Tool
FNAI will make incremental revisions to the design of the ARC Florida Forever Project Ranking Tool Excel Spreadsheet based on feedback from ARC members and DEP staff. At least 4 weeks prior to the December 2023 ARC ranking meeting, FNAI will update the spreadsheet with latest data for all measures in coordination with DEP staff, and provide the updated Tool for distribution to ARC in advance of the December ranking meeting. The update will be based on existing and proposed boundaries as they exist two weeks prior to the October ARC meeting.
