SCOPE OF WORK UNIT MANAGEMENT PLAN FNAI D4 2024

District Information Section of UMP (District 4):

1. SLR and effects map: The Contractor will conduct an analysis that projects the future change in natural communities due to sea level rise at three state parks with coastal-upland communities (e.g., Collier-Seminole, Werner-Boyce Salt Springs, Estero Bay Preserve, or a similar park in District 4). We will use the Sea Level Affecting Marshes Model (SLAMM) simulation to predict the shifts in natural communities, with possible adjustments to upland communities since SLAMM is not designed to consider differences between separate “dry land” communities (e.g., mesic flatwoods vs rockland hammock). Outputs will include maps of change for different sea level scenarios such as different magnitudes of SLR and/or several points in time.

2. Everglades species and hydrologic mapping: The Contractor will provide multiple maps illustrating conditions in the Everglades ecosystem. One map series will depict (1) historical, (2) current, and (3) planned flow patterns of the Everglades system, similar to the example shown in example below. The Contractor will also explore data for hydroperiods and other potential characteristics that help illustrate conditions and challenges in the Everglades hydrological system.

3. Landscape Integrity Map: The Contractor will provide a map depicting landscape integrity in the region using the CLIP Landscape Integrity Analysis. This process that identifies areas of high ecological integrity based on land use intensity and patch size, where areas dominated by large patches of natural and seminatural land use are assigned the highest significance (see example below).

4. Imperiled and invasive species matrices: The Contractor will compile and provide a matrix of imperiled and invasive species (vertebrates, invertebrates, and plants) documented in District 4 parks, by park. The matrices will incorporate information from the FNAI Florida Natural Heritage Database, as well as park species lists and other data sources. The rare species matrix will include federally- and state-listed taxa, and taxa that are tracked by FNAI.

5. Natural Community Descriptions: The Contractor will provide condensed descriptions of all natural communities known to occur in District 4 parks. Natural community descriptions will be based on the FNAI Guide to Natural Communities, but where appropriate will incorporate other information sources to include regionally-specific variations as they occur in the D4 region.

DELIVERABLES: The Contractor will provide the following deliverables to the Department:

a. A project schedule by key milestones and deliverables identified by the task assignment within 30 days of the fully executed task assignment. The project schedule will identify target dates and/or deadlines specific to the project, Contractor, and Department. The Contractor recognizes the time-sensitive nature of completing this task assignment on time and will endeavor to provide deliverables (interim, draft, final) to the Department per the project schedule. Likewise, the Department agrees to review and respond to deliverables in an expeditious manner. If factors outside the control of the Contractor result in conditions where target dates and/or deadlines identified in this task assignment cannot be met, then the Department will be notified as soon as possible in order to consider a change order to adjust target dates/deadlines by a commensurate amount of time.

b. One review draft and one final draft of all maps, tables, charts, and narratives that conform to guidelines and standards (to be provided by the Department)* by 08/31/2024.

* The Department will provide a color pallet to be used in all maps. The Contractor will not be responsible for ensuring ADA accessibility, beyond the use of this color pallet.

COST: FNAI’s fixed price cost for delivery of maps, figures, and narratives specified above along with time for meetings and revisions is $51,200
