DDEP PL513-Task Assignment 306 Scope of Work

FL Natural Areas Inventory

Summary

This Scope of Work describes five separate tasks to be completed by the Florida Natural Areas Inventory (FNAI) for the Florida Park Service Bureau of Natural and Cultural Resources (BNCR) during FY2025 to support land management activities in Florida State Parks.

Task 1: Development of draft invasive plant management plans for Florida State Parks

FNAI will augment DRP staff management planning capacity and help to foster the development of institutional memory through staff transitions by developing park specific plans for upland invasive plant management.

1.1. Template invasive management plan development.

In consultation with DRP, FNAI will develop a Word document template with instructions for developing invasive plant management plans for Florida state parks. The template will include a summary page listing projected treatment acreage and costs for the coming five years based on median contracted treatments costs for similar projects.

The following schedule will be followed by FNAI and DRP:

o Sept 1, 2024: FNAI will provide the initial template management plan draft o Sept 15, 2024: DRP will provide comments to FNAI o Sept 30, 2024: FNAI will provide a final draft template to DRP

1.2. Invasive plant management plans

FNAI will use the template created above to develop invasive plant management plans for selected Florida State Parks (see cost schedule below for specific parks) Plan development may include any of the following tasks as FNAI determines is necessary:

o Targeted surveys or site inspections o Consultation with DRP staff at the park or district level o Review of aerial photography, LiDAR, and other remotely sensed data o Review of existing invasive plant data and treatment history in DEP NRTS or other sources DRP will respond to any FNAI data requests related to management plan development within two weeks and if DRP isn’t able to provide the requested materials, FNAI will proceed with plan development without the requested materials. DRP will have a month to review an initial draft of each plan and provide comments before FNAI finalizes the draft to be delivered per this contract.

These plans will address the management of upland and selected occurrences of emergent invasive plants that can be mapped and managed on foot. Submerged aquatic plant management is outside of FNAI’s area of expertise, would need to involve consideration of downstream property owners/users, and is often controversial.

TTask 2: Invasive plant surveys to plan contracted treatment

The intent of this sampling effort is to delineate priority areas for invasive plant treatment within Florida State Parks so that DRP can develop contract specifications for the management of these areas.

Surveys will be conducted as follows:

FNAI will develop a survey plan by reviewing existing invasive plant occurrence and treatment data in NRTS, EDDMapS, and iNaturalist, examining aerial photography and LiDAR to identify areas of development and disturbance, and briefly consulting with the park/district biologist. Surveys will proceed in accordance with the survey plan, targeting areas previously documented or suspected of containing concentrations of invasive plant species. Areas with low invasive plant cover will be lightly surveyed, while areas with high invasive plant cover will be surveyed more thoroughly to collect data necessary to identify and delineate areas for treatment of particular species or groups of species. These surveys will be conducted so as to efficiently identify priority areas for treatment. They are not guaranteed to identify every occurrence or concentration of invasive plants. Any estimates of invasive plant cover that FNAI provides will be based on visual estimates, not quantitative methods. Survey completion will be assessed by FNAI staff based on their professional judgement.

FNAI will provide results in the form of invasive plant polygons in an ESRI ArcGIS Pro compatible File Geodatabase. Each polygon will be attributed with a comma delimited species list, the survey date, and the name of the surveyor.

Surveys will be distributed among the five DRP districts according to the table below:

District Total acres Percent of Total FNAI Cost

1 0 0% 0

2 5,000 11% $15,000

3 15,000 33% $45,000

4 17,000 38% $51,000

5 8,000 18% $24,000

Total 46,500 100% $135,000

Task 3: Compliance inspection training

FNAI staff will provide a single day of training for DRP staff, split between field and office, in the methods used to conduct invasive plant treatment compliance (effectiveness) inspections for the FWC Uplands Invasive Plant Management Section.

Topics covered will include:

Post-treatment inspection timing Inspection planning using contractor tracks Determining treatment effectiveness in the field Common errors/omissions observed Minimum acreage to be inspected

TTask 4: Arthropod Control Plan Web Map

FNAI will maintain a web map to provide a single public access point for current Mosquito Control District (MCD) Arthropod Control Plans (ACP).

Add plans as pdfs to parks already on map (up to 15 plans will be added) Make minor changes (symbology, etc.) based on BNCR staff input.

Task 5: Survey for Conradina cygniflora on Dunn’s Creek State Park

There is currently only one sustainable population (representing 18 source features or discrete sites) of Dunns false rosemary known and all sites occur within Dunns Creek State Park. FNAI proposes to revisit the known occurrences to update records and survey all habitat (approximately 1000 acres of mostly scrub with a small portion of sandhill in which Dunns false rosemary is known to occur) that has received land management activities since the original 2004 survey for new individuals. Data gathered at the known sites will include location (latitude, longitude, township, range, and section), status and condition of populations, habitat characteristics, and management. If new populations are found, information on population size, status and condition, vegetative associates, management needs, and threats to long-term viability will be gathered. Sightings of additional rare species will also be recorded where possible.

Data on existing occurrences will be updated in the FNAI Natural Heritage Database and new occurrences will be incorporated.

The main objectives of this project are to: 1) conduct a survey of Dunns false rosemary in Dunns Creek State Park by revisiting all known extant and historical populations, expand searches for new plants/populations in sites that are receiving active land management activities such as sand pine (Pinus clausa) thinning and removal and prescribed fire, and determine population size and 2) compare the population size documented in this survey to a survey that was conducted in 2004 by FNAI (2004).
