PL513 - Task Assignment 305 - Updates and Enhancements to the Florida Ecological Greenways Network
The FSU Florida Natural Areas Inventory (FNAI) proposes to continue work on enhancements and updates to the Florida Ecological Greenways Network (FEGN) to support prioritization and decision-making in the Florida Forever program. This work will include both one-time activities to be accomplished in the current fiscal year, and ongoing activities that are expected to continue beyond this year, as noted further below. FNAI will subcontract and collaborate with the University of Florida Center for Landscape Conservation Planning (CLCP) in this effort and accomplish the following activities:
1. Refine FEGN Florida Forever Strategic Priorities (FFSP) - In collaboration with CLCP, FNAI will further refine the Florida Forever Strategic Priorities first developed in the 2021 FEGN update. The FFSP represents strategic conservation priorities (within the overall FEGN priorities 1-3) that are relevant to Florida Forever acquisitions. This will include:
Consideration of additional wide-ranging species or landscape-level natural community connectivity needs to inform corridor bottlenecks;
Landscape priorities focused on under-represented upland natural communities, including scrub, sandhill, upland pine and dry prairie.
A comprehensive threats analysis that may include land use conversion, climate change, and management considerations (e.g. smokesheds).
Refinement of Florida Forever Strategic Priorities is proposed to be an ongoing Activity that will be completed annually.
2. Quarterly Updates of Florida Forever Strategic Priorities - FNAI will provide DEP with a GIS data layer quarterly for updates of the Florida Forever Strategic Priorities data layer. These updates primarily will address priorities affected by changes to conservation lands boundaries due to additional land acquisitions as well as significant land use changes. No changes will be made to overall FEGN priorities in these updates; updates will solely be made to strategic priorities within existing FEGN priority classes. This is proposed to be an ongoing activity that will be completed quarterly in future years as well.
3. Review and update FEGN model and conduct boundary updates for priorities in the vicinity of Florida Forever projects and conservation lands –
a) The Center for Landscape Conservation Planning (CLCP), as a subcontract with FNAI will review and refine statewide FEGN base boundary and priorities. Analyses focused on FEGN Priority 4 in fiscal year 2024 will be broadened to all FEGN priorities in fiscal year 2025 to serve as an additional strategic planning aid for Florida Forever. This work will involve refinement of methods developed in 2024, which assesses intrinsic and landscape priorities within specific corridor project areas delineated by current FEGN priority levels. The most current conservation and land cover data will be used for these assessments as well as additional spatial prioritization methods if warranted. This work will ensure that Florida Forever evaluations of individual land acquisition projects are based on current contributions to landscape connectivity. Specific tasks will include:
i. Assess functional ecological connectivity opportunities within the Peace and Myakka watersheds associated with the southwest Florida mining district and potential ecological connectivity to adjacent watersheds and the Lake Wales Ridge using the Bureau of Mine Reclamation Integrated Habitat Network and other readily available data and readily feasible GIS analyses.
ii. Finalize corrections to FEGN priorities for unacquired inholdings within conservation lands.
